The Assistant County Manager’s Office is requesting an amendment to County contract number C-86-12-
056-3-01 (State contract number YH18-0024-029), the Health E Arizona Plus (HEAplus) Community
Partner Agreement with the Arizona Health Care Cost Containment System (AHCCCS). The proposed
contract amendment removes subscriber fees and broadens the use of the system to all Maricopa
County departments.
In order to determine patient eligibility and benefits for AHCCCS, patients and health care workers apply
through HEAplus, an electronic web-based system administered by AHCCCS. The County’s use of this
system allows for timely patient AHCCCS eligibility determination, enrollment and access to treatment.
Use of this system in the correctional system also allows for expedited enrollment post-incarceration
and cost-avoidance for inmates transferred to an outside medical facility.
