Total grant amount request 250000 1 / 1 GOLDFIELD RANCH VOLUNTEER FIRE DEPARMENT 22729 East Pleasant View Road Fort McDowell, AZ 85264-4000 May 8th, 2017 Mr. Edward D. Manuel - Chairman Mr. Verlon M. Jose – Vice Chairman Tohono O’odham Nation P.O. Box 837 Sells, AZ 85634 Gentlemen, Thank you and your tribal council for considering us for your Prop. 202 Grant Program. We are the Goldfield Ranch Volunteer Fire Department (GRVFD), on-call 24/7 to the 350+ residents of Goldfield Ranch and the Arizona Multi-Agency Dispatch Center to provide initial attack response for wildland fire threats to the Goldfield Ranch neighborhood and state-wide. We work with Arizona State Forestry, the U.S. Forest Service, the Central Arizona Wildland Response Team (CAWRT), and surrounding municipal fire departments to provide fire suppression services on and outside Goldfield Ranch. We can send 6 certified wildland firefighters and 5 wildland fire engines/tenders carrying over 5000 gallons of water to our neighborhood and up the Beeline Highway whenever and wherever needed. Our primary concern is fires that come off the Beeline and burn into the surrounding wildland. The threat comes in many forms - burning cars, dragging boat chains, discarded cigarettes, etc. - which ignite the surrounding tinder-dry vegetation during fire season. Our mission - get to the incident quickly and put little fires out before they get big. The GRVFD currently works under an Inter-Governmental Agreement (IGA) with the Arizona Department of Forestry and Fire Management (DFFM), sharing equipment and certified Wildland Firefighters as necessary. We are professionally trained and certified by Arizona DFFM, professionally equipped for wildland firefighting, and insured for workers compensation, health and liability. We have worked several in-state fires, and have sent personnel to major wildfire incidents in California over the last two summers. We are ready to work any wildland fire incident. Our operation is based out of my storage shed (a pre-fabricated metal building) directly adjacent to my home on Goldfield Ranch. It has served us well as our beginning firehouse, but we now must expand to meet our growing operational requirements – additional space to house our engines, tenders, water trailers and associated equipment, crew quarters, training facilities and maintenance operations. We are currently in negotiations with a Goldfield Ranch landowner to donate a site as a location for our new firehouse. This site is located directly east of the Beeline Highway just north of MM195, where Vista del Oro Road intersects and crosses over the highway. This site would allow more than enough room for a 50’ x 60’ building with everything necessary to accommodate our department’s needs now and into the future. A detailed budget for our station is attached – total cost is $250,000. Additional information you have requested as part of the Prop. 202 Grant program: Designated Contact Person: Chief Alan Glenister (phone/fax: 602-803-9241, email: glenister.alan@gmail.com, address: 22729 E Pleasant View Road, Fort McDowell, AZ 85264) or Information Officer Theresa Franklin (phone/fax: 602-573-2063, email: tfranklindesigns@gmail.com). Name and contact information for the local government entity that will accept the funds: Melody Henderson (phone/fax: 602-506-2798, email: mhenders@mail.maricopa.gov), Maricopa County Office of Government Relations, 301 W. Jefferson St., 10th Floor, Phoenix, AZ 85003. Population our grant will address: Public Safety for the residents of Goldfield Ranch (population roughly 350) and our neighbors statewide. Other funding requests: We have never received a 12% distribution request from any tribe. We are currently under consideration by the Fort McDowell Yavapai Nation, but have been turned down by them for the last five years. We are also currently under consideration by the Gila River and San Carlos Indian Communities. Timetable for implementation – Immediate. Funding for this program would meet the Tohono O’odham Nation’s funding priorities and project focus primarily for the Public Safety distribution priority area. It could also impact Health Care and Education efforts through our Firewise Community wildfire prevention program, and instruction to the community in CPR/AED application and basic first response medical care – all of which could be run out of the firehouse you’d provide us with this grant. I look forward to a bright future in cooperation with your tribe. If you need any additional information to assist in evaluation of this grant request, please don’t hesitate to ask. It has been a privilege to work with the Fort McDowell Yavapai Nation on matters of public safety in the past, and I look forward to a bright future in cooperation with your tribe. If you need any additional information to assist in evaluation of this grant request, please don’t hesitate to ask.
