The Board of Commissioners of the Housing Authority of Maricopa County convened in Formal Session at 9:30
AM on Wednesday, June 13, 2018, in the Supervisors’ Auditorium, 205 W. Jefferson, Phoenix, AZ 85003, with
the following members present: Steve Chucri, Chairman, District 2; Bill Gates, Vice Chairman, District 3; Denny
Barney, District 1; Clint Hickman, District 4; Steve Gallardo, District 5. Also present: Fran McCarroll, Clerk of
the Board of Supervisors; Amy Goodloe, Minutes Coordinator; Joy Rich, County Manager; Andrea Cummings,
Legal Counsel.
BOARD ACTION:
H-1. RESOLUTION 18-007 AMENDMENT TO INTERGOVERNMENTAL AGREEMENT BETWEEN THE
HOUSING AUTHORITY OF MARICOPA COUNTY AND THE MARICOPA COUNTY HUMAN SERVICES
DEPARTMENT FOR COFFELT-LAMOREAUX HOUSING DEVELOPMENT RESIDENT SERVICES
Adopt Resolution 18-007 and approve Amendment No. 1 to the Intergovernmental Agreement and
associated Contract Budget between Housing Authority of Maricopa County and Maricopa County
Human Services Department modifying Agreement funding from $16,989 to $25,000 for the
provision of services and expenses as identified in Section 9.0 Scope of Work during the period of
May 1, 2018 to April 30, 2019 as authorized in Section 9 of the Agreement.
The Housing Authority of Maricopa County (HAMC) as co-developer with Gorman and Company, as
Coffelt-Lamoreaux, LLC, redeveloped and converted property located at 1510 S. 19th Drive in
Phoenix, which includes 150 residential buildings representing 301 units of affordable multi-family
housing, from public housing to Section 8 Project-based Rental Assistance utilizing the U.S.
Department of Housing and Urban Development’s Rental Assistance Demonstration program.
By Resolution 17-009 adopted by the Board of Commissioners on April 26, 2017, HAMC and the
Maricopa County Human Services Department (MCHSD) entered into an Intergovernmental
Agreement for the provision of Coffelt-Lamoreaux Housing Development Resident Services. (C-66-

H-2. RESOLUTION NO. 18-008 EMPLOYEE BENEFITS RENEWAL FOR PLAN YEAR 2019
Adopt Resolution No. 18-008 and approve Plan Year 2019 employee benefits package presented by
USI Insurance Services. This action also authorizes the Executive Director to execute related
contracts with Cigna, Delta Dental, Mutual of Omaha, EyeMed, and MHN for a projected annual cost
of $399,732.
Current HAMC employee benefits coverage is to expire on June 30, 2018. USI Insurance Services,
HAMC's health and benefits broker, provided HAMC with benefit renewal options. Packages
presented by Cigna, Delta Dental, Eye Med, Mutual of Omaha, and MHN best meet the needs of

H-5. RESOLUTION 18-010 REAPPOINTMENT OF LILLIAN MICKEY LUND TO THE HOUSING AUTHORITY OF
MARICOPA COUNTY ADVISORY COMMITTEE FOR A TERM TO EXPIRE ON JUNE 30, 2020
Adopt Resolution No. 18-010 and reappoint Lillian Mickey Lund to the Housing Authority of Maricopa
County Advisory Committee for a two-year term expiring on June 30, 2020 effective July 1, 2018.
The bylaws of the HAMC Advisory Committee state the Advisory Committee is comprised of at least
eight (8), but not more than (10) members for staggered two (2) year terms. Each member of the
Housing Authority Board of Commissioners appoints one (1) member; the Maricopa County Manager
shall appoint at least one (1), but not more than two (2) members; the Maricopa County Board of
Commissioners shall appoint at least one (1) but not more than two (2) eligible resident committee
members who must be a Housing Authority Public Housing resident and/or a Housing Authority
Housing Choice Voucher recipient in good standing; and one (1) non-voting member appointed by
the County Manager who is a current Maricopa County employee who administers CDBG/HOME
grants.
Ms. Lund is a District 4 Commissioner appointee. (C-66-18-019-M-00)

MARICOPA COUNTY ADVISORY COMMITTEE FOR A TERM TO EXPIRE ON JUNE 30, 2020
Adopt Resolution No. 18-012 and reappoint Flora Simmons to the Housing Authority of Maricopa
County Advisory Committee for a two-year term expiring on June 30, 2020 effective July 1, 2018.
The bylaws of the HAMC Advisory Committee state that the Advisory Committee is comprised of at
least eight (8), but not more than (10) members for staggered two (2) year terms. Each member of

Adopt Resolution No. 18-011 and reappoint Rachel Milne to the Housing Authority of Maricopa
County Advisory Committee for a two-year term expiring on June 30, 2020 effective July 1, 2018.
The bylaws of the HAMC Advisory Committee state that the Advisory Committee is comprised of at
least eight (8), but not more than (10) members for staggered two (2) year terms. Each member of
the Housing Authority Board of Commissioners appoints one (1) member; the Maricopa County
Manager shall appoint at least one (1), but not more than two (2) members; the Maricopa County
Board of Commissioners shall appoint at least one (1) but not more than two (2) eligible resident

Adopt Resolution No. 18-013 and reappoint Kurt R. Sheppard to the Housing Authority of Maricopa
County Advisory Committee for a two-year term expiring on June 30, 2020 effective July 1, 2018.

least eight (8), but not more than (10) members for staggered two (2) year terms. Each member of
