Introduction
Northwest Woodland Services, Inc. (NWWS) started business on April 6th, 1985 in
the unique field of Trail Construction to the present 2017. For a total of 31.5
years. NVVWS has had an Arizona Contractors License since 2004.
Relevant Trail Projects & Locations
NVVWS has worked in and around the Phoenix Valley performing trail
construction, trail design, trail consulting, & trail maintenance each year
beginning in 2004 until 2017. NVVWS has also worked with local volunteer groups
and taught trail maintenance classes. Generally, NVVWS begins work in
November and ends work in June. We stay in local RV parks. Other times of the
year, our trail work takes us to 11 of the Western United States to include Hawaii.
Working on National Forest Service trail projects, City's, County's and Private
Land Owners, like the Lawrence S Rockefeller (Estate) in the Grand Teton NP.
One of our strong points is our knowledge and ability to be mobile, and our
understanding and use of most of the specialized trail equipment which helps
reduce man power hours and costs. These savings help bring our bid prices
down.
NVVVVS understands the importance of a "TEAM" concept when it comes to any
type of trail project, whether it is design, maintenance, or construction. Our
business card shows this belief as we try to market our services to others.
In Arizona NWWS has partnered with Landscape Architects, hired and managed
the work of subcontractors. Below is our list of the Cities and Agencies we have
worked for in the Phoenix Valley.
1. Maricopa County Parks & Recreation - every year since 2007 working on the
Maricopa County Regional Trail & Sun Circle Trail. Many segments assigned
each year.
2. City of Scottsdale -4 trail projects over 3 years
3. City of Peoria - Since 2008 to present over 12 projects
4. Town of Cave Creek -3 trail projects
5. Town of Fountain Hills - 4 trail projects
6. Many HOA's in the valley performing trail design, construction, & maintenance
pg 1
Prior Experience
1. Maricopa County Parks & Recreation - John Rose - Trail Manager (Present)
- Chris Coover - Trail Manager (Retired)
NWWS was hired in 2007 to help construct both the Regional Trail System and
the Sun Circle Trail System. Since 2007 Maricopa County has hired N1NWS (each
year to 2017). NWWS is assigned 8 to 12 trail projects (Task Orders) each year.
(See below) When the Regional Trail is completed it will be over 300 miles in
length. NWVVS is very proud to be the "only" contractor to date given this very
important trail construction challenge and honor.
Scope of Work - Year 2007 (Schedule of projects) taken from my files.
Provide design phase assistance and complete construction services
Maricopa Trail Segment 18 (4.11 miles) new 4 feet tread
Maricopa Trail Segment 16 (3.98 miles) new 4 feet tread
Maricopa Trail Segment 15 Signage & posts (4.3 miles)
Maricopa/Sun Circle Trail Segment 7 and Signage (apprx.) 13.5 miles)
Sun Circle Trail Segment 2 Signage (approximately 39 miles)
Years 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, & 2016 are all similar (above)
in the amount and type of work N1NWS has been asked to perform. This year in
2017 NVVWS is tasked to construct 15 miles of trail on the North Tonto NF. Install
10 gates throughout the trail system. Other work in the past has included -
ATV/Hiker/Horse Gate installation - Obliteration (scarify) social and jeep trails
(miles) - Reroute trails - Fence repair & installation - Trail maintenance (miles +
miles). Some years NINWS has performed Trail maintenance on 20 miles of trails.
Note: All work has been accomplished by myself and 2 trail workers, with the
help of specialized trail equipment. Equipment includes mini-excavators
(attachments - hydraulic rock hammer & post hole auger), Sweco dozer 4ft wide-
six way blade & rear ripper tines, ATV drags, brooms, & rakes, Honda power
carrier & dumper, hand held rock drills, and all necessary hand tools to perform a
quality finished trail tread that is sustainable.
N1NWS has worked as a Construction Manager at Risk (CMR), One year trail
contracts, and several JOC trail contracts.
NINWS is well aware of what the County is looking for, expects and we
understand their Trail Standards & Specifications very well.
