Re: IRS Status - Kiwanis Club of New River
Required for REQUEST FOR PROPOSAL - Gaming Distribution Tohono O'odham Nation
To whom it concerns.
Kiwanis Club of New River’s IRS status is covered under the Southwest District Kiwanis
Foundation group exemption (23-7393201); see the attached letter for that Foundation. The
mission of that organization is to operate and maintain a youth camp in New Mexico; to provide
scholarships and support for youth education programs; and to maintain group exemptions for
Kiwanis Clubs in the Southwest District of Kiwanis International
Kiwanis Club of New River’s subordinate number within the Southwest District Kiwanis Foundation
74-2565260.
Attached document has :
1. The most current EX 990-N that is for Fiscal Year 2015 990; the Club’s fiscal year ended
September 30, 2016. It also shows that this is Southwest District Kiwanis Foundation doing
business as (d.b.a.) Kiwanis Club of New River
2. Important Information explaining more about the group coverage
3. Southwest District Kiwanis Foundation group exemption (23-7393201) with the subordinates
that include Kiwanis Club of New River group number 74-2565260 -
We thank you for the opportunity and your consideration.

Name of the program or project: Upgrading Playground to Encourage Additional and Broader Uses
Proposed project:
We are requesting ninety thousand dollars ($90,000.00) for this new project to:
1. Expand the types of equipment for our outdoor playground area to include game-based
playground equipment and creative learning stations.
2. Replace/repair existing equipment for our outdoor playground area.
3. Create wellness walking paths with interpretative displays highlighting our desert environment,
culture, and history.
This project is central to our continuous improvement program that ensures the park is user-friendly,
encourages our community to take care of our environment, and expands the park’s capacity to offer
more community wellness opportunities.
a) Perceived need and explain how the proposal will address that need.
Updating and upgrading our park playground area will address several issues:
• Ensuring Safety – current equipment is aged and has safety concerns such as “strangle holds”
due to original equipment design.
• Providing ADA Compliant Access – to the extent possible, our goal is to provide accessible
equipment.
• Appealing to Residents -- current equipment is worn and no longer visually appealing. New
state-of the-art equipment is visually appealing and stimulating, provides learning opportunities
for the users, and is designed for safety.
• Increasing Usage of Park – by developing wellness opportunities in the redesign, we will attract
users and increase overall community well-being. A redesigned and user-friendly park will draw
new organizational users to take advantage of the expanded playground equipment and
wellness walking paths in their educational and campout events.
• Educating citizens on natural environment -- Expand participation in responsible use and
protection of the natural environment.
The Kiwanis Club of New River takes its stewardship responsibilities seriously and desires to have a
Park that is in top-notch condition, is safe, and encourages all New River and surrounding Daisy
Mountain area residents to come and enjoy the facilities. Our only source of funding is donations
and grants.
b) Describe the population who will benefit from the proposal if approved.
The 80-acre New River Kiwanis Community Park has served our rural desert residential community
for the past 20 years. Approximately 30,000 residents (excluding the private development that has
their own private park) live within eight miles of the Park and approximately one-quarter of them
are youth under 18 years old.

Community parks are vital in rural communities such as ours. There are no free facilities within 25
miles of the Park which makes it imperative that we upgrade and add equipment to serve our
community – families with toddlers, school age children (K-12), youth groups, and religious groups.
c) Budget of the requested funds - Total - $90,000.00

but may offer more as needed for installation
• Foothills Focus – local newspaper publicity to recruit volunteers and park users
• Teen Challenge – volunteers as needed
• Boy Scouts and Cub Scouts – volunteers and possible Eagle Scout projects to enhance the park
• Jake Rice Foundation – provides funds from their annual rodeo event held at the park
We have park volunteer work days scheduled for at least one day a month. If we are awarded this
grant, we would use those days to implement this project. We have two volunteer staff and regularly
have about 15 volunteers show up for work days. Our local Home Depot will help with any supplies
that we may need. The Boy Scouts and Cub Scouts regularly do service projects in the park. We have a
Key Club whose members do service projects.

g) Indicate which priority area (from the above list) the proposal falls under.
a. Health Care - With these improvements to our Park’s playground area, we will be able to expand
our programs that empower and promote community members (particularly those with
children) to take personal responsibility of their own health. The New River area needs a place
where children can play safely. Play is the key to physical, mental, intellectual, and social well
being of children.
b. Education - Game-based playground equipment and creative learning stations are a fun way to
increase learning on the playground. Games like tic-tac-toe and puzzles focus on problem
solving, while oversized blocks and ring toss games develop motor skills. Playground equipment
built primarily for physical play can also provide a learning experience for children. Free play on
these types of structures gives children a safe opportunity to learn about the excitement of
tackling new challenges and exploring new ground. Navigating play structures like climbers,
balancers, and slides helps young children develop their coordination and refine their motor
skills. The skills they learn through physical play are also valuable to their social development as
physically-oriented playground equipment encourages socialization and empathy. As children
play together on structures like see-saws and merry-go-rounds, they must learn how to share
equipment and cooperate in order to succeed together. Like pretend play, this helps children
develop their problem solving skills as they must learn how to work together.
c. Cultural & Environmental Development and Protection - With the playground area and wellness
walking area within the 80-acre desert park, we plan to have interpretative displays that
encourage community members to protect the natural resources. Having these improvements
Page 3 of 4

will also give our boy scouts, girl scouts, school groups and other community volunteers the
ability to use their land stewardship skills.
h) Name of the city, town, or county an agreement will be made with if funds are granted. A letter from
the governmental entity acknowledging its agreement to work with the non-profit is not necessary for
the initial proposal. However, it is necessary for those non-profits selected to receive grant funding.
The agreement will be with Maricopa County. The park is owned by the county and managed by our
Kiwanis Club of New River (a non-profit 501(c)(3)) organization to provide government services for the
benefit of the public. The Club has an agreement to manage the county park in New River (New River
Kiwanis Community Park) since signing an agreement with Maricopa County in 1988. The Club
provides this management with volunteers and no county funding.

RE: 2017 Tohono O’odham Nation Request For Proposals for the Arizona Revised
Statute 5-601-02 12% Gaming Distribution
Dear Chairman Manuel:
As the Maricopa County District 3 Supervisor, I am pleased to support the Kiwanis of New
River “Upgrading Playground to Encourage Additional and Broader Uses” grant application
for the Tohono O’odham Nation Arizona Gaming Distribution Grant. The Kiwanis of New
River organization has a great history of serving the community and children of New River,
Arizona through sponsored events, service projects, and park maintenance.
As the Supervisor representing the area, I can say that the Kiwanis club continues to look for
opportunities to improve the park so that it may better serve the surrounding community
through playground equipment replacement, the creation of learning stations for children,
and the development of a wellness walking path around the park. If awarded, this grant will
help to promote opportunities for residents to live healthier lives, learn about the area’s
natural resources, and become better land stewards.
I am pleased to support this County Park Improvement for Community Health and Wellness
project. It will build on the progress that the Kiwanis of New River Club has made to
promote recreational, educational, and stewardship activities. This will encourage and
support physical fitness and will assist in improving the overall health of our community.
Respectfully,
