PY 2023 UC CDBG ALLOCATION - $3,020,680 Prior Year Un-programmed funds - $208,192 TOTAL - $3,228,872 PY 2023 ESG ALLOCATION - $249,288 Attachment A FY 2024 FUNDING ALLOCATIONS CDBG, ESG, HOME A variety of projects are proposed for County FY2024/HUD FY2023-24 HUD Program Year PY2023-24 funding in the Maricopa Urban County region. This includes $3,020,680 in Community Development Block Grant (CDBG) resources and $208,192 of prior year un-programmed/carryover CDBG funds; $5,308,839 of HOME Investment Partnerships Program (HOME) resources available to the Maricopa HOME Consortium, and $90,052.30 in program income HOME funds available to Maricopa County, and $357,342 of prior year reallocated funds; and $249,288 of Emergency Solutions Grant (ESG) resources that will be allocated by the Maricopa County Human Services Department. CDBG funds are anticipated to be committed to the following activities: Maricopa County MCHSD Administration $ 604,136.00 Maricopa County Housing Improvement Program (MCHIP) - Home Repair 210,000.00 Public Service – Homeless Services 453,103.00 Gila Bend – Richards Street/Logan Alley/Euclid Alley Waterline Replacement 497,000.00 El Mirage Fifth Avenue Sewer Replacement 820,000.00 Guadalupe – Roadway & Neighborhood Lighting – Phase 1 493,600.00 CDBG Contingency Withheld (5%) 151,034.00 UC CDBG Total*: $ 3,228,872.00 *Includes $208,192 of prior year un-programmed/carryover funds that have been allocated to projects this year. ESG funds are anticipated to be committed to the following activities: (pending awarding) Financial Assistance Overnight shelter Rapid re-housing (rental assistance) Rental Assistance Services Street Outreach Services In PY 2023, the federal HOME Investment Partnerships Program (HOME) resources of $5,756,233.30 are anticipated to be expended for HOME-allowable affordable housing activities including, but not limited to, housing rehabilitation, homebuyer assistance, new construction, acquisition and rehabilitation for home buyers, tenant based rental assistance, and for activities to increase the supply of affordable rental housing in the region. Projects can be anywhere in the Consortium service area. Newtown CDC will be completing projects within the Maricopa Urban County with 2023 HOME CHDO Set- Aside funds. NOTES: Specific awards to each entity are subject to modification up to and including 20%, pursuant to procedures set forth in the Maricopa County Board of Supervisors’ Approved Citizen Participation Plan. Unencumbered or unspent HOME funds may be reallocated and spent at any time throughout the duration of the funding allowance, as set forth in each respective IGA or the Citizen Participation Plan. HOME MCHSD admin assessment is 5% of the Consortium member gross allocation except for the county is 10% for UC activities. Members can use 5% of the allocation for administration.
