Maricopa County Sheriff’s Office Application for HSIP Grant Funds January 16, 2014 Arizona Department of Transportation (ADOT) Traffic and Criminal Software (TRaCS) Purpose The Maricopa County Sheriff’s Office (MCSO) is requesting $83,600 in HSIP grant funds from ADOT for implementation of TRaCS. This electronic ticketing application will increase office efficiency by automating the citation process. Tickets and traffic accident information will be electronically transmitted to ADOT and Maricopa County Justice Courts which eliminates duplicate data entry for both agencies. In addition, the system provides a mechanism for collecting data required by the Arizona Superior Court in the Melendres Injunction. Scope Grant funds will be utilized to complete an interface between TRaCS and MCSO’s Records Management System (RMS). Approximately $50k will be expended for the RMS vendor, Intergraph, to develop the software interface that will allow data to be shared between the two systems. The remaining monies ($33,600) will fund overtime for deputies who are assisting in the development of automated workflows and configuration of the system. The deputies will also coordinate and conduct training as the application is implemented. The accelerated timeline for this project requires assistance beyond that allowed by normal work schedules. Measurement Phase 1 includes system configuration and completion of a pilot within the office. The application and related hardware will be installed in approximately 30 vehicles as a pilot to ensure that the software works as intended and to address any issues. This phase will be completed by March 31st, 2014. Phase 2 will consist of implementation of the program in the remaining patrol cars, approximately 220 vehicles. This phase will be completed by June 30, 2014. The number of tickets written by MCSO for the past several years approximates the following: 2013 – 19,910 2012 – 15,467 2011 – 16,164 The software will not only automate the issuance of 17k citations, on average, annually, but will also allow more efficient collection of traffic accident data.
