CRISMON PARK MODELS (Supervisorial District: 2) Case #: SU250033 Applicant and Owner: Ashley Marsh, Gammage & Burnham / 201 South Crismon, LLC Request: Modification of Conditions to a Special Use Permit (SUP) for an RV park in the R1-8 zoning district to allow park models Site Location: Generally located approx. ¼ mile north of the NEC of Crismon Rd. & Broadway Rd. in the east Mesa area Commission Recommendation: On 3/5/26, the Commission voted 6-0 (motion by Vice Chair Hernandez, D5, seconded by Commissioner Rochwalik, D3) to adopt a motion recommending the Board of Supervisors approve SU250033 subject to conditions ‘a’ – ‘i’: a. Development of the site shall be in substantial conformance with the Plan of Development entitled “Desert Village South RV Park,” consisting of four sheets, dated February 1, 1996, and stamped received May 22, 1996; and with the modified Site Plan entitled “201 S. Crismon Road SU250033 SUP Modification of Conditions – Site Plan,” consisting of three sheets, dated January 15, 2026, and stamped received January 15, 2026; except as further modified by the following conditions. b. Development of the site shall be in substantial conformance with the Narrative Report entitled “Desert Village South RV Park,” dated May 22, 1996; and with the modified Narrative Report entitled “201 S. Crismon Road Special Use Permit Modification of Conditions Application Narrative,” consisting of 9 pages, dated February 24, 2026, and stamped received February 24, 2026; except as further modified by the following conditions. c. The following Planning Engineering Conditions shall apply: 1. Engineering review of planning and/or zoning cases is for conceptual design only. All development and engineering design shall be in conformance with the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; and current engineering policies, standards and best practices at the time of application for construction. 2. Detailed Grading and Drainage (Infrastructure) Plans will be required with the submission of building permit(s). Any existing retention must be preserved. The Grading and Drainage Plans must be prepared by a Civil Engineer licensed in the State of Arizona. d. “No parking” signs shall be installed on the interior streets according to MCDOT standards. e. The applicant or property owner(s) shall dedicate additional right-of-way via map of dedication or separate instrument to provide a total half width of 55 feet for Crismon Road within one (1) year of the approval of the modified conditions by the Board of Supervisors, or as required by MCDOT Planning (MCDOTPlanning@maricopa.gov). f. The following SUP development standards shall apply: 1. Travel trailer or RV spaces shall be no closer than 10 feet to perimeter streets. 2. Solid screening shall not be required along the north and east lot lines. g. The applicant shall obtain the necessary permit(s) from MCDOT for the encroachment of an existing sign in the right-of-way within one (1) year of the approval of the modified conditions by the Board of Supervisors, or as required by MCDOT Planning (MCDOTPlanning@maricopa.gov). h. Major changes to this Special Use with regard to use and intensity must be processed as a revised application with approval by the Board of Supervisors upon recommendation of the Commission. Minor changes to the Special Use may be administratively approved by the Planning Division of the Department of Planning and Development. i. Noncompliance with the conditions of approval will be treated as a violation in accordance with the Maricopa County Zoning Ordinance. 6. DEANNEXATION FROM CITY OF MESA TO MARICOPA COUNTY (Supervisorial District: 2) Pursuant to A.R.S. § 9-471.03 convene the scheduled public hearing regarding the de-annexing road right-of-way from City of Mesa jurisdiction to Maricopa County. Right-of-way location: SW corner Brown RD and Crismon RD. Supervisory District No. 2. The Board of Supervisors determined at a public hearing on February 25, 2026 that such action would be in the public interest and has complied with the additional requirements of A.R.S. § 9-471.03. If approved, the Board of Supervisors: 1. Orders that the public right-of-way be returned as specified in City of Mesa of Ordinance No. 5999 returning the public right-of-way to Maricopa County. 2. Pursuant to ARS § 9-471.02, directs the Clerk of the Board to notify the City of Mesa that the Board of Supervisors order regarding the de-annexation of the public right-of-way was approved, and 3. Directs the Clerk of the Board to certify a copy of the order of the Board and file it for record in the Office of the County Recorder. Legal description of the roadway being de-annexed, identified as Exhibit "A", is attached. MCDOT Analysis: This roadway (Crismon Road) provides regional connectivity as a principal arterial roadway. Development directly fronts this roadway and improvements by the developer to this roadway necessitate additional right of way to ensure public safety. The Board action will result to add .0002 square miles to County ownership and enable the County to assume responsibility for road maintenance. Financial Status: Cost of the roadway development falls to the developer with no initial cost to Maricopa County. Cost of maintenance moving forward is typical of roadway maintenance cost and will be the responsibility of Maricopa County. 