2. Palo Alto, California - Parks & Recreation - Curt Dunn; Parks Superintendent.
The city of Palo Alto hired my firm in 2003 they have hired N1NWS every year
since that time. NVVWS has been hired on several JOC type contracts which last
for 3 years. 2014 - 2017 JOC trails project has a budget of just over $500,000.
pg 2
Prior Experience (pg 2)
Palo Alto - continued
Scope of Work: Trail Maintenance, Trail Design, Brushing & Clearing, Trail Bridge
construction, drain dip repairs, fence installation, obliterate old trails, install
gravel on new and existing trails. The city has 3 large parks/preserves that our
trail work take place on. With a total of 40 miles of trails.
3. City of Scottsdale - Scott Hamilton - Trail Planner
N1NWS bid and constructed 4 separate trail projects during the years of 2004,
2005, & 2006. Scottsdale was the beginning of our adventures in Arizona.
Scope of Work:
All trail work took place in the McDowell Sonoran Preserve which included new
trail construction trail tread 4 feet wide. Helping with ideas on trail locations and
wash crossings. NWWS used 1 mini-excavator and 3 men. Other trail structures
included drain dips, switchbacks, climbing turns, and wash crossing
construction. Add-on work included scarifying 1 mile of old jeep trail.
Obliteration of a social trail, and hand construction of a section of trail going to a
peak (view) area. Installation of 2 rock benches - all work took place in the back
country throughout the preserve.
(Total miles of trail construction was 16)
4. City of Peoria - Kirk Haines - Park Manager (moved) to Avondale, AZ
NINWS years worked: 2008 through 2015 (hired each year.)
First 3 years NVVWS was hired to design and construct Mountain Trails in 3 HOA
hillside preserves. (Now Parks)
1st Sunrise Trail -4 mile 4ft wide new trail construction hiker specific. The city
did not want to encourage Mt Bike use on this trail. Trail features included the
typical, vegetation removal, rock retaining walls, wash crossings, drain dips,
switchbacks, and outsloping the tread.
2nd WestWing - 4.5 mile 2ft wide "hand constructed" trail the city wanted to
NWWS to design this trail to discourage Mt Bike use. Same structures as above.
3rd Calderwood Butte a 2 mile 30" tread was constructed using a Bobcat 411
mini-excavator with a (rock hammer) hydraulic attachment. This machine is only
27" in width.
In other years Peoria hired N1NWS to do trail maintenance on all the above trails,
and heavy trail reconstruction & maintenance at EastWing Mt Preserve a 2 mile
hiker only trail. NINVVS also installed bench's, marker & posts on all city trails
above, one Decomposed Granite (DG) trail in a city park. Plus the
obliteration/scarifying old jeep trails. Filled in an old dangerous Mine.
5. Phoenix - Jarod Rogers - Landscape Architect
Deems Hills Preserve - NWWS was hired to construct a 4 foot wide multiuse trail
at a length of 8 miles. The city had pre-designed this trail system and
downloaded the coordinates onto NININS's GPS. Trail work included
construction of the trail, drain dips, intersections, talus (rubble rock) sections,
pg 3
Prior Experience (pg 3)
Phoenix - continued
climbing turns, switchbacks, & outsloping of tread. Add-on work was the
installation of 50 trail marker posts drilled in the ground and put in concrete. A
section of jeep trail obliteration, and in a flat area a social trail obliteration.
6. Town of Fountain Hills - Mark Mayer - Director of Community Services
Scope of Work: NVVWS was asked to assess several trails in an HOA that a
private developer designed and built (bad) trails. The trails had failed in several
locations and NWWS was asked to repair and reroute these section to a better
sustainable standard. Fountain Hills hired NWWS for 2 seasons. A second
project was to design and construct a new trail system 1 mile in length - on
mountainous terrain before a future housing development was to take place.
Cost & timeline of our past trail projects
Varies depending on size of trail project: $25,000 to $600,000.
