Delivering Health and Hope: American Red Cross Blood Services
A Proposal to the Tohono O’odham Nation
May 2017
A. Explain the perceived need and explain how the proposal will address that need.
The need for blood is constant. Lifesaving blood is needed for cancer patients receiving
chemotherapy, surgery patients, accident victims, mothers giving birth and many more. The journey
from blood donor to blood recipient is complex and costly. Significant infrastructure, including
buildings, equipment and vehicles, are needed so the Red Cross can collect, test and distribute blood
and blood products and ensure that lifesaving blood is available every day of the year.
For over 70 years, the Red Cross has been fulfilling our mission to provide people all across
America with the safest possible, most reliable blood and blood products. Today we continue this
long and successful legacy and are proud to provide about 40 percent of the U.S. blood supply,
making us the largest single supplier of blood and blood products in the country. When hospitals and
cancer treatment centers are in need, they know that they can turn to the Red Cross.
Nothing is more essential than having reliable medical equipment to collect, test, process and store
blood. Everything from test tubes to large pieces of medical equipment must adhere to industry
standards and regulations. If a critical piece of equipment is not working properly, collections slow
down or stop until the equipment can be fixed, and this interruption in collections can greatly impact
the available inventory of blood products.
Our request to the Tohono O’Odham Nation is for funding to support the purchase of a Spectra
Optia Apheresis System, a very high quality therapeutic apheresis, cell processing and cell collection
platform used in drawing blood from a donor and separating it into its components, some of which
are retained, such as plasma or platelets, and the remainder of which are returned by transfusion to
the donor. Plasma and platelets are critical to patients with specialized needs – burn and trauma
victims, some organ transplant recipients, people with certain rare blood disorders, heart surgery
patients and those battling leukemia and other cancers. Here in our Arizona Red Cross Blood
Services Region, we are proud to be participating in a special pilot project for men battling stage
four prostate cancer and for whom blood draws using apheresis equipment is a necessity.
Continued investment in new equipment is required for the Red Cross to continue our legacy of
ensuring that that blood provided in Arizona and all across the country is as safe and efficient as
possible. Upgrading our Blood Services equipment – in this case the apheresis system – also helps to
ensure donors are kept as comfortable as possible during their donation.

We hope you will join our critical mission today. Your gift represents a vital long-term investment
that will have an impact here in Arizona for years to come, helping to ensure that lifesaving gifts of
blood and blood products will be available and as safe as possible whenever and wherever they are
needed. When you support the purchase of a Spectra Optia Apheresis System, you are investing in
the future of the Red Cross and in our continued ability to save lives here in Arizona and, by
extension, across the country for years to come.
B. Describe the population who will benefit from the proposal if approved.
Arizona blood donors and patients alike will benefit from the equipment purchase outlined in this
proposal. Red Cross blood drives are conducted throughout our state and right here in Maricopa and
Pima counties, and this new equipment will increase the quality of the experience for our plasma and
platelet donors. Because the American Red Cross supplies about 40 percent of the nation’s blood and
blood products, critically ill patients of all ages and all economic backgrounds from across the
country – including the Arizona men battling stage four prostate cancer who are part of the current
pilot project – will benefit from a new apheresis system here in the Arizona Blood Services Region.
C. Budget Requested
The budget for this project is the cost of the Spectra Optia Apheresis System, which is $60,800.
The funding we are requesting from the Tohono O’odham Nation will be applied strictly for this
purchase and will not be used for any other purpose.
D. List any other funding requests for this or substantially related proposals.
We have not made any other funding requests for this or any substantially related proposals.
E. Other 12% distributions from the Tohono O’odham Nation or other Arizona tribes, along
with the amount and date awarded.
The American Red Cross in Arizona, both the Southern Arizona Chapter and the Greater Phoenix
Chapter, have benefited from 12% distributions from various Arizona tribes.
