RENEWAL OF THE MEMORANDUM OF UNDERSTANDING/INFRASTRUCTURE FUNDING AGREEMENT WITH MARICOPA COUNTY WORKFORCE DEVELOPMENT BOARD AND ITS WORKFORCE INNOVATION & OPPORTUNITY ACT PARTNERS Request approval of the following actions: 1. Approve the renewal of the Memorandum of Understanding (MOU)/Infrastructure Funding Agreement (IFA), (the “Agreement”) between Maricopa County Board of Supervisors, the Maricopa County Workforce Development Board and Workforce Innovation and Opportunity Act (WIOA) mandated Partners to the Maricopa County Workforce Development One-Stop system. Revision to the MOU/IFA include: Memorandum of Understanding A. Updates to term, definitions, ARIZONA@WORK One-Stop center locations; B. Alignment with Arizona Workforce Council policy; C. Partner feedback additions: ensuring universal access for individuals earning secondary diplomas, keeping employers informed with labor market information, and priority of service to include veterans; D. Central Registry background check language updates; and E. Grammar and spelling updates Infrastructure Funding Agreement A. Updates to Partner point-of-contact, ARIZONA@WORK One-Stop center locations and specialized centers; B. Partner Services update; and C. ARIZONA@WORK One-Stop center locations infrastructure budget, co-located occupancy. 2. Request authorization for the Chairman to sign all documents related to the MOU/IFA. The original term of the MOU/IFA is July 1, 2020 through June 30, 2023. The above revisions are effective July 1, 2023– through June 30, 2026. Through this action, the approved MOU/IFA shall supersede the previously approved MOU/IFA. Supervisory District: All (C-95-23-051-X-00)

RENEWAL OF MOU/INFRASTRUCTURE FUNDING AGREEMENT WITH MARICOPA COUNTY WORKFORCE DEVELOPMENT BOARD AND ITS WORKFORCE INNOVATION AND OPPORTUNITY ACT PARTNERS Request approval of the following actions: 1. Approve the renewal of the Memorandum of Understanding (MOU)/Infrastructure Funding Agreement (IFA), (the “Agreement”) between Maricopa County Board of Supervisors, the Maricopa County Workforce Development Board and Workforce Innovation and Opportunity Act (WIOA) mandated Partners to the Maricopa County Workforce Development One-Stop system. Revision to the MOU/IFA include: MOU A. Addition of the Department of Labor’s MOU Negotiations Impasse; and B. Citation, grammar, and spelling updates. IFA A. Updates to reference documents and policies; and B. Updates to Partner point-of-contact, ARIZONA@WORK One-Stop center locations and specialized centers. 2. Request authorization for the Chairman to sign all documents related to the MOU/IFA. The original term of the MOU/IFA is July 1, 2023 through June 30, 2026. MOU INFRASTRUCTURE FUNDING AGREEMENT WITH MARICOPA COUNTY WORKFORCE DEVELOPMENT BOARD AND ITS WORKFORCE INNOVATION AND OPPORTUNITY ACT PARTNERS (Supervisory District: All) Approve the following revised document and action for the Maricopa County Workforce Development Board (MCWDB). 1. Approve the Memorandum of Understanding (MOU)/Infrastructure Funding Agreement (IFA), (the “Agreement”) between Maricopa County Board of Supervisors, the Maricopa County Workforce Development Board and Workforce Innovation and Opportunity Act (WIOA) mandated Partners to the Maricopa County Workforce Development One-Stop system. Revisions to the MOU/IFA include: - MOU: Dates, names of parties, and finance information - IFA: Utilized the updated IFA template provided by the state 2. Request authorization for the Chairman to sign all documents related to the MOU/IFA. This document has received legal review and will be filed with the Clerk of the Board’s office. The original term of the MOU/IFA is July 1, 2023 – through June 30, 2026. The above revisions are effective July 1, 2026 – through June 30, 2029. Through this action, the approved MOU/IFA shall supersede the previously approved MOU/IFA. The MCWDB is established and receives its authority in accordance with the Workforce Innovation and Opportunity Act (WIOA), which was signed into law on July 22, 2014, as Public Law 113-128. 74. MARICOPA COUNTY WORKFORCE DEVELOPMENT BOARD MOU - TITLE II ADDENDUM (Supervisory District: All Districts) Approval of the following action regarding the Maricopa County Workforce Development Board (MCWDB) as set forth below: 1. Approve the Memorandum of Understanding (MOU) - Title II Addendum. MOU is to establish a coordinated framework with workforce and adult education partnerships. The MCWDB is established and receives its authority in accordance with the Workforce Innovation and Opportunity Act (WIOA), which was signed into law on July 22, 2014, as Public Law 113-128. The Maricopa County Board of Supervisors (BOS) shall have final authority. The Maricopa County Board of Supervisors approves the appointments, reappointments, and accepts the resignations of MCWDB members. (C-95-23-051-X-03)