Very Important - N1NWS has never went over budget and finished all its projects
for the last 31.5 years ON TIME. I am very proud of this achievement.
Average cost p/project: has been around $25,000 to $100,000
Average timeline: This varies greatly form a 30 day limit to others like this JOC for
3 years.
Annual amount of projects: Depending on size it has been between 5 to 20.
Projects no matter the size or amount have always been finished on time and on
budget.
Note: Dennis Smith (president) of NWWS has directed all below.
Schedule of Projects Permits if necessary
Budgeting of Projects Meetings with Owners
Hiring of employers Material Gathering
Hiring of Sub-contractors Equipment purchases
Services that NVV1NS provides:
Trail Design, GPS location & Mapping Trail Construction
Trail Maintenance Trial Obliteration
Fence installation & repair Trail Bridge build & repair
Note: N1NWS has worked on and completed each type of work asked for in
Addendum #1 Work Task Questionnaire. We feel confident, capable, and
comfortable with our skills level to perform all the above mentioned trail work.
Design Phase-Trail Location: For this cost I usually charge on an hourly/day rate
or if agreeable I charge by the linear foot for a guaranteed price amont. I have
learned many ways to design trails that are at a huge cost savings to the owners.
Generally it is myself or only 1 other. I talk with the owner representatives, gather
their info and insight, look at maps, use a gps, google earth, and definitely use a
pg 4
Prior Experience (pg 4)
Design Phase continued
Clinometer. If the project required it, I have hired Landscape Architect firms, and
Cultural Resource firms in the past.
Note: Design phase constructability reviews, system reviews: I generally ask the
owners who they would like me to hire first. Or at least obtain 3 bids.
Keeping a project in budget is an ongoing process - day to day. This is a must. It
starts with being on the job site each day, training, having the properly trained
personnel, properly maintained equipment & tools. Properly overseeing the
entire trail project. Finding problems before they have a chance to develop.
Several times working for Maricopa County I have saved the County $1,000's in
several of the JOC's I been involved with. This is a goal that can be
accomplished and should be strived for on a regular basis. It requires open
communications between the two parties and having regular meetings with the
Trail Manager, employees, subs, and consultants.
Change Orders: Always have them in writing and signed. Be fair about the cost
and negotiate it with the owner.
Acceptable construction quality: is only obtained with a good knowledge of the
owners "specification & standards" that are provided. Of course the contractors
desire to make this come about is also very important for quality.
Timeline: Explained earlier (pg 3)
Problem solving: Communication, meetings and over site. Stop them now!
Firms claims: Never had a claim in 31.5 years, I have paid everyone on-time and
the full amount agreed upon in writing.
Interaction between all parties: First I'd like to say I look at a trail project as a
reflection of who I am and what I want others to see in me. So generally I go out
of my way to help those I work for and help my sub's and professionals as much
as possible. I love trail work and wish to use those I hire (other times) in the
future. I never look at a project as a ONE time project. I hope I'll be asked to
come back and do more trail work for an agency. My Team understand this.
Client References: Please see my reference sheet (attached)
N1NWS has worked as a CMAR, & JOC and many "single" timeline contracts.

Rick Higgins - since 2013
Foreman - Mini-Ex and Dozer operator
Chainsaw, hand tools, ATV, Motorcycle, GPS, Layout Trails
Bryan O'Byrne - off and on since 1985
Chainsaw, hand tools, ATV, motorcycle.
I have to say that Bryan is the best man "finishing" with hand tools, the trail tread,
it's backslopes, he helps make a trail look "shinny" once completed.
Both Rick and Bryan have worked on JOC's with me in Arizona, California,
Oregon, & Washington. They are very knowledgeable and make a lot of my
projects better and help costs with their work ethics and production skill level.
Resumes: for Dennis, Rick, and Bryan see sheet "attached"
At present both Rick and Bryan are available to work once again for me this year.
Rick lives in Prescott, and Bryan is in Oregon (only a phone call and 2 day drive).
Both can work for me all year long and into the foreseeable future.
