Chairman Gates stated a speaker form was received for item number 7, Impact
Statement Hearing for the proposed Nancy Kay Irrigation Water Delivery District (Nancy
Kay IWDD).
Bill Callaway, resident, came forward to speak in favor of the item. Mr. Callaway has
lived on Sherran Lane for 21 years. He owned a metal repair shop and performed the
repairs on the irrigation lines for many years. There are 59 residents with 41 properties
and Mr. Callaway said over the years, some residents have contributed financially while
others have not. He stated that repairs can be costly and recently an $800 repair was
made to clear the line of Oleander roots. Mr. Callaway retired three years ago and no
longer has the metal shop. He was relieved to learn Salt River Project (SRP) would be
able to assist in the creation of an Irrigation Water Delivery District. He noted the
account created by the assessment would cover costs, and if the money was not used
in the calendar year, the assessment could be suspended for a specific period of time.
Mr. Callaway is familiar with the irrigation system in the area. He stated it is one of the
best in the city and would not require much repair in the near future. On a personal
note, Mr. Callaway explained the Nancy Kay IWDD has a historic area, Sherran Lane.
He produced a 400 page book written by former resident Fred Steiner, “No Lane Like
Sherran Lane”. Mr. Callaway said there are not many streets in Phoenix that have a
book written about it. The book chronicles the history of the 17 houses that occupy
Sherran Lane. He went on to share the community life on Sherran Lane that includes
dinner parties and movie nights. Mr. Callaway thanked SRP and the County for their
assistance in getting the Nancy Kay IWDD going and taking the time to listen.
Chairman Gates thanked Mr. Callaway for coming to the meeting, sharing his story and
for all the work he has done to maintain the irrigation lines over the years.

OF PARAGON MANAGEMENT, INC.
Adopt a Resolution to approve the proceedings of The Industrial Development Authority of
the County of Maricopa for the issuance of its Education Revenue Bonds (Paradise Schools
Project), Series 2019, in one or more tax-exempt and/or taxable series, in an aggregate
principal amount not to exceed $15,500,000. (C-94-20-003-4-00)
Supervisor Gallardo commented on the issuance of bonds for Charter Schools. He
stated the Legislature needs to review how Charter Schools are funded. The City of
Phoenix Industrial Development Authority (IDA) had issued many bonds and then
stopped. Now the requests are coming to the Maricopa County IDA. The Governor’s
Office had taken the lead in reforming the funding of Charter Schools. Supervisor
Gallardo said he wants to see reform at the Legislative level in the planning for Charter
Schools.
Chairman Gates thanked Supervisor Gallardo for raising this important issue. He
explained the extended picture of IDA School Bonds and how when the School Bond is
issued, funds are then generated for the IDA which is then able to support other
important economic projects.

