SUBJECT: Second Amendment to Agreement for Design-Build Services with Haydon Companies,
LLC for the 91st Avenue Pedestrian Bridge Project

PURPOSE:
To request Mayor and Council approval of the Second Amendment to the Agreement for Design-Build Services
with Haydon Companies, LLC for the 91st Avenue Pedestrian Bridge Project.
BACKGROUND:
The City entered into an Agreement for Design-Build Services with Haydon Companies, LLC on July 22, 2024, for
the 91st Avenue Pedestrian Bridge Project. The Agreement provides for pre-construction and construction
services associated with the Project.
The Project will construct a pedestrian bridge at 91st Avenue and includes associated site drainage
improvements, elevator towers, mechanical and electrical rooms, and supporting equipment.
DISCUSSION:
The Second Amendment establishes the scope of work and Guaranteed Maximum Price (GMP) for the
construction phase of the Project. Haydon Companies has submitted a 95% GMP of $5,447,758.65 for
construction of the 91st Avenue Pedestrian Bridge.
The Amendment also provides that, if the City and Haydon Companies agree on the GMP, the City will issue a
Notice to Proceed prior to commencement of construction. Construction is anticipated to begin in December
2026.
The scope and pricing are incorporated into the Agreement through the amended Exhibit G.
BUDGET IMPACT:
The Guaranteed Maximum Price for the construction phase is $5,447,758.65.
RECOMMENDATION:
Staff recommends approval of the Second Amendment to the Agreement for Design-Build Services between
the City of Tolleson and Haydon Companies, LLC for the 91st Avenue Pedestrian Bridge Project and
authorization for the City Manager to execute and deliver said Amendment.