Bryan & Rick have worked together many times - Most recent was for 2 months in
Tucson on a private landowners project. (8 miles of Horse & Mountain Bike trails)
If a subcontractor is needed I have one I know well, in Idaho that has an Arizona
Contractors License. I have used him on several projects here in the valley over
the years. Name is Bonner Brumley - Trail Ace, Inc. We have been friends for
many years.
Note: Myself, Bryan, and Bonner are all close friends, and belong to the
Professional Trailbuilders Association. see resume (attached)
All my men above have worked several times on most of my projects mentioned
in this proposal and many others. Please note: I only listed 6 projects and in 31.5
years have completed 100's of similar trail projects.
pg 6
Subcontractor selection plan
I require a minimum of 10 years trail experience. I will never hire a subcontractor
unless I've personally seen their trail project work. We are a special group of
people in a unique field, that many people know nothing about. With that said it
still requires, the right skills, desire to provide a quality product at a fair price,
and the thinking & understanding that every trail project is the most important
project you are working on. Size does not matter. These are the type of
subcontractors I "only" will hire.
Minimum qualified subcontractors plan:
I stated earlier that I belonged to an Association called: Professional
Trailbuilders. They have over 100 members in the USA and Canada. We preach
and teach trail design, trail construction/methods, and equipment. PTBA has a
conference every year since it's conception in 1980. From this association I
know about 1/2 of the members and of this I would subcontract only with about
10 companies.
Years: It's not the years it's the number of trail projects I have subcontracted with
these companies. In our field no two trail contractors work an entire year
together. Just projects that need help.
Trail Ace: over 15 trail projects
Hawk Enterprises: over 20 trail projects
Cascade Trails: over 10 trail projects
Yakima Construction: 3 trail projects
Don Hayes Construction: 2 trail projects
Project Management Plan
If awarded this JOC the plan would be to make available all the above project
team mentioned. NWVVS if very confident it can and will provide excellent service
for a far price.
In the past I have provided a "fixed price" using (3) price descriptions.
A. Easy terrain projects
B. Moderated terrain projects
C. Difficult terrain projects.
The items you look for are: 1) Rocks (size and amount) in the trail corridor & flag
line. 2) Sideslope (steepness) the steeper the more volume of excavation & work.
3) Vegetation: light or heavy. 4) Distance to job site (large county).
Once this is established I discuss this with the Trail Manager and together we
come to an agreeable price.
pg 7
Project Management Plan (pg 2)
Reviews:
Daily inspections of the work by myself or one of my employees is a must. At
least 3 days to a week for reviews to my subcontractors if any are used. This is
necessary for good construction and keeping the work on tract with the
standards and specifications. Systems are largely seeing what methods and
tools are working best. Being on the job site helps the project stay on time.
Value-added-engineering is on an as needed basis. We rarely use engineer
services, usually for a road crossing or bridges. If needed: Use an Engineer.
Communication: I would have to say this is about the most important factor in
keeping and maintaining a trail project moving along smoothly. Without all
parties (willing) to keep the communication doors open, it becomes very
frustrating, time consuming, and hurts costs. No more than 24 hours should go
by for one reply or receiving a reply from others. Whether by texting, emailing, or
phone.
NWWS is used to a maximum guaranteed price. In this type of contract it is
critical the price is correct and the project is completed on time. Most of my trail
projects over the 31.5 years have been Bonded. I always look at each trail project
first hand on site visit, to see what type of conditions exist in the boundary's that
the trail will be constructed in. Or if it is a trail maintenance project seeing and
understanding what it will take to do the repairs is a must. Investigating materials
costs (fencing). etc. Costs of permits? Doing this research will provide for a
more accurate max price. Years of understanding trail work and timelines helps
tremendously.
Procedures to select a subcontractor: I think I covered this above. As I
mentioned in the trail building field only a few companies exist that I feel
comfortable in hiring. Please refer to that list above in this proposal.
