Tohono O’odham Nation 12% Gaming Distribution Proposal For
the Harquahala Valley Fire District
A. The Harquahala Valley Fire District is submitting this grant application to replace our
antiquated SCBA PPE and purchase new turnouts. Five of our members are at the 10-
year mark for their turnouts. NFPA mandates that all turnout are replaced after 10 years
Our SCBA breathing apparatus units are 12 years old and are starting to become more
obsolete, we are in need of modern day equipment. Our maintenance and replacement of
the old units has become more and more difficult as parts are getting harder to find. The
units break down frequently and do not meet modern day SCBA regulations. Being a
rural fire response area and covering over 40 miles of the Interstate 10 along with 10
miles of railroad, our crews are constantly faced with fires that are often hazmat in
nature. Trucks and trains carrying hazardous cargo, aircraft crashes of crop dusters, and
farmers pesticide makes airway protection our highest priority. Our district recently
learned that we are facing a very real possibility of that our largest tax payer will be
relocated to another state. The HVFD stands a chance to lose approximately 60% of our
funding by tax revenue. Being a small fire district, we find ourselves in a precarious
situation where most of our major equipment is expiring or becoming obsolete at the
same time. The awarding of this grant would dramatically help us redirect the cost of this
priority purchase into other areas that are greatly needed but will be unfunded at this
time. Operationally this purchase will not only be safer for the responders, but it will give
the crew members the ability to work safely in IDLH conditions with the piece of mind
that their equipment will not fail on them. These air packs are safer, available and
reliable and should all be given significant consideration. The current cost measurement
factors are currently being exceeded because of the poor condition and quality of our
existing units.
B. Established in 1983 the Harquahala Valley Fire District is located in Maricopa
County. Located west of Phoenix, Harquahala Fire District covers 432 square miles. This
coverage includes a 20-mile stretch of the I-10 Freeway. Our department handles all
medical issues, fires, hazardous material incidents, vehicle extractions, and other calls for
assistance as needed within our district. Additionally, the department serves as needed for
backup on large incidents on the mutual aid system. Our Mission-“The Harquahala

Valley Fire District exists to serve the citizens and guests of our community, whenever
needed. This is performed through prevention programs, assistance activities, and
emergency operations.” Realizing this honor, our fire service family will only consist of
superior professionals that are highly trained, caring, honest, and willing to sacrifice..
We provide this service to well over 2000 residents of the Harquahala Valley.
C. Our budget for this request will total 150,000. 135,000 for new SCBA and mask
including 15 complete units and 20 masks and 15,000 for new turnouts including jackets,
pants, suspenders, helmets, gloves and boots. All purchases will be made from single
vendors and will take place within a year of grant award.
D. We have no other grant request currently for SCBA and Turnouts from the 12D
funding. We have applied for an apparatus grant from the Gila River Indian Community
and will also be applying for a water tender rehab and repair from the Tohono O’odham
Nation
E. To the best of my knowledge, the Harquahala Valley Fire District has not received
any 12% distribution funding before.
