27. AMERICAN RESCUE PLAN ACT (ARPA) EXPENDITURE APPROVALS AND BUDGET ADJUSTMENTS Approve the following uses of American Rescue Plan Act (ARPA) funding consistent with the Board of Supervisors approved priorities. Assistant County Manager -Reduce Business Association Support by $746,906 for a new estimated amount of $253,094 -Reduce Support for Fire Districts by $2,879,885 for a new estimated amount of $870,115 -Reduce Small Business Resilience Program by $2,599,542 for a new estimated amount of $47,400,458 -University of Arizona Center for Advanced Molecular and Immunological Therapies (CAMI) Project estimated at $4,000,000 Adult Probation -Reduce Hazard Pay by $4,167 for a new estimated amount of $174,888 Elections -Reduce Hazard Pay by $5,615 for a new estimated amount of $200,539 Correctional Health -Reduce Hazard Pay by $175,607 for a new estimated amount of $3,128,393 Juvenile Probation -Reduce Hazard Pay by $49,907 for a new estimated amount of $466,593 Sheriff -Reduce Hazard Pay by $406,704 for a new estimated amount of $7,698,496 Superior Court -Reduce Hazard Pay by $131,667 for a new estimated amount of $513,833 Human Services -Summer Youth Program estimated at $3,000,000 Also, authorize the Office of Budget and Finance to make the following adjustments to revenue and expenditure authority in FY 2024 for the Coronavirus Fiscal Recovery Fund (Fund 296) Non Recurring Non Project (NRNP) budgets in the following departments: Assistant County Manager (D950): ($2,226,333) Elections (D210): ($5,615) Correctional Health (D260): ($175,607) Human Services (D220): $3,000,000 Non-Departmental (D470): ($592,445) Unspent hazard pay for Adult Probation, Juvenile Probation, Sheriff, and Superior Court from FY 2022 was not carried forward into the departments’ FY 2023 and FY 2024 budgets. The unspent hazard pay for these departments was moved to Non Departmental . Therefore, the budget adjustments for the hazard pay program changes for Adult Probation, Juvenile Probation, Sheriff, and Superior Court will come from Non Departmental . Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the Budget Law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-95-23-045-X-00)
