7. PROPOSED REVISIONS OF MARICOPA COUNTY PARKS AND RECREATION DEPARTMENT USER FEE SCHEDULE Pursuant to A.R.S. §11-251.08 and 11-251.13, convene the scheduled public hearing, to solicit comments and consider the adoption of the proposed changes to the Maricopa County Parks and Recreation Department User Fee Schedule. Upon Board approval, this item will become effective April 1, 2018. The Maricopa County Parks and Recreation Department, with consultation from the Parks and Recreation Commission, has determined the necessity to revise its user fee schedule in order to bring the user fees more closely in line with typical fees for similar systems and to recover fees for services. This will enable the Department to apply any changes in fees to daily park operations and maintenance and needed repairs to parks facilities. The Parks and Recreation Commission held a public meeting regarding the revised fees on November 14, 2017 and no comments were received from the public. The meeting was advertised on the Parks website, through social media and in the parks. The Board must set this matter for public hearing pursuant to statutory requirement. (C-30-18-011-M-00)

This request was made in order to isolate the budget while we worked on several initiatives to bring the cost down and improve service. We no longer wish to isolate the mailing budget as we have achieved tremendous results in this area, through the previously mentioned initiatives and policy changes. The Office requests a return to an honest lump sum budget. The movement of these monies between appropriation units does not constitute a net increase in the Treasurer Office's budget. 49. IGA WITH TOWN OF WICKENBURG FOR EXCHANGE OF SERVICES (ENTENTE) Approve the Intergovernmental Agreement between Maricopa County and the Town of Wickenburg for the exchange of services or reimbursement of services (Entente). Either party may terminate this Agreement at any time by furnishing the other party with a thirty (30) day written notice. The purpose of this Intergovernmental Agreement is to identify and define both Parties’ respective roles in the execution of the responsibilities of specific maintenance tasks in areas that cross jurisdictional boundaries. The Agreement provides the opportunity to focus on routine maintenance tasks or emergency highway projects and the availability of the most economical resources by extending beyond jurisdictional or geographical boundaries. The application of the Agreement will benefit areas in the County and the Town where certain types of routine maintenance or emergency highway project activities could be completed by the other party based on scheduled work within the area. Individual tasks performed by either party will be executed upon completion of a Letter of Agreement (LOA) approved and signed by the County Department of Transportation Director and the Town Manager, or their designees. If the value of goods or services exchanged by the Parties is not of equal value, the total aggregate reimbursement to the respective Party will not exceed $250,000 per fiscal year. If no services are exchanged, there is no financial impact. An accounting mechanism will be utilized to track each LOA, as applicable, to identify specific tasks and services and to ensure the exchange of these services is of similar value. 63. ES-2017-001/PET GROOMERS & SHOPS PROPOSED REVISIONS TO CHAPTERS I AND XI OF THE MARICOPA COUNTY ENVIRONMENTAL HEALTH CODE (MCEHC) Pursuant to A.R.S. §11-251.05 and A.R.S. §36-184(B)(5), set a public hearing for March 21, 2018 to solicit comments and consider the adoption of proposed revisions to MCEHC Chapters I and XI (EROP Case ES-2017-001/Pet Groomers & Shops). Upon Board approval, this item will become effective 03/21/2018. The Maricopa County Board of Health (BOH) reviewed and approved revisions to MCEHC Chapters I and XI (ES-2017-001/Pet Groomers & Shops) as an EROP expedited case at a public meeting held on Friday, February 2, 2018, at the Board of Supervisors Auditorium, 205 West Jefferson Avenue, Phoenix, Arizona 85003. The report to the BOH outlines proposed revisions to the MCEHC and is accessible at https://www.maricopa.gov/3563/Active-Regulatory-Process. This proposal revises MCEHC Chapters I and XI by removing non-mandated animal related functions regarding kennels, pet shops, veterinary clinics, veterinary hospitals and pet groomers and two “odor” references. Revisions will increase opportunities for business owners while ensuring public health is maintained. Maricopa County Animal Care and Control issues kennel permits, and the Veterinary Medical Examining Board has the authority to investigate veterinary clinics and veterinary hospitals on a complaint basis. The Department does not have a record of a zoonotic disease occurring from a kennel, pet shop, veterinary clinic, veterinary hospital or groomer in Maricopa County. Pima, Coconino, and Pinal counties do not license groomers. In addition, the Department has not responded to “odor” related complaints since 2004 when Air Quality and Environmental Services were one department. (C-88-18-007-L-00)
