Hayes Drive MEETING DATE: October 27, 2026 TO: Mayor and Council FROM: Jason Earp, Development Services Director REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: To conduct a public hearing and consider Use Permit Application No. PNZ-26-0027, submitted by property owner Haro Arredondo Irvin E., requesting approval to construct a separate 400-square-foot guest house at 8725 W. C.P. Hayes Drive, Tolleson, Arizona 85353. BACKGROUND: The subject property, identified as Assessor's Parcel Number (APN) 102-48-249, consists of approximately 7,179 square feet and is currently zoned Residential Single-Family (R1-7). The property owner has submitted a Use Permit Application requesting authorization to construct a detached guest house on the existing residential property. The proposed structure would provide approximately 400 square feet of additional living space. The Planning and Zoning Commission is scheduled to conduct a public hearing on October 27, 2026, at 5:00 PM to receive public comments and consider a recommendation on the application. The Mayor and Council will conduct a separate public hearing at 6:00 PM to consider the proposed use. DISCUSSION: The proposed guest house would be constructed as a separate structure on the existing residential lot. The applicant has submitted a site plan, building elevations, and supporting construction documents illustrating the proposed location and design of the structure. The proposed use is subject to consideration through the City's Use Permit process. The Mayor and Council will consider the application, the recommendation of the Planning and Zoning Commission, public comments, and the proposed use's compatibility with the surrounding residential neighborhood. Public notice of the hearings was posted on the subject property on October 5, 2026, and published in the Arizona Business Gazette–Republic Edition on October 9, 2026. Following the public hearing, the Mayor and Council may approve or deny Use Permit Application No. PNZ-26- 0027. BUDGET IMPACT: There is no anticipated budget impact to the City associated with consideration of this Use Permit Application. RECOMMENDATION: The Mayor and Council may approve or deny Use Permit Application No. PNZ-26-0027 for the proposed 400- square-foot guest house at 8725 W. C.P. Hayes Drive. ATTACHMENTS: 1.
