IMPACT STATEMENT TO ORGANIZE DISTRICT CLERK BOAR D OF ISOI
Proposed Duke Manor Irrigation Water Delivery District
Pursuant to the provisions of A.R.S. §48-261 and §48-263 the undersigned submit the
following and enclosed as an impact statement for the proposed Duke Manor Irrigation
Water Delivery District.
A. LEGAL DESCRIPTION OF BOUNDARIES OF PROPOSED DISTRICT:
The legal description and map of the boundaries for the property that makes up the
proposed Duke Manor Irrigation Water Delivery District is attached as Exhibit A.
2. Pursuant to A.R.S. §48-3422, the irrigation water will be obtained from SRP from
one head gate located 960 N. Grand Ave. in Mesa, Arizona and more specifically
depicted in Exhibit A.
3. The total acreage to be included in the IWDD is 22.903 acres.
B. DETAILED LIST OF TAXABLE PROPETIES
1. The list of taxable properties provided by the Assessor is attached as Exhibit B.
C. ESTIMATED ASSESSED VALUATION IN PROPOSED DISTRICT
1. The estimated 2016 (year) assessed valuation for the area within the boundaries
of the proposed IWDD is $685,481.
D. ESTIMATED CHANGE IN TAX RATE IF THE DISTRICT IS FORMED:
1. The estimated change in the tax rate of the IWDD if the IWDD is formed is
$255.55 per acre per year. This tax estimate is based on an annual proposed budget
of $5852.79 which includes a 15% anticipated delinquency rate, pursuant to A.R.S.
§ 48-3473(B), leaving an operation and maintenance budget of $5089.38

E. PROPERTY TAX LIABILITY:
1. As a result of the proposed IWDD, the change in the property tax liability of a
typical resident is as follows:
A typical resident (75 lots at approximately 0.2 acres) within the proposed
boundaries would have an estimated property tax increase of $51.11 per year
as a result of the creation of the proposed IWDD. Larger lots will be impacted
as reflected on the attached as follows:

F. BENEFITS TO BE DERIVED FROM THE PROPOSED DISTRICT:
As conceived, the proposed IWDD would provide the following benefits to the
resident of the IWDD:
1. Organization and funding: Formation of the IWDD provides an organization
to create a maintenance plan for the existing irrigation system and a
mechanism for funding necessary maintenance and repairs.
2. System Maintenance: An IWDD is a legally-tested structure that will ensure a well
maintained system for the long-term future of the Duke Manor Irrigation Water
District.
3. Consistent Revenue: An IWDD will insure consistent monies are available for the
rapid repair and maintenance of the Duke Manor Irrigation Water District.
4. Improved Irrigation Systems and Services: Everyone will share equally in the
maintenance and distribution of water. Everyone will contribute and everyone will
profit by the foimation of the IWDD.
5. Open Business: An IWDD insures open conduct of business by the Board of
Trustees.
G. INJURIES RESULTING FROM THE PROPOSED DISTRICT:
As a result of the proposed TWDD, some of the injuries that will result are as
follows:
1. A property tax increase of approximately $51.11 per year on the typical property
within the proposed IWDD.

I. SCOPE OF SERVICE:
A description of the scope of services to be provided by the IWDD during the first
five years of operation:
1. The Board will deteiinine what needs to be done on an annual basis to maintain the
irrigation system in a proactive manner (with an estimated cost of $5,000 per year).
These items will include but are not limited to the following:
a) Roto-root areas where there might be penetration.
b) Replace as needed connections above and below the ground.
c) Determine the necessity of future replacement of the existing irrigation system
components due to irreparable portions within the existing system, and based
upon available' funding.
2. The Board will work with SRP in an effort to learn how to reduce water waste.
Board will continue a newsletter and new member welcome packet to better educate
our members.
