Total grant amount request 125,568 1 / 1 Phoenix College Preparatory Academy Non-Resident Student Funding Proposal Executive Summary The Phoenix College Preparatory Academy (PCPA), a Title I Charter High School housed at Phoenix College, currently serves100 students in grades 9 through 12. PCPA is a Title I School. Title I schools aim to bridge the gap between low-income and at-risk students and other students. Currently, 94 percent of PCPA students are eligible for a free or reduced-cost food program. The goal of PCPA is that every student will have access to a college education (through a dual-enrollment program) and will complete one year of college credits upon graduation from high school. Approximately 15-20 percent of PCPA students earn their associate’s degree from Phoenix College upon graduation from high school. Population Benefiting From Proposal Phoenix College Preparatory Academy serves first-generation students, whose parents have not attended college or have only a secondary education. PCPA provides a learning environment that supports higher education, encouraging students to pursue a college degree. Perceived Need for Dual-Enrollment & Early College Programs Dual enrollment programs aim to ease the transition from high school to college and to increase the number of college-bound high school students in our community. Research finds that students who participate in dual-enrollment programs have significantly higher cumulative college grade point averages (GPAs) than their peers who do not participate in dual-enrollment programs. PCPA students pursue associate’s degrees in art, business and STEM programs as well as technical or specialized certificate programs. In May of 2016, two seniors completed their associate’s degree before graduating from PCPA. Performance Indicators PCPA’s test scores are above the national average in mathematics and English. Additionally, in the spring 2017 semester, 75 percent of PCPA sophomores qualified to enroll in college-level freshman English Composition (ENG101). PCPA’s 2015-15 graduation rate was 83 percent, with a 95 percent attendance rate, as reported by the Arizona Department of Education. Page 1 of 4 Phoenix College Preparatory Academy Non-Resident Student Funding Proposal PCPA Growth The high school was recently approved for an increase in its “cap” of student enrollment to 400. The enrollment increase to 400 will allow PCPA to grow to 185 students in 2017-18, with the potential to grow to 220-225 students by the 2019-20 school year. Serving All Students While it is PCPA’s goal to allow all students to participate in dual-enrollment / college classes, 10 percent of students are non-residents, necessitating out-of-state tuition, which is four-times more expensive than in-state tuition ($84 per credit hour versus $366 per credit hour). Funding Non-Resident PCPA Students PCPA is unable to absorb the cost of out-of-state tuition and is seeking funding to allow all students to participate in college courses – including non-resident students. The high school anticipates consistent growth in the number of non-resident students wishing to participate in dual-enrollment courses. In order to accommodate PCPA’s growth, and the correlated increase in the number of non-resident students, PCPA is seeking the following funding for the next three years: Funding one non-resident student for two courses (3-credit hours per course) annually costs $1,962: 6 credit hours [$327 x 6] = $1,962 per student Number of Non- Academic Year Funding Amount Resident Students 2017-18 Academic Year 14 $27,468 2018-19 Academic Year 19 $37,278 2019-20 Academic Year 22 $43,164 TOTAL $125,568 Total Funding Requested = $125,568 Page 2 of 4 Phoenix College Preparatory Academy Non-Resident Student Funding Proposal Student Testimonials Zabdi Hernandez is a junior at PCPA. She plans to one day own her own business and become an entrepreneur. When asked why she wants to take dual-enrollment classes, Zabdi said: “I want to be an example to my younger brothers and sisters. Some people believe that because I am not a US resident, I should not have the same rights as my [high school] peers to pursue my goals and dreams, but I want to show my siblings that anything is possible if you work hard”. Victor Becerra is also a junior at PCPA. He dreams of attending Northern Arizona University or Arizona State to pursue a degree in web design. When asked about being able to take dual-enrollment classes, Victor said: “Being a web developer is my dream, and it would be helpful to get a head-start in web design to be sure this is the field I should go in to.” Summary Phoenix College Preparatory High School provides high-quality public education, taught by state certified and highly qualified teachers with a focus on college-prep and dual-enrollment. Students have access to the colleges' computer labs, libraries and other services and facilities. Students may also participate in college extra- curricular activities and clubs, providing opportunities for interaction with community college faculty, staff and students who serve as mentors and tutors to PCPA students. By improving the K-12 pipeline of students continuing on to post-secondary education, PCPA is helping ensure that 60 percent of Arizonans have a certificate or college degree by 2030 – as outlined in the Achieve 60 Initiative. The Achieve 60 Initiative specifically states that Arizona must find ways to boost higher learning outcomes by a variety of methods, such as dual-enrollment and early college experiences. Page 3 of 4 Phoenix College Preparatory Academy Non-Resident Student Funding Proposal In order to meet the goals outlined in the Achieve 60 Initiative, we must find ways to allow all high school students to participate in dual-enrollment programs. Funding PCPA’s non-resident dual-enrollment students supports this goal.
