Case #: S2016030
Supervisor District: 2
Applicant/Owner: James A. Loftis, Everatt Alan Group / Connard W. Dillon & Sharon A.
Sjulstad
Request: Resolution relocating a drainage easement within Lot 31 of Granite Mountain
Ranch Unit 1 subdivision
Site Location: APN 219-40-095 (14033 E. Milton Ct. Scottsdale AZ 85262)
Site Size: Approx. 2.17 ac. (94,549 sq. ft.)
County Island Status: No
Additional Comments: Granite Mountain Ranch is a single-family residential subdivision of
one acre plus lots in the Rural-43 RUPD zoning district (ref.: Z2013029). The RUPD zoning
limits development within a disturbance envelope for each lot established with an
engineered grading and drainage plan for all development required prior to ground
disturbance. The subdivision plat (ref.: S2000069) was recorded in Book 544, Page 41,
MCR on 10/12/2000. The subdivision development does not include any drainage
infrastructure, but rather was intended for perimeter of large lots and drainage ways to be
maintained in as near a natural state as possible so that stormwater flows maintain historic
patterns. There is a Drainage Easement illustrated along Lot 31’s street frontage and in the
southern/southwestern third of the lot. As proposed, the drainage easement will be
redelineated to remove approx. 0.17 acres from the north end of this drainage easement in
the southwestern portion of the lot. There is a slight discrepancy in the surveyed angle of
the northern boundary of the existing easement but this will be remedied with the
redelineation. The easement will enter and exit the lot in the same locations. The
redelination will result in a large disturbance envelope for the lot. There is a pending
construction permit B201601811 for a casita with attached RV garage and covered patio.
Drainage improvements will be relocated and completed in conjunction with the permit. (C-

$2,372,075, carrying over Grant Fund revenue balance of $551,226 on five (5) previously
accepted awards. On the new awards, indirect costs on eligible expenditures are estimated
to be $256,361 with $20,141 recoverable and $236,220 unrecoverable.