17. AGREEMENT WITH THE STATE OF ARIZONA THROUGH ITS DEPARTMENT OF PUBLIC SAFETY FOR ANTI HUMAN TRAFFICKING (50DPSAHT) - FY2026 FUNDING Retroactively approve the Agreement and acceptance of grant funds to the Sheriff’s Office from the Arizona Department of Public Safety (AZDPS), Anti Human Trafficking (50DPSAHT) under Agreement Number 2025-294 in the amount of $396,072.50 for the award period that is retroactive to July 1, 2025, and terminates June 30, 2026. This Agreement can be terminated by any of the parties by written notice to the other parties thirty (30) business days prior to termination. This is the first time this funding has been awarded to the Sheriff’s Office. There is no match requirement. The Sheriff’s Office indirect cost rate for FY26 is 27.66% which is applicable to the award amount of $43,000 that will stay with MCSO. The calculated indirect costs of $11,893.80 will be absorbed by the General Fund. The remainder of the funding, $353,072.50, will be paid to Arizona State University for related services. These funds are not included in MCSO’s Indirect Cost Calculation. There are no future or ongoing contributions required after the grant period ends. This is not a mandated function although it supports the MCSO public safety mandate and provides a benefit to the citizens by furthering anti-trafficking efforts and increasing law enforcement response to human sex trafficking incidents. This is a competitive award. The Maricopa County Sheriff’s Office is one of several local law enforcement agencies in the Phoenix metro area that participate in this effort. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This funding provides contracted special education consulting services for staff training and IDEA implementation along with a variety of contracted professional services for juvenile inmates. The term of this funding is from July 1, 2026, through June 30, 2027. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This funding award is re-occurring and has been awarded for last twenty-two (22) years. A cash or in-kind match is not applicable. There is no future or ongoing contribution required following termination of the grant period. The grant award is not competitively bid. The Sheriff’s Office indirect cost rate for FY2026 is 27.66%. AMENDMENT TO IGA FOR WEST VALLEY SEX TRAFFICKING TASK FORCE Approve the intergovernmental Agreement (IGA) with City of Avondale, the City of Buckeye, the City of Goodyear and Maricopa County, for and on behalf of their respective police departments or law enforcement agencies, to provide a multi-disciplinary team approach with regard to investigation, assessment, medical treatment, and prosecution of child and vulnerable sexual/physical abuse, sexual abuse of adults and domestic violence cases on behalf of the Southwest Family Advocacy Center (“Center”). Any party can withdraw from this IGA with or without cause with a 30-day notice. The City of Avondale was awarded grant funding from the Arizona Department of Emergency and Military Affairs (“DEMA”) for costs associated with programs, equipment and/or activities that reduce human trafficking, and was authorized to distribute grant funding to task force partners. Also approve acceptance of reimbursement funding for the Maricopa County Sheriff Office (MCSO) deputies (2) assigned to this task force in an amount not to exceed $74,133 which is comprised of up to $66,633 for monthly overtime and $7,500 for out of state travel for professional development and/or out of state travel for case follow up until June 30, 2027. The award is nonrecurring, non-competitive, there is no match requirement, and there are no future or ongoing contributions after the grant period ends. The Sheriff’s Office indirect cost rate for FY26 is 27.66%, applicable to the award amount of $74,133 with no capital expenses for an indirect cost base of $74,133 and indirect costs of $20,505.19. Indirect costs will be absorbed by the General Fund. This is not a mandated function although it supports the public safety mandate. The Maricopa County Sheriff’s Office is one of several local law enforcement agencies in the Phoenix metro area that participates in this effort. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. SUBRECIPIENT AGREEMENT WITH ALLIED WASTE TRANSPORTATION, INC., FEDERAL DIESEL EMISSIONS REDUCTION ACT (DERA) STATE CLEAN DIESEL GRANT PROGRAM (Supervisorial District: 3) Approve and authorize the Chair to execute a subrecipient agreement between Maricopa County and Allied Waste Transportation, Inc. to provide up to $403,920.99 in federal and state DERA sub-award funding to Allied Waste Transportation, Inc. for the replacement of one Class 8 refuse hauler. This agreement will provide up to $403,920.99 in funds to support the State Clean Diesel Grant Program and benefit air quality by replacing one 2005 diesel Class 8 refuse hauler with one 2025 zero emissions all electric Class 8 refuse hauler. Matching funds of 55% will be provided by Allied Waste Transportation, Inc. This agreement shall become effective upon execution by all parties and will be valid until September 30, 2027. The program is consistent with Maricopa County Air Quality Department’s mission “to improve the air of Maricopa County so customers, residents, and visitors can live, work, and play in a healthy environment.” This project is based in District 3, Phoenix (5353 East City North Drive) and the replacement truck will operate throughout Maricopa County. 