53. COMPETITION IMPRACTICABLE CONTRACT FOR GRANTS PERFORMANCE MANAGEMENT SYSTEM Request approval of a Competition Impracticable (CI) Contract (No. 260097) between Maricopa County, by and through the Department of Public Health (MCDPH), and Envisio Solutions, Inc., for a five-year term beginning May 24, 2026, through May 23, 2031, in an amount not to exceed $355,162.50. The five (5) year Enterprise subscription is for unlimited users to Envisio Plans, Projects, Analytics and Public Dashboard and includes software licensing and online support. As an accredited Health Department, MCDPH is required to maintain and utilize a performance management system that enables the department to establish and evaluate the achievement of goals, objectives, and improvements. MCDPH has been utilizing Envisio as its official program performance management software since 2022, and the system has been approved by the Public Health Accreditation Board. Over the past 4 years, MCDPH has used the platform to monitor and report on programs, grant workplans, receive updates from subcontractors, and evaluate and report on key performance measures. Switching software at this time is not only cost-prohibitive but could jeopardize MCDPH’s accreditation status. The total contract amount will be paid upon execution. An exemption to the County’s Prepaid Expenses Policy (No. A2511) has been granted by the Maricopa County Department of Finance. MCDPH will realize cost savings in excess of $37,337.
