32. DELEGATION AGREEMENT WITH ARIZONA DEPARTMENT OF HEALTH SERVICES Approve the Delegation Agreement No. 2024-048 between the Arizona Department of Health Services (ADHS) and Maricopa County. This agreement authorizes the political subdivision of Maricopa County, through its Departments of Public Health (MCDPH) and Environmental Services (MCESD), to exercise functions, powers, and duties bestowed on ADHS by provision of law. The County, through MCESD, shall be responsible for ‘Food Safety and General Sanitation Control’ and ‘Pure Food Control.' The County, through MCDPH, shall be responsible for ‘Smoke-Free Arizona Act.’ This agreement is non-financial and has no effect on the County general fund. The term is from 30 days after approval by all parties through June 30, 2032, with the option of extending. The agreement may be terminated in whole or in part by the Director of ADHS or the County, effective ninety (90) days after either the Director of ADHS or the County provides written termination by certified mail to the other.
