1. ESTABLISHMENT OF NEW VOTING PRECINCTS AND NEW PRECINCT
BOUNDARY LINES
Pursuant to A.R.S. 16-411, approve establishment of new voting precincts and new
precinct boundary lines as shown on the maps on file with the Clerk of the Board of
Supervisors and accompanying legal descriptions. This action of the Board of
Supervisors shall become effective for the 2018 election.
State law requires the County Board of Supervisors to establish and set the boundaries
of election precincts on or before December 1 of each year preceding the year of a
general election (ARS 16-411). Candidates and the County Recorder and Elections
Department will rely on this election precinct boundaries for election-related activities.
Changes made to the precinct boundaries reflected in the proposed maps on file with
the Clerk of the Board are necessary to address voter population concentrations,
minimize the number of precincts split between jurisdictional boundaries, adjust for
changes made to local jurisdiction districts and reduce the number of ballot styles
required for elections in some precincts. The final boundary lines reflect an extensive in-
person and online public comment program consisting of public hearings and
community outreach.
All of the maps and legal descriptions are available in the Clerk of the Board’s Office.
(C-06-18-234-M-00)
Chairman Barney called the meeting to order.
Fran McCarroll indicated that the map of the voting precincts was displayed in the room
and that the Supervisorial Offices had reviewed the map determining that it was the final
map of the voting precincts to be considered.

Special Meeting Agenda
Friday, December 01, 2017

Chairman Barney called for a motion on the agenda item before the Board:
Motion by Supervisor Chucri, to approve the agenda item as stated
Seconded by Supervisor Hickman
Supervisor Hickman asked if there was a specific reason that the Recorder was not
present at the Wednesday, November 29, 2017, Board meeting, and why he was not
present today.
Keely Varvel, Chief Deputy Recorder, responded that she thought that the
conversations that she and her staff had conducted with the Board’s Chiefs of Staff had
resolved all of the questions about the precinct lines. She thought that all issues had
been worked out so she told the Recorder that he did not need to attend since she knew
he had other responsibilities to attend to. She also indicated that since a number of
changes were requested up to the last minute there was a decision to add the links as
backup.
Supervisor Hickman also reminded everyone of his previous comments from
Wednesday that his office made very few changes as he wanted the focus to be on the
work that needed to be done for the next election. He stated that he was a bit anxious or
concerned about all of the work still to be done for the election.
Ms. Varvel responded that she and her staff were having on-going meetings with the
Chiefs of Staff, keeping them apprised of the progress and next steps for the election
process. She also offered to schedule some one-on-one meetings between the
Recorder and the Supervisors if they so desired.
Ms. McCarroll commented that this action was to make sure there was no confusion
about the exact map and voting precincts that the Supervisors were approving. The
map on display would be kept as part of the record of this meeting.
Chairman Barney called for the vote on the motion offered earlier by Supervisor Chucri
and seconded by Supervisor Hickman.
The motion passed unanimously.
Ayes: Barney, Chucri, Gates, Hickman, Gallardo
MEETING ADJOURNED
