59. MOU TO PROVIDE VOLUNTARY SOUTH PHOENIX HEALTHY START SERVICES TO THE GLENDALE ELEMENTARY SCHOOL DISTRICT Approve a Memorandum of Understanding (MOU) between Maricopa County, on behalf of its Department of Public Health ("Provider"), and Glendale Elementary School District ("District"). The purpose of this MOU is to formalize the partnership that allows the Provider to deliver South Phoenix Healthy Start (SPHS) services. These voluntary services are provided to students and families that meet the program criteria and have parental/guardian consent. Services include: maternal health education, doula support, and father engagement programs to eligible students, their families, district staff, and the community. The agreement ensures that the District will provide the necessary space and facilitate access to students while maintaining confidentiality and adhering to parental consent requirements. The MOU further outlines the responsibilities of both parties. The District agrees to provide a confidential meeting space, identify eligible students, and support their participation without academic penalties. The Provider agrees to deliver services at no cost to the District, offer multilingual support as needed, and report non-confidential participation metrics. Both parties must comply with federal and state regulations, including confidentiality standards under FERPA and HIPAA, and the agreement specifies that the Provider must notify the District if service delivery becomes unsustainable. The agreement is effective from March 1, 2025, through March 1, 2027, with automatic renewal unless terminated.
