This CMS provides the citizens of Maricopa County a modern web presence that is compatible across all mobile device types (phones, tablets) and streamlines access to key information and services provided by the County. The CMS also allows for decentralizing website content maintenance giving individual County departments the flexibility to update their website as needed without IT support. However, the RFP was withdrawn due to a combination of issues, notably a lack of clarity around one-time implementation and migration costs, and a broader strategic realization that a simple CMS replacement may not meet long-term objectives for the County. This procurement is considered competition impracticable due to the need for continuity of service during a critical period leading up to the April 2026 web accessibility compliance deadline. A change in platform would require significant resource investment in data migration, integration testing, staff training, and resident experience reconfiguration—all of which would conflict with the accessibility compliance timeline. Additionally, Enterprise Technology & Innovation (ETI) and the Office of Communications (OOC) plan to conduct research during this extension window to reframe the County’s web strategy. The extended CivicPlus contract ensures service stability while allowing time for this strategic reassessment, including time to better understand cost implications associated with the potential change of CMS provider so ETI and OOC can make the appropriate and informed budget request to County leadership. A change in platform would require significant resource investment in data migration, integration testing, staff training, and resident experience reconfiguration—all of which would conflict with the accessibility compliance timeline. Operational costs for the current CivicPlus platform are budgeted in ETI’s operational costs each year, so this CI is budget neutral. The two year agreement would take us through April 2028.
