Those who have chosen to live a rural lifestyle should have their needs considered. It's a case of just because you can, doesn't mean you should. Yes you can approve these large scale projects in Wittmann, but many of us don't believe you should. Shouldn't Arizona's citizens have a right of self determination? Although growth is inevitable it should not be done at a pace that becomes with no consideration of the people that already live here, there is no plan for traffic which is already a problem. The water aquifer which has already been depleting over resent years will be drastically taxed and possibly cause residents to have to re-drill at great expense to obtain water. We moved here in 2004, with the intention of retiring and never having to move again. Being far enough out to not have the Hustle of city living but close enough to take advantage of what city living offers when needed. Now that is coming to an end for us. We live right on crozier. Which will turn into a major highway. A high school a couple blocks away, a gas station a couple blocks away and cookie cutter subdivision all around us. All the wildlife I enjoy and have taken care of will be removed, killed, relocated, or become squeezed out. We have owls, hawks, coyote, Quayle, cows, donkeys, tortoise, toads, snakes, road runners, javelina. These plans that have been approved in the 2005 just isn’t reflective of the current situation. Please reconsider what this decision would have effect on the people who live here and want to continue to live here. 1 acre homes are a more realistic option to keep things progressing at a pace that gives the area a chance to keep up with the growth. One last thing, we moved here because of job relocation from Chicago. Although we are retired now, The plant in Tolleson, Berry Plastics, imported all the good high paying jobs to people from all the other plants throughout the states. Not home grown. We live 40 miles from that plant. A lot of people do not live in the town where they work. So the lawyer that claims the traffic would be less because people would live here for RR jobs is speculating..none of that is based on fact. They do not belong. We would welcome developments with R43 zoning like Patton Place in Wittmann. Thousands of people have invested blood sweat and hard earned dollars in building rural lives with many custom and semi custom homesites on an acre or more out in this area. Many have horse operations, small ranches chickens and farm like properties that high density housing residents will complain about after moving in. This proposed zoning change is a slap in the face to our investments. As it is many properties have already had problems with wells drying up,(We have a desperate water shortage problem and you want to add more houses?), we have one way in and one way out for roads and have had our property rights restricted by the AUX 1 restrictions with no compensation. Adding these high density homes will magnify the problems not help. Promises by govt entities that these areas will be addressed is a lie. Where is the overpass that developers for Desert Oasis and Asante on the east side of Grand Ave, in what is now Surprise was promised 15 years ago and still doesn't exist. Over 20 years ago Surprise annexed areas south of us and promised residents paved roads and street lights, they still to not exist to this day. Grand Avenue is a CLUSTER anywhere north of RH Johnson and the 303, since the unmonitored growth of Desert Oasis and Asante east of Grand, the developments on Deer Valley and Happy Valley west of Grand and ADOT has not plans to fix the problem. We do not want any part of Surprise. No to annexation- 100%. The BNSF railway hub does not belong out here either, not just because it is by an elementary school but for reasons above. This is an established rural area, dumping a bunch of low cost high density houses here, doesn't fit at all. Most importantly much of this area has had restrictions put on it its growth because of AUX one. I can not add any livable square footage to my property, not even a small bathroom or utility sink to my new RV garage because of this even though my house was here before these restrictions and We were supposed to be grandfathered in for full use of our property. We are near the northern edge of the accident protection zone. Please tell me why it okay to restrict my property rights years after I purchased my property, but it is okay to put in may high density houses a very short distance away. The jets all fly over the entire area, it doesn't make sense that I cant build what I want and need when a jet can go down anywhere, it could be in the bathroom in my house and it miss my garage, you still collect my property tax. But that is the bottom line for the county right, you see dollar signs from the new developments at our expense. With the continuing inflation the builder will need to lower the quality and prices of these houses, very likely bringing in some undesirable characters and more crime, lowering our property values. Wittman is not opposed to more homes as long as the density remains R-43. The drought is one of the main reasons the area cannot support a higher density like the proposed Walden Ranch project. Already communities like Rio Verde Foothills and New River are seeing their wells run dry due to the increased housing density. There is a realistic concern that adding over a 1000 homes with a zoning change will impact the Hassayampa Aquifer thus causing the water table