HSD is providing funds to the Arizona Coalition to End Sexual and Domestic Violence (ACESDV) to
support domestic and sexual violence prevention and support services in Maricopa County.
ACESDV will support this effort by providing grants through existing service providers. This involves
providing community-based services, counseling, financial assistance, legal assistance, and
domestic violence shelter services. In addition, grants will be issued to reduce funding gaps that have
occurred as a result of COVID-19 to ensure continued domestic violence services in the County.
COMPETITION IMPRACTICABLE CATEGORY (Check applicable box, attach documentation or provide explanation below.)
Maricopa County Procurement Code MC1-351 states: “Competition Impracticable” means an acquisition where, competition is
impractical because of standardization, warranty, or other factors as approved by the Board of Supervisors.
NOTE: The following are unlikely to be sufficient Competition Impracticable justifications:
• Personal or department preference for a product or vendor
• Department perception that the vendor is the best qualified (this should be determined through a competitive process)
• Lack of department planning resulting in limited time to conduct a competitive procurement
• Special incentive or deal offered (can be assessed in open and competitive solicitation)
• Department convenience

THIS IS A COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional page if needed):
ACESDV is the only agency in Arizona that coordinates and oversees sexual and domestic violence
services. Providers of these services in Maricopa County are required to meet the ACESDV criteria. The
proposed vendor would be required to distribute County-provided funds through grant process to local
domestic violence service providers. HSD would have final authority to approve the grant process and
award criteria for distributing the funds as well as be the final approval for which agencies are funded.
Currently ACESDV completes this same process (grantor and fiscal agent) for other funds awarded to the
State and regions. Since ACESDV is the only agency that coordinates sexual and domestic violence
services across Arizona, there are no other agencies that can evaluate grant requests and ensure the
necessary service requirements are met. To ensure funds are provided to sexual and domestic violence
prevention agencies and that their scopes are implemented appropriately, ACESDV is the only agency that
can carry out these activities on behalf of HSD.

ACESDV would be provided $720,000 to carry out the role and responisilities as grantor and
