Maricopa County HSD Early Head Start Expansion Application Summary: The Maricopa County Human Services Department is requesting $905,403 for the remaining 6 months of the initial 18 month budget period to continue operations of our Early Head Start Expansion/Child Care Partnership grant that was funded on March 1, 2017. The application includes information about Partnership with Child Care programs to improve the quality care and education that very young children in regulated center-based child care may experience, and to updates in the expansion of existing EHS center-based services for children's whose parents are enrolled in school or a job training program. The proposed service area for expansion of EHS Child Care Partnerships is all of Maricopa County excluding the City of Phoenix and for expansion of EHS non-partnership in the East Maricopa County Communities. The project is leveraging Early Head Start operational funds with Child Care subsidies to provide 80 high quality full working days, year-round early learning opportunities to our County's youngest children from birth to age three whose working families are experiencing poverty. For the Non-partnership Program, these funds are being used to support the early care and educational needs of 16 children whose parents are on a pathway to improved employment in a Two Generational model of supports and services focused on economic mobility. The request includes $43,114 in Training and Technical Assistance (TTA) funds will support the comprehensive and continuous care for infant and toddlers that will result in positive impacts on children, families, communities and Child Care professionals. At least 25% of the enrolled children in the Child Care Partnership project will receive Child Care subsidies and 10% of all enrolled children will have an identified disability. The proposed approach includes the continued development and implementation of innovative partnerships with institution of higher education in building a qualified infant toddler workforce with a special emphasis on developing Child Care directors as leaders for quality in their Programs. This proposal also support development of two-generation approaches that provides opportunities to meet the needs of children and their parents together by building education, economic supports, social capital, and health and well-being to create a legacy of economic security that passes from one generation to the next.