to drop along with causing many of the residents wells to run dry. This would put Wittmann into a similar situation as Rio Verde Foothills and New River. There is no infrastructure to support this kind of growth. The local roads, schools and Grand Avenue (US 60) would all need to be improved drastically to handle the increased traffic from high density housing/zoning. The traffic at 163rd Ave. and Grand Ave. (US 60) is very bad already. It can take 45 minutes to over an hour just to get from Loop 303 and Grand Avenue (US 60) through the 163rd Avenue and Grand Avenue (US 60) intersection. Decades of saying NO from Planning and Development to crescendo to a big fat yes to developers? My question is why? The developer has also changed their zoning to be “agricultural” for many years (more than I have been out here) and enjoyed HEAVY tax breaks for it. Land being valued at less than $2500 an acre. Only to flip a switch and now suddenly receive the benefit of over 150K per acre? Again why the developers? Why should the I purchase my property 10 years ago under a LIE the developers told? Is it OK for me because I have been here 10 years, what about the gentleman that moved in 6 months ago? How about the gentleman that is moving in next month? Where is the line drawn? Is that not defrauding an entire community? Would it be fraud if it happened in your neighborhood? Would it be acceptable if I purchased that big plot of land near the surprise courthouse, across the street from all the restaurants and the school and then rezoned it for a pig farm? (All you can smell for miles around a pig farm is … ahem pig stuff)? We both know this would not be acceptable. We all purchased our land under the same auspice (kind of, I mean Most of us purchased under the auspice that the developers land was actually “agricultural land” . In the end going back and forth between Ag and rural also seems a bit fraudulent. But I digress) If we all purchase under the same auspice then we should all utilize under that zoning. The developer could put up some LOVELY ranch homes on 1 acre parcels and keep the zoning the same and then you (P&D) and everyone involved would circumvent many many problems Including but not limited to all the reasons all of my friends will tell you about in the meetings that I cannot attend in person…because I am working very hard…. Anthem has sucked the water table down to where a large number of people are having to haul water now. I know what happened. I attended all the meetings, both public and private. When Anthem started we sold out and moved to Wittmann over 20+ years ago. Our original well on 213tyh Drive and Bradley was 600 feet deep. A couple of years ago we built a new home of 217th Drive and Galvin. Our new well is 700 feet deep. Over100 feet deeper than the one we drilled around 20 years ago. The Board adopted a plan in 2016, yet forgets to ensure they are following the guidelines in the plan elements. These are just a few of the requirements set forth by the board to insure adequate and planned growth for Maricopa county which are being ignored in the Walden Ranch planning. Numerous developments are building out and planned south of the Wittmann area creating housing opportunities for the BNSF employees. Rio Rancho on West Happy Valley Road and 183rd avenue, North Copper Canyon on Pinnacle Peak road and 175th avenue, The Villages at North Copper Canyon on West Deer Valley road and 183rd avenue, Assante at 183rd avenue and Tillman Boulevard, Silverado at Escalante, The Enclaves at Desert Oasis and others will fulfill the needs of the area for housing. Residents of the Wittmann Area banded together and delivered 1,761 signed petitions to deny the rezoning of our community, yet the Planning and Zoning Board ignored our petition. The sole purpose of buying a home in this town is because of the zoning requirements of one home per acre. We had had enough of city living: the congestion, the crime, the noise, the traffic jams, the pollution, the hectic lifestyle etc. We absolutely love the peace of mind we now have, the beauty of area with spectacular views, wildlife and a wide distance from our home to that of our neighbors. The free-range cattle come and go as they please. The sounds of the horses, cows, and chickens is so calming. The developer is only concerned with one thing and that is to line their pockets with an exorbitant amount of profit without and regards to what is the will of the people who live in the areas in which their plan is to construct high density buildings. With this in mind, they also want to throw up strip malls and other types of businesses. These county roads out here cannot handle the amount of traffic that will result from the planned construction. As it is now, there are frequent serious accidents on Grand Avenue. The traffic exiting from the 303 backs up for miles as well. Developers want this changed to R1-6 so they can put more housing per acre and more money in their pockets. Also obviously the county and state would receive more tax revenue too. But I feel there's a bigger picture here. Builders are trying to rezone and the town of Surprise is trying to annex Wittmann at the same time. Bingo more tax revenue! Spreading the wealth at the communities expense. So it's a win win for everyone except the people of this community. 