Marine Corps Scholarship Foundation
Arizona Campaign Proposal to the Tohono O’odham Nation
May 8, 2017
a) Perceived need and how the proposal will address that need
The Marine Corps Scholarship Foundation is the nation’s oldest and largest provider of
need-based scholarships for military children. We are also the only military scholarship
provider to award a scholarship to every single eligible student who applies. Today the need
for our assistance is greater than ever for Marines and Navy Corpsmen – and their families –
who dedicate their lives to the defense of our country.
The cost of post-secondary education outpaces the average annual income of $59,000 among
our Marine families. They simply cannot spend over one-third of their income on even an in-
state, public college at $23,000 a year. Yet these costs exist at a time when post-secondary
education has never been more important. Projections show that 65 percent of jobs will
require post-secondary education and training by 2020.
Having awarded more than 37,000 post-secondary educational scholarships worth nearly
$110,000,000 to the children of Marines and Navy Corpsmen for over 55 years, we provided a
record-breaking number of scholarships in 2016-2017: 2,330, with a total value of $7,200,000.
Through our Arizona Campaign, in the state alone, we awarded more than $220,500 in
scholarships for 79 students studying at 19 different in-state colleges, universities, and career
and technical programs this year. The difference post-secondary education makes for these
students and their communities is significant. Studies show up to $1,000,000 in diminished
wages for high school graduates NOT earning a degree or certification.
The need for post-secondary education fuels the demand. The result has been a phenomenal
increase in our scholarship awards -- 155 percent growth since 2001 – and in projections of
an escalating number of students – 100,000 college-age children of Marines by 2020. With
plans to increase the Marine force by 3,000 in 2017 alone, and with 4,000 active duty
Marines in Arizona and 1,149 veterans in the Yuma area alone, we must ensure our capacity
to meet demand with robust scholarships and operations that support them.
Without funding help, Marine families risk being priced out of a life-changing education for
their children. No matter when or where a Marine serves, we must be always faithful,
committed to honoring that service whenever they have a son or daughter in-need. Every
investment in the Scholarship Foundation is essential to upholding that pledge. That is why
we request that the Tohono O’odham Nation join us in fulfilling our mission, Honoring
Marines by Educating Their Children, with an impactful grant of $50,000 for our Arizona
Campaign. That investment will provide approximately 25 life-changing named scholarships
for Arizona children.

Tohono O’odham Nation Page 2
Proposal from the Marine Corps Scholarship Foundation
Marines have always been the first to fight. Now it is our time to meet the fight for this
generation of Marine children head-on. We have promises to keep, lives to impact, and
nothing short of America’s future to shape. The need has never been greater, and your
support has never meant more for our troops, their families, our state, and our entire country.
b) Population who will benefit from the proposal if approved
Post-secondary education is critical to the sons and daughters of Marines as the pathway to
success in their careers, contributions to their communities, and the nation’s global
competitiveness. At a time when many children of Marines find it harder than ever to obtain
a post-secondary education, no organization is closer to the intersection of real need and
lasting impact than the Scholarship Foundation. Partnerships with investors like the Tohono
O’odham Nation make this possible for Marine families in their communities by supporting
the Arizona Campaign.
The benefits extend beyond Marine families to the entire state. Communities in Arizona
require well-educated residents to fill their jobs and serve as leaders. The children of Marines
are born to lead as they fulfill the values their parents instill: Honor, Courage, and
Commitment. Our students raised on these values compile a record of achievements:
• 90 percent graduate or are on track to graduate (compared to 53 percent nationally),
• 85 percent of our students are retained (compared to 61 percent),
• 81 percent graduate with less than $28,000 in debt (compared to 31 percent),
• 50 percent are first-generation college students (compared to 34 percent),
• 45 percent are enrolled in STEM and Health Sciences (compared to 33 percent)
The ability to provide their sons and daughters with a college education is one of the most
prized goals yet difficult challenges Marines may face. This may be compounded by long-
term impacts of their service: casualties, multiple deployments to high risk areas, frequent
moves that destabilize lives and disrupt educational continuity, and out-of-pocket expenses
that can deplete family savings. Additionally, a previously downsized force and high
unemployment rate among veterans mean more Marines face an uncertain financial future. It
is not surprising that the 2016 Blue Star Family Lifestyle Survey finds financial issues as the
Number One military family issue.
Despite hardships, our nation’s Marines and Navy Corpsmen continue to step up to defend our
country with courage and resolve. In recognition of their dedication, and after 16 years of war
calling on a small all-volunteer force, they need and deserve our support now more than ever.
The approximately 25 named scholarships the Tohono O’odham Nation funds will honor
Marines for defending our country with courage and resolve. These scholarships will allow
their children to attain the post-secondary education that prepares them for 21st Century careers
and contributions to Arizona’s communities.
Thank you for your consideration of a $50,000 investment in the Marine Corps Scholarship
Foundation and the parents we serve by giving their children access to post-secondary
education. Arizona’s communities will benefit as well, creating a circle of mutual benefit.
Please join us in our fight to Honor Marines by Educating Their Children.

A Legacy of Impact
Marines make legendary sacrifices. Sending their
children to school shouldn’t be one of them. That’s why
at the Marine Corps Scholarship Foundation, we’ve
been Honoring Marines by Educating their Children™
for more than half a century.
Today’s generation of service members have made
unprecedented sacrifices. And while there are many ways
to honor our Nation’s heroes, there is no organization
closer to the intersection of real need and lasting impact
than the Marine Corps Scholarship Foundation.
Founded in 1962, The Marine Corps Scholarship
Foundation is the country’s oldest and largest provider of
need-based scholarships to military children.
Our scholarships provide access to affordable education for
the children of Marine and Navy Corpsman attending post-high
school, undergraduate, and career technical education programs.
In that time, we have provided more than 37,000 scholarships
worth nearly $110 million.
Honoring Marines by Educating Their Children™

No matter when or where a Marine
serves, we’re always faithful, committed
to honoring that service if they ever have
a son or daughter in need.

An Uneven Burden
The truth is, the cost of higher education simply outpaces the average Marine family’s income.
Our scholarship recipients’ average family income is $59,000. Compare that to $23,000 — the
Average diminished wages for average annual cost of attending an in-state, public college.
professionals without a degree
Add in the cost of living, room, board, and other living expenses over four years, and the result is an uneven
burden for families who have already given so much. And for those priced out of the American dream their
$1M
parents served to defend, the battle doesn’t get any easier. Recent studies uncovered that the cost of NOT
earning a degree can soar as high as $1,000,000 in diminished lifetime wages. Worse yet, the unemployment
rate for those without a college degree is nearly three times higher than it is for those with one.
A Promise Worth Keeping
Of all the impact statistics we’ve amassed, the one we’re most proud of is one hundred percent.
>5%
True to the spirit of Semper Fidelis, we provide scholarship support to every single eligible student
who applies: a promise we’ve kept since our founding.
No matter when or where Marines serve, we’re always faithful, committed to honoring that service if
they ever have a son or daughter in need.
Every investment in the Marine Corps Scholarship Foundation is essential to upholding that pledge.
The demand for our work continues to rise (more than five percent application growth every year for
the last decade), and we must work to meet such increased need.
Annual application growth We have to. After all, setting ambitious goals isn’t about the money raised, it’s about the lives YOU
over the past decade help transform. It’s about keeping that promise to leave no Marine family in need behind.

2019
We must fund an average of $8 million in scholarship awards to an average of nearly 3,000 students
