The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in an Informal Session at 
9:30 AM on Monday, June 20, 2022, in the Supervisors’ Auditorium, 205 W Jefferson, Phoenix, AZ 
85003, with the following members present:  Bill Gates, Chairman, District 3; Clint Hickman, Vice 
Chairman, District 4; Jack Sellers, Supervisor, District 1; Thomas Galvin, Supervisor, District 2 (entered 
meeting late); Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, Clerk; Joy Rich, 
County Manager; Kelly Gardiner, Minutes Coordinator; Andrea Cummings, Legal Counsel.
Chairman Gates opened the meeting and asked the Clerk to call the roll.

PRESENTATION AND PUBLIC HEARING ON THE MARICOPA COUNTY FY 2023 
BUDGET
Presentation regarding the Maricopa County Budget for FY 2023
Cynthia Goelz, Chief Financial Officer
Kirstin Chernin, Deputy Budget Director
Convene a public hearing to hear taxpayers who may wish to comment on the FY 2023 
Tentative Budget which was adopted on May 16, 2022, the proposed tax levy, and on any 
proposed changes to the Tentative Budget. See A.R.S. §§ 42-17104 and 42-17107.
This budget represents no change in total from the Tentative Budget of $4,461,557,024. (C-
18-22-191-X-00)
Chairman Gates reviewed the agenda and noted the importance of the budget process. He 
thanked everyone who participated. He then introduced Cindy Goelz, Chief Financial Officer, 
and Kirstin Chernin, Deputy Budget Director, who would make the budget presentation.

Ms. Goelz began the presentation noting the changes made to the tentative budget indicated 
in the above slide. She reminded the Board the budget includes contingency funding to address 
unexpected issues but reserves funding for items being monitored at the time the tentative 
budget is adopted. Ms. Goelz explained how the budget team worked with the Equipment 
Services team to address escalating fuel costs and set aside funds to meet this challenge. 
Kirstin Chernin explained specific changes made to the tentative budget beginning with the 
General and Detention Funds slide above. She noted the shifts between departments and the 
contingency fund.

Ms. Chernin reviewed the slide above noting the specific reallocations between appropriations.
Ms. Chernin reviewed the Reduction Combined Tax Rate slide above noting the 8% reduction 
to the total tax rate equaling a reduction of $.12 in the 2023 tax year. She stated the County’s 
primary tax rate is going from $1.3459 to $1.2473 which is almost a .10 decrease; the Flood 
Control District rate is going down by $0.02 from $0.1792 to $0.1592; and the Library District 
rate is going down one-half cent from  $0.0556 to $0.0505.

Ms. Chernin noted the County remained below the Maximum Levy by $210.2 million as 
depicted in the above slide.
Ms. Chernin summarized the proposed final budget noting the figures from the slide above.

Ms. Chernin noted that following today’s actions, there is only one date remaining on the Budget 
Calendar. It is the adoption of the Property Tax Levy on August 15, 2022.
Supervisor Hickman asked for clarification that Maricopa County has the fifth lowest tax rate 
among all the counties in Arizona and this was confirmed by Ms. Chernin. Supervisor Hickman 
asked about those counties with a lower tax rate than Maricopa County. Ms. Chernin said that 
Coconino County was the lowest and the other lower counties mentioned were at or near 100% 
of their maximum levy. 
Supervisor Gallardo noted the state legislature had not yet approved a budget and he asked 
how their actions would impact Maricopa County. Ms. Goelz said there were contingencies in 
place in the County budget to address the actions of the legislature if necessary. Supervisor 
Gallardo asked if there are funds to run the elections. Ms. Goelz said the new model that Scott 
Jarrett developed made sure the County has what it needs for the election plan that is in place. 
Supervisor Gallardo expressed his appreciation for the efforts made to take care of Maricopa 
County employees.
Chairman Gates asked for confirmation that there were sufficient funds available for the 2022 
elections and Ms. Goelz confirmed there were sufficient funds budgeted based on the 
information supplied by Scott Jarrett. Chairman Gates noted that the average County resident 
did not understand why their tax bill increased when the County has reduced its property tax 
rate by 8%.  Ms. Goelz stated the property tax bill is based on two things: the tax rate and the 
value of properties. She said a residential property tax rate cannot exceed a 5% increase, so it 
is likely a property owner could see a decrease in their Maricopa County tax rate for tax year 
2023.
Chairman Gates asked the Clerk if there were any speakers for this item and she reported

Chairman Gates asked the Clerk if there were any speakers registered for this item. The Clerk 
responded there were none. 
There was no presentation for this item and no action was taken.

The budget of $118,189,740 represents no change from the Tentative budget. (C-18-22-189-

Ms. Chernin reported there were no changes from the tentative budget. The proposed final 
budget for the Flood Control District is $118,189,740 with a tax rate of .1592.