100% of the people moved to this rural area to get away from the city life and a lot of the people here are retired and have put their life savings into this community. Please don't tell me it's about progress when I know it's not. It's all about money, greed and no consideration for the people that have chosen to live here. We moved here from Surprise to get away from the city and it is now following us. Please keep Wittmann the rural community it has always been! The traffic has already increased ridiculously in the 10 years we have been here. There are more cows and other animals getting killed by city people coming in and speeding down our rural roads even though signs are posted to watch for animals. We are going to have an increase in fires due to cows being unable to graze the overgrowth. We DO NOT want HOAs moving in as well as investors that rent properties and lower our property values. The Residents of Wittmann have banned together to stop the rezoning and annexation. We currently have in excess of 1761 of signed petitions to deny the rezoning of our communities. We also have over 900 signed and notarized letters denying annexation of Wittmann. We are gaining more resident support every week. We are here to inform you we are prepared to fight. We also have the support of Senator Janae Shamp, Representatives Austin Smith, and Steve Montenegro who are against rezoning and over building. Governor Katie Hobbs announced all groundwater is spoken for; New West Valley construction can no longer rely on groundwater after release of new report. Recently, released research shows there isn't any more groundwater new developments can claim in the West Valley. Arizona is at a level 2 WATER crisis, combined with the loss of 21% of the water from the Colorado River, YOUR water report must be reevaluated. Where will you get the water when we stop annexation? Your developer is planning 2000 new single-family homes which will create an over-congested area which will create a huge burden on an already overpopulated school district. Our Electric grid cannot handle 2000 new homes, especially with electric vehicles. According to the news report our roads cannot handle the traffic. Where is the traffic study? Last week alone we had 3 different fatality accidents on Hwy 60 from Wittmann to 163rd. Where are your infrastructure reports. Walden Ranch: (CPA 2022001) Comprehensive Plan Amendment; (Z2022040) Zone Change Request with Overly Dear Sean Doyle & Team, We have a few concerns about the Planned rezoning effort your team is currently undergoing. We live directly across the street from the property and would like to know the developers' plans to maintain our pristine view of the mountains. Specifically, we have concerns about what the developer has planned along Bradley Road between 211th and 219th (Crozier Road). Our concerns are: 1. What is the height of the tallest structure within the development along Bradley Road? Will it block our wonderful view of the mountains? 2. What type of wall will be built to enclose the development? Will this wall block our view? Is the wall aesthetically aligned for our desert environment? Does it look like it belongs in the rural neighborhood? Is it a keep-out wall of cinder block? Will there be plantings along the wall exterior facing Bradley? Plantings with a desert landscape would be nice. 3. Will the developer also be responsible for the development and upgrade of Bradley Road? Who will be the responsible party for the upgrade to Bradley Road between 211th and 219th avenues if the developer is not responsible for the road? 4. Will Bradley road be a built-up road or follow the contour of the land? Built-up means water flow changes which directly affect my property. Paved contour roads will only exacerbate the flooding now taking place along Bradley. 5. We know the Nadaburg School District is building Mountainside High School at the northeast corner of 219th (Crozier) and Bradley Road. Since the school will be built upon flood plane land sold by the developers, how does the developer make up for the lost land as a water retention runoff/basin? How does the developer plan on addressing water drainage from the development onto county properties not incorporated by Surprise? 6. The developers are required to produce by law a 100-year WATER report. There is no plan laid out in the Walden Plan as to a water well or its location and depth. Our communities use personal wells which will deliberately be affected by the Walden Subdivision leaving the cost of new wells to residents and the aquifer dry in a few years. 7. 5-6 homes per acre are not conducive to current single-family zoning and our rural environment as outlined in the Maricopa County 30-year plan. (1 home per 1-4 acres is standard in our area). The developer is planning 2000 new single-family homes creating an over-congested patch in a rural area of the community creating a patchwork of succinct and direct blotches within the rural area. 8. Sewage treatment will need to be reevaluated, concerning the placement of the plant on 219th and the CAP canal. We know growth is inevitable. What we are looking for from the Board of Supervisors for Maricopa County is responsible growth within the Wittmann Rural area. With the Walden Ranch development cramming so many houses into a small area, we feel this does not support our rural community. It is the responsibility of the governing board to control this growth and maintain our rural lifestyle as dictated by your own 2030 Vision. As you go forward in completing your 2040 vision, please concern yourselves with the rural lifestyle established by so many in all rural areas supervised by this board.