117. SUPERVISORS'/COUNTY MANAGER'S SUMMARY OF CURRENT EVENTS
Resumen de temas de actualidad de los Supervisores/Administrador del Condado
Supervisor Sellers said he has been busy this summer: He attended the Chandler
Chamber Policy Impact Series on August 9, 2019 with Dominic Papa, Executive Director
of the Institute for Digital Process. The presentation focused on smart-city technology
through innovation and collaboration. Supervisor Sellers commented on the pertinence of
the presentation because of Chairman Gates’ focus on developing a smart region. He
also attended Iron Mountain Data Centre Campus ribbon cutting on August 19, 2019 with
City of Phoenix Mayor Kate Gallego, Congressman David Schweikert and Supervisor
Gallardo. Supervisor Sellers attended the Intel Community Advisory Panel meeting in
Chandler and was given a tour of their $7 billion Chandler facility. He also attended the
Northrop Grumman pre-opening on August 20, 2019, a 700,000 square foot facility in
Chandler. This company handles government defense contracts and because of security,
once the facility is open, no tours would be available. The company is anticipating 1800
employees within the year. Supervisor Sellers attended a tour of the Ed Robson Library
in Sun Lakes which gave him a new respect for the Maricopa County Library System. He
commented on the amount of use the library gets and the community involvement. On
Friday August 16, 2019, Supervisor Sellers attended a luncheon celebrating Presiding
Judge Janet Barton’s retirement. That evening was the swearing in of Presiding City
Magistrate in Chandler Municipal Court, David Fuller, sworn in by Judge Tara Fuller, his
wife.
Supervisor Chucri announced there has been so much progress with the Elections reform
and he credits Chairman Gates for all his hard work. He said Robert “Scott” Jarrett,
Director of Election Day and Emergency Voting, is doing a great job and thanked
everyone for their work towards better Maricopa County Elections.
Chairman Gates concurred with Supervisor Chucri’s comments and noted his
appreciation for Adrian Fontes, Recorder.
Supervisor Gallardo said August 19, 2019 was a big “ribbon cutting day” having attended
the Iron Mountain Data Centre Campus ribbon cutting with Supervisor Sellers and then
another ground breaking ceremony at South Mountain High School. Saturday August 17,
2019 was a Community Coffee also known as a Leadership Breakfast. In attendance
were Adrian Fontes, Recorder, who gave an update on elections; Mary Rose Wilcox who
spoke about the Maryvale Hospital; and the Phoenix Police Department was present to
speak on what is going on in the city. Supervisor Gallardo is looking forward to attending
future leadership breakfasts.
Supervisor Hickman announced he received an invitation to be a keynote speaker at a
Maricopa County Farm Bureau meeting to speak about county government with
Supervisor Chucri. Supervisor Hickman explained the combined experience that he and
Supervisor Chucri have (he on the farm, Supervisor Chucri in the restaurant industry)
would be a blend of County involvement and career knowledge. Supervisor Hickman also
spoke about elections and said he asked some community members to review proposed
polling places to get feedback. This idea came from Supervisor Gallardo who is doing
similar community outreach in District 5. Supervisor Hickman said this type of community
involvement demonstrates the intent to make elections better.
Chairman Gates recently spoke at a North Mountain Business Alliance meeting where he

shared how the county operates. He noted it was an honor to be at Judge Barton’s
retirement luncheon and congratulated Judge Welty, the new Presiding Judge. Chairman
Gates announced he would resume his County Coffees after the summer break. The next
Coffee would be held at Deer Valley Airport on September 5, 2019 and he would update
the constituents on the elections progress as well as other relevant county business. He
wished everyone a happy Labor Day and thanked the 13,000 employees who serve
Maricopa County.

F-2. AMENDMENT TO CONTRACT FOR CAVE BUTTES DAM MODIFICATION PROJECT
AUXILIARY OUTLET TUNNEL PRE-CONSTRUCTION
Amend the authorization under agenda Item number C-69-17-033-5-00 which authorized the
award of a Construction Manager at Risk contract with Coffman Specialties, Inc. and
Specialized Services Company, a joint venture (CSISSCJV). This amendment will increase
the Guaranteed Maximum price (GMP) to $15,300,000. The previous authorized amount
was $8,000,000.
Authorize the Chairman to execute any and all additional contracts to CSISSCJV necessary
to complete the construction without further action by the Board of Directors provided that
the aggregate of all such contracts does not exceed the sum of $15,300,000.
On May 10, 2017 the District BOD authorized award of the Project Pre-Construction
Services Contract FCD2017C008 (C-69-17-033-5-00) under a qualification-based
procurement. The pre-construction services contract was awarded to CSISSCJV for
$400,000 as indicated in the authorization. To date, CSISSCJV has provided pre-
construction services from 60% through 100% design and within the original pre-
construction services contract budget of $400,000. The estimated total cost of future
construction services contracts was indicated as $8,000,000 in the original authorization
approved by the BOD. For various reasons, including project-specific design
issues/developments after 60% design, regulatory agency requirements, constructability
input from the contractor, and significant market factors such as increasing labor rates,
equipment rates, and material prices, the total cost of construction services contracts is now
estimated to be $15,300,000.
This Agenda Item impacts Supervisorial District 3. (C-69-17-033-5-01)
Chairman Gates thanked Flood Control District for the good work they do. He
commented on the quiet monsoon season and his gratitude for the Cave Butte Dam
project because it protects downtown and much of Phoenix during heavy rainfall.
