south of the Eagle Eye Road and US 60 intersection at Tiger Wash. It begins 2,000 feet west of Tiger
Wash and ends 2,000 feet east of Tiger Wash.
Project Background
The project improvements were generally defined as indicated in the Request for Proposal (RFP) Scope
of Services. Final Scoping and Design Report for this project was completed in August 2016. This
report analyzed several low-water crossing alternatives for Tiger Wash and recommended an alignment
of about 500 feet north of the existing crossing. Three additional studies have been completed for Eagle
Eye Road at Tiger Wash. A 2010 report recommended a closed frame bridge, a 2012 report
recommended an eight-span closed frame bridge, and a 2014 report recommended a four- span 415 feet
long bridge. MCDOT has decided to advance the recommended four-span bridge alternative from the
2014 Scoping Design Report (SDR) to final design after completing a Cost Risk Assessment (CRA).
Project Purpose
Realignment of Eagle Eye Road is necessary due to superelevation opposite to Tiger Wash flow and an
existing CMP culvert a few feet below grade which becomes completely clogged and submerged during
rain events. This creates a dam effect that opposes flow and the result is a significant amount of
sediment deposits and floodwater remains in the roadway after a rain event. The purpose of this project
is to construct an all-weather bridge crossing of Tiger Wash at this location to mitigate flooding,
sedimentation, and routine roadway closures.
The CONSULTANT will advance the recommended alternative from 2014 report into Final Design by
completing a CRA. The CRA is to document the risks, mitigation measures, and identify value
engineering opportunities to the recommended alternative prior to developing the 60% submittal. The
risks and opportunities will be managed by the CONSULTANT throughout the project development
process. The CONSULTANT is to complete the final design according to MCDOT's Roadway Design
Manual (RDM), Project Development Manual (PDM) and other relevant design documents, providing
60%, 95%, 100% & Sealed Plans, specifications, and estimate. MCDOT staff shall provide submittal
reviews and comments for each submittal.
The CONSULTANT shall provide, in U. S. customary units (English), all engineering services that are
required to prepare construction documents for the bidding of this project. This shall include, but not be
limited to the preparation of construction plans, specifications, special provisions, drainage reports,
geotechnieal reports, calculation of construction quantities, including earthwork, construction cost
estimates, calculations, utility considerations and the preparation of all bid documents necessary to
complete the project, as required by MCDOT and as detailed in this Scope of Services. The
CONSULTANT shall attend project meetings and provide project coordination and administration as
described herein and as required to complete the project according to MCDOT requirements.
An Environmental Identification Memo has been prepared by MCDOT in 2014 in the seoping phase and
will be updated by MCDOT.

The Design of Eagle Eye Road Bridge at the Tiger Wash
JE Fuller Scope of Services for River Mechanics, Scour, and Hydraulic Modeling Support
The scope task item numbering follows the Draft Scope of Services provided by MCDOT in the Request
for Qualifications package for convenience.
9.0 DRAINAGE
Data Collection
The CONSULTANT will collect and review existing information such as construction as-built drawings,
previous topographic data and field surveys, aerial photography, geotechnical explorations, and past
drainage reports. The Consultant will conduct site reconnaissance to identify upstream flow paths and
verify existing conditions and past flooding areas.
Scour Analysis, Long-Term Scour Analysis, and additional items outlined below will be completed for
Eagle Eye Road Bridge.
Scour Analysis
The CONSULTANT will conduct the following scour analysis using methodologies and design standards
mentioned previously:
• Pier Scour
• Abutment Scour
• Contraction Scour
• General Scour
• Bedform Scour
• Bank Protection Scour
o Training Dikes
o Approach Banks
o Bridge Approach Embankments
• Sill Scour
o Grade Control Structures
o Cutoff Walls
• Low Flow lncisement scour
Scour analysis will be conducted in the vicinity of the proposed Eagle Eye Road Bridge for the purposes
of making toe-down depth recommendations for erosion protection measures and assisting the bridge
design team with the required abutment and pier depths. No scour analysis is anticipated outside of
Tiger Wash.
Long-Term Scour Analysis
The CONSULTANT will develop a HEC-6T sediment transport model for the Study reach. Bed material
grain size distributions used will be collected and incorporated into the HEC6T model.
The CONSULTANT will conduct a site visit to assess current wash conditions.
The CONSULTANT will conduct sediment transport analyses utilizing a storm series as recommended by
the Project Team and agreed upon by MCDOT and FCDMC. The analysis will be conducted for Tiger
Wash from approximately 1 mile upstream and to 1 mile downstream of Eagle Eye Road. This will be
considered the Project Reach. No analysis is anticipated outside of the Tiger Wash floodplain. The intent
11Page

