The County School Superintendent has a goal to improve teacher retention. After researching 
solutions, he has determined that implementing Teacher-Powered practices will increase 
teacher retention. To support this work, the Superintendet’s office applied for and was awarded 
a grant from the Arizona Department of Education (ADE) to collaborate with Education Evolving 
to establish Teacher-Powered practices in Maricopa County schools.

Education Evolving is the sole organization in the United States that designs, launches, and 
sustains Teacher-Powered Schools by facilitating networks, hosting conferences, events, and 
site visits, developing resources and guides, and providing professional development and direct 
technical assistance to teachers and leaders. Education Evolving supports schools throughout 
the country, but none in Maricopa County. The grant proposal was written to advance the 
Superintendent’s teacher retention goal by implementing their work in Maricopa County.
Education Evolving is the only organization in the country that supports schools and 
organizations with implementing Teacher-Powered practices in schools. Education Evolving 
partners with Empower Schools to create sustainable models. Education Evolving is a 
sub-contractor of Education Evolving. 
Analyzing the education consulting market, we found that $200 an hour, per consultant, is a 
standard average rate. Given the time frame of this project and the number of contracted 
experts assigned to the project (which also includes travel to Phoenix two times a year, material 
development, and on-demand support), we determined that the average number of weekly 
hours served is 20. The project is 52 weeks and applying the standard $200 an hour equals 
$208,000.00. The actual total price for services is $175,000.
