11. RESOLUTION APPROVING THE SUBMISSION OF PROJECTS FOR CONSIDERATION IN ARIZONA’S 2020 HIGHWAY SAFETY PLAN AND ONE-TIME ADDITION TO FLEET Adopt a Resolution approving application and acceptance of up to $487,260 in reimbursable grant funding from the Governor’s Office of Highway Safety (GOHS). This pass-through federal funding will be used for overtime, training and equipment, to accomplish projects relating to highway safety. This resolution for Maricopa County specifically approves the filing and acceptance of grant funding from the priority Program areas: 1) of Accident Investigation ($65,200); 2) Impaired Driving (DUI Enforcement & Underage Drinking Enforcement) ($296,413); 3) Police Traffic Services (/Speed Control and Buckle Up AZ) ($83,647); and 4) Warrant Detail ($42,000). The anticipated term of the funding is October 1, 2019 through September 30, 2020. The Sheriff's Office has received this funding for approximately 20 years, and it is re-occurring. This award is competitive. There is no match requirement; however, the Sheriff’s Office will be responsible for funding the difference in cost between the 40% allowable employer related expense reimbursement and the actual percent of 69.39%, which is $69,948. This funding does not allow indirect cost recovery. The Sheriff’s Office indirect cost rate for FY2019 is 18.3%. Capital equipment purchases comprise $58,023 of the $487,260 total for an indirect cost base of $429,237. Unrecoverable indirect costs associated with this grant funding are estimated to be $78,550. There are no future or ongoing contributions required after the grant ends. This funding supports and enhances the Sheriff’s Office mandate. Also approve a one-time addition to fleet of a Patrol Vehicle that will be equipped with two radios and MDC and docking stations to be funded through the DUI Enforcement component of this project. Specific vehicle information to be provided following acquisition. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This funding is earmarked primarily for overtime expense, training, services, and the purchase of program related equipment items that include a patrol vehicle with radios and MDC. (C-50-19-067-G-00) 12. COMPETITION IMPRACTICABLE WITH TELEDYNE SEABOTIX FOR REPLACEMENT OF SEABOTIX ROV (REMOTELY OPERATED VEHICLE) Approve a single source competition impracticable for the Sheriff’s Office acquisition of a replacement Seabotix Remotely Operated Vehicle (ROV), that acts as the main underwater unit for the search and rescue team, estimated to cost $223,450 plus any applicable tax and shipping, to be purchased from the Sheriff’s Office General Fund. Seabotix is the manufacturer and sole provider of the Seabotix ROV. It is critical to maintain consistency with the ROB platform to ensure that MCSO search and rescue staff can easily transition to the new unit having instant operational and maintenance knowledge. The Chief Procurement Officer can approve procurements up to $100,000. This request is over $100,000 and must be submitted as an agenda item to the Board of Supervisors for consideration. Approve a one-time addition to fleet of this item for which the life expectancy is estimated to be 7 – 8 years. (C-50-19-069-3-00)

31. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR HIV PREVENTION SERVICES Approve Amendment 1 to IGA ADHS18-188819 for the HIV Prevention Program between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH) to provide continued grant funding for the HIV Prevention Services. This amendment adds funds from the Ryan White Part B Program. The amendment is in the amount of $1,061,400.00, of which $165,043.00 was previously approved. Approval is requested for the balance of $896,357.00 for the budget period of January 1, 2019 through December 31, 2019. The IGA term is January 1, 2018 through December 31, 2023. This grant award is reoccurring and has been awarded to the department in previous years. It is non-competitive and there is no cash or in-kind match required. The grant award is a mandated function; should it be discontinued, it is not known whether on-going contributions would be required. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 15% of salaries and employee related expenses. Salaries and employee related expenses are estimated to be $715,589. The Department of Public Health’s indirect rate for FY 2018-19 is 18.9%. Total indirect expenses based on full award are estimated to be $142,482 of which $107,388 is recoverable and $35,094 is not recoverable and will be absorbed by the departments operating budget. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-18-051-3-02)