The Design of Eagle Eye Road Bridge at the Tiger Wash
JE Fuller Scope of Services for River Mechanics, Scour, and Hydraulic Modeling Support
of the analysis is to examine long term trends of scour and deposition. The analysis will include
supporting discussion for the modeling parameters utilized such as: sediment transport models and
equations (e.g. Yang, Ackers-White, Laursen, etc.), grain size distribution, boundary conditions including
sediment supply assumptions, Manning's n values, expansion and contraction coefficients, ineffective
flow areas, etc. The results of the analysis will be compared to the scour and deposition patterns as
they currently exist, and have been historically documented, within the project reach. Candidate
sediment transport models used will be in concurrence with MCDOT, the FCDMC River Mechanics
Branch, and the Design Team and would likely include: HEC-RAS, HEC-RAS2D, HEC-6, HEC-6T, SRH-2D, or
RiverFLO-2D. The models will be based on baseline hydraulic models prepared by the PRIME
CONSULTANT. The CONSULTANT will prepare hand calculations or other independent analysis to verify
the results of the long-term scour analysis.
A historic bed profile comparison will be made using readily available topographic data within the
project reach and possibly further up and or downstream to verify trends in the river and to validate
sediment transport modeling.
HEC-6 Hydrograph Development
The CONSULTANT will use existing hydrologic data to develop hydrographs for HEC-6 model. The
CONSULTANT will provide documentation of the analysis in the project Design Report.
14.0 SUBMITTAL REQUIREMENTS
14.1 General
14.1.1
The CONSULTANT will participate in the Cost Risk Assessment (CRA) workshop. It is understood the
duration of the workshop will be two (2) days. The CONSTULANT will attend one (1) of the days and
provide input on risks and likely costs of the project unknowns and brainstorm alternatives and ideas to
mitigate.
14.1.6
The CONSULTANT will evaluate existing drainage studies and develop new calculations and analysis to
determine the most cost effective and practical solutions to mitigate scour and erosion of the bridge,
bridge approaches, and other appurtenance structures. The calculations and analysis will be provided
within a Draft Scour Report or applicable sections of the Draft Drainage Report. Alternatives discussed
in previous sections will be documented within this Report.
15.0 PROJECT COORDINATION
15.1 General
The CONSULTANT will participate in regular project coordination with the PRIME CONSULTANT, other
CONSULTANTS, MCDOT, FCDMC, and other applicable project team/stakeholders. This will include
correspondence in the form of email, phone calls, conference calls, and hard copy deliveries.
15.2 Meetings
The CONSULTANT will participate in up to four (4) project meetings, two (2 FCDMC River Mechanics
Branch meetings, and two (2) other meetings. Meetings in the Pre-60% phase are anticipated to be
critical given the importance of Scour, Erosion, and River Mechanics on the design of the bridge. It is

JE Fuller Scope of Services for River Mechanics, Scour, and Hydraulic Modeling Support
assumed that up to two (2) of the regularly scheduled project meetings previously discussed would
cover prior submittals and/or review comments by MCDOT or FCDMC.
Assumptions
The following assumptions were made in the development of this Scope of Services:
• New Aerial and Topographic Mapping of sufficient extents for hydraulic and sediment transport
modeling will be provided by MCDOT.
o Aerial and topographic mapping data will be provided to CONSULTANT in a uniform,
comprehensive terrain format (ArcGIS TIN, InRoads DTM, AutoCAD Civii3D surface or
similar) with a single, defined horizontal and vertical coordinate system.
• CAD Construction Plans, Specifications, and Cost Estimates will be prepared by the PRIME
CONSULTANT.
a No substantial change is proposed to the bridge/erosion protection configuration after the Cost
Risk Assessment that would require significant re-design, re-analysis of scour, erosion, and river
training analysis or design
• Technical Review will be performed by MCDOT and FCDMC.
• Hydraulic design of the bridge and other structures will be performed by the PRIME
CONSULTANT.
a Grade control and other bank protection requiring structural or geotechnical design will be
conducted by another CONSULTANT.
• Sediment samples for HEC6T modeling will be collected by others and provided to
CONSULTANT.
• The PRIME CONSULTANT will prepare all new CAD line work, exhibits, and legal descriptions for
Right-of-Way and Easement.
• The PRIME CONSULTANT will be responsible for all Construction Bidding Assistance and Post-
Design Services.
• The CONSULTANT will deliver all deliverables to the PRIME CONSULTANT in PDF or other format
for printing by the PRIME CONSULTANT. The CONSULTANT will only print applicable exhibits for
progress and stakeholder meetings.