Since I've been working in Maricopa County since 2004 I have knowledge of many
material companies. (Google makes this much easier). I will also ask the Trail
Manager about materials they know and like. I know several Landscape Architect
firms who help design trail master plans. If needed to hire a firm or material
vendor, I will seek out several bids and ask for proposals before I decide who I
hire or purchase from. Before all purchase I will discuss the prices with the Trail
manager.
Example (today) I contacted (3) welding company's, fence company's, concrete
company's, & paint company's, all in Maricopa County for a project I'm currently
working on, and as I write this proposal. Plus I worked all day on a mini-
excavator. This is my life for over 30 years it feels normal.
In addition: Current local construction market material supply/cost forecasting
ability. I'll use my crystal ball. (ha) Seriously, currently the economy looks stable.
I don't see the last down turn happening again soon. Generally one can "guess"
for a 4% increase of materials on an annual basis.
pg 8
Budget and Scope Management Capability
On my laptop I use Quicken Books program. It's a very sophisticated and helpful
program to keep me up to date on my companies costs and budgets. Myself and my
employee's have RV's so we can travel and be able to work in 11 states in the Western
United States. An RV is economically priced and the RV parks are much more
reasonable than a motel or apartment.
All my trail tools, trucks, RV's, atv's, motorcycles, mini-excavators, dozers, dumpers,
loaders, welders, & other are all (paid) for. I only rent a piece of equipment for a small
one time need. For this project all my workers, equipment/tools, & service would be
100% available. With over 30 years my firm is financially sound and in good health.
Team Approach Capability
NWWS - Trail Team combined together for this proposal we bring over 84.5 years of trail
related experience. This Team is very well trained - working with "large" agencies & their
personnel. All of us in the past have worked with Design Professional Consultants
throughout the Western USA. Whether it be with City, County, State, or Federal agencies
we all have had vast experience working as a Team and with other Teams over the years.
We all strive to bring a Team approach to projects we have been awarded. Since starting
in 2007 working on the Maricopa County Regional Trail & Sun Circle Trail and working for
other agencies in the Phoenix Valley - combined this Team has 15 years experience.
Each member of this Team also understand Maricopa County's (Trail Standards &
Specifications). Mentioned earlier in this proposal I stated that I have worked with
several Professional Design Consultant Firms in the Valley. (Please see Resumes).
Please see attached (Letter of Recommendation) to help explain our excellence in
functioning in a Team Approach environment.
Expedited Completion of Project
Practices & Procedures I propose: Our first object would be to start on time, once the
NTP has been given. Second objective/goal is finishing before and on budget before the
deadline to finish date is reached. In the past many projects have had a written ending
date. With the statement that each day over that timeline with cost NVVVVS (X) amount of
dollars$ per day that it runs over.
Never have we had to pay this amount. Saving time is about using a daily system to
keep track of the project schedule. Communicating this with the my Team. Keeping our
equipment and tools well maintained and in good working condition is a must. Having
many meetings on a regular basis and not taking on other trail projects outside of the
"one" project we are currently working on. Lastly - Our skill level in creating a
productive working environment comes with years of experience and understanding
what it requires to chisel out and construct a quality trail end product. Knowing it will
provide joy to many and last for generations.
Describe the resources: All our equipment & resources NWWS would be available if
awarded this JOC. If necessary NVVWS can be available 12 months of the year. With
that said we all understand how "hot" Arizona becomes in the summer months, we have
not had to work here during that time period.

Date of Completion: Each year since 2007 thru 2017
Description: Since 2007 NWWS is very proud to state the I am the only "trail
contractor" that Maricopa County Parks & Recreation Dept. has hired to help in the
construction phase of this great and unique Regional Trail System. The county had
envisioned this trail system since 1987 (I believe) and implemented the construction
phase in 2007.
Together as a Team with Maricopa County we have designed and constructed
many-many segments of this trail system. To date the longest and continuous trail
segment begins in Spur Cross Conservation Area in Cave Creek and continues SW all
the way to Buckeye. By May of this year (2017) trail work will leave Spur Cross going
NE then S through theTonto NF, Scottsdale (Sonoran Preserve) to McDowell Regional
Park and back into the Sonoran Preserve. Other segments of trail we've constructed
are at Usery Park, SanTan Park, South Mountain Park (Phoenix) & Estrella Park &
White Tanks Park. Not to even mention all the City's the Sun Circle trail now travels
through. It certainly goes without say my firm is very proud to say it was asked and
trusted to perform all this work in only 10 winter seasons in Arizona, for Maricopa
County Parks. The single largest factor in getting all this work completed is the hard
work and help by John Rose and Chris Coover. Lastly I've been asked to obtain and
purchase many city permits throughout the valley. Can't even remember all the Gates,
fences, wash crossings, marker posts/signs NVVWS have installed, and the (garbage)
that we've all (County Trail Manager) have collected along the way.

Owner's Bid # or Project #: All their contracts starting in 2008 last contract in 2015
Date of Completion: NVVWS has performed on single year contracts and JOC
contracts with Peoria. We finish all projects on time and on budget.
Description: Designed (new) over 10 miles of (Hiker only) trail systems in Sunrise
Preserve, Westwing Park, & Calderwood Park. Curt Haines and their Landscape
Architect heard about my work in the valley and contacted me. That lead into the
many years of service NWWS provided to the city. NWWS constructed their trails,
installed post/trail markers, drain dips, performed trail maintenance over the years
along with one other park (Eastwing). At one of their Trail Heads NWWS designed &
constructed a Decomposed Granite trail.
Expedited Completion time high-priority areas:
In the past many trail projects have had a "high-priority" area. These have been mainly
due to the concerns of wildlife habitat during reproduction of their young, including fish.
We have also had trail projects that were concerned about endangered
plants/vegetation. N1NVVS has also had contracts to help bring in and populate all of the
above with the exception of fish.
We understand the needs and challenges of trail work, and have worked on many
projects that require a short window to complete the work, and we feel confident in our
ability and dedication to work & perform.
Final Statement
Note: I have read this entire RFQ and state that if Awarded this JOC, I would accept
everything written inside of it. I promise to work well with the Trail Manager and all of
Maricopa County employee's. It is my strong wish & desire to continue to work for
Maricopa County Parks & Recreation on this great Regional Trail. It's a one of a kind not
just in Arizona but in the United States.
NVVWS has a strong passion & love for helping & working on "mountain trails" all over
this beautiful Western United States. Our trail projects have taken us from Oregon to
Washington, California, Hawaii, Nevada, Idaho, Montana, Wyoming, Colorado, Utah, and
of course Arizona. NWVVS has had several trail projects on the Pacific Crest Trail and the
Continental Divide Trail.

To Whom It May Concern
I have had the pleasure of working with Northwest Woodland Services, Inc_ for more
than seven years on a variety of projects, ranging from constructing mountain trod
without a pre-planned tayout, to installing signage along the mountain trails, to installing
concrete benches on top of mountainous terrain, to performing routine and nonrouline
maintenance along the mourrtain trail system. We have also requested service to install
stabilized decomposed granite paths within neighborhood parka which efirninated a
potential hazardous condition_
Through it all. I marvel at the sialfut ability to create a hiking -experience" by utilizing the
natural terrain and mountainous features that have unique interest points to for
experienced and non-experienced hikers. Mountain trail construction is both technical
and artistic by nature. Northwest Woodland Services {NM) is able to combine both skull
sets that provides an exceptional product for our trail participants.
I have founidl NWS to be very creative in their thinking and problern-sotving techniques,
and innovative to -take very complex scenarious and break it down into smaller parts
and provide viable alternatives to help resolves issues or conflicts that may arise. The
staff are very customer service oriented and 1 receive positive feedback from our
citizens that use our trail system about how engaging and informative NWS is whde
performing their work. NWS becomes an extension of our City of Peoria team by
providing thoughful, courteous and respectful and professional communication t o
citizens.
I can enthusiastically recommend Northwest Woodland Services to any agency or
employer based on their profeakinaRsm, valued pricing, and outstanding quality
service.