36. FY 2026 BUDGET ADJUSTMENT FOR ITR PILOT PROGRAM Pursuant to A.R.S §42-17106(B), approve the following FY 2026 appropriation adjustments. 1. Increase the Correctional Health Services (D260) Detention Operations Fund (255) Operating (OPER) expenditure budget $600,000. 2. Decrease the Correctional Health Services (D260) Detention Operations Fund (255) CHS Graves Judgement Operating (GRV0) expenditure budget by $600,000. Correctional Health Services received a one-time appropriation for a pilot program to expand nursing staff at the Intake, Transfer and Release facility (ITR) in order to reduce inmate booking times. This program exceeded expectations as it reduced waiting times by 40%, however it was only funded for nine months. In order to continue the program for the rest of the fiscal year, surplus appropriations from GRV0 are required to provide the additional funding. These actions will have a net zero impact on the County-wide budget and do not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. AGREEMENT WITH ARIZONA PUBLIC SERVICE FOR THE APS SPECIAL CRISIS BILL ASSISTANCE PROGRAM (Supervisory District: All) Approve a revenue Agreement between Arizona Public Service Company (APS) and Maricopa County, administered by its Human Services Department (County). The purpose of this Agreement is for APS to provide the County with funding for the delivery of crisis financial utility bill assistance to eligible low-income households residing in the APS’s service territory. The Department’s Senior Services and Community Services Division (SSCRD) administers the APS Special Crisis Bill Assistance Program to eligible individuals and households in Maricopa County. APS provides the County program funds administer the Crisis Bill Assistance Program for APS’s customers in crisis, as defined in the Agreement, whose incomes are less than or equal to 200% of the Federal poverty guidelines. The Agreement is effective retroactively beginning January 1, 2026, through December 31, 2028. Funding in the amount of $600,000 for the provision of services for the first term of this agreement is made available and begins January 1, 2026, ending December 31, 2026. Cash match or in-kind is not required in the Agreement. The services provided under this Agreement are not a mandated function but provides a benefit to the citizens by providing eligible low-income residents with financial utility assistance. APS provides funding on an annual reoccurring basis for the crisis bill assistance program and reserves the right to extend or allow expiration of this Agreement into the future. APS selected to contract, through a non-competitive process, with the County because the Human Services Department Senior Services and Community Services Division provides financial utility assistance to low-income households. Receipt of the funds from APS does not require future or ongoing contributions by the County at the end of the Agreement term. This Agreement is issued through a non-competitive process, as the Human Services Department provides services to residents that are low-income. The Human Services Department indirect rate for FY2026 is 24%. The total Agreement amount is $600,000 of which $120,000 is for salaries and employee related expenses. The total estimated indirect costs are $28,800, with $28,800 being recoverable, costs will be absorbed by the Human Services Department budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR COMMUNITY ACTION SERVICES PROGRAM (Supervisorial District: All) Approve a financial Amendment No. 2 to the Intergovernmental Agreement (Agreement) between Arizona Department of Economic Security (DES) and Maricopa County, administered by its Human Services Department (County). The DES Agreement number is D125-002428. DES provides funding to the County for administration of Community Action Program (CAP) Services (Program) which provides broad-ranging programs and services in Maricopa County rural and urban areas to reduce poverty, revitalize and empower low-income communities and families and individuals to become fully self-sufficient. The Human Services Department administers the Program to provide eligible low-income residents with eviction prevention services, rent, and utility assistance. The term of the Agreement is from July 1, 2025, and ends on June 30, 2030. Funding period of availability began on State Fiscal Year (SFY) July 1, 2025, through to June 30, 2026. Funding for future fiscal year terms or current funding period increases shall be provided on an annual basis or as funding increases become available and will be awarded via Amendments to the IGA. The IGA is amended as follows in attached Amendment No. 2 to the Agreement: A. Revise Itemized Service Budgets for period of July 1, 2025, through June 30, 2026 B. Revise Reimbursement Ceiling to increase funding by $1,505,442.41, from $2,170,839.89 to total Agreement funding of $3,676,282.30. DES contracts with the County on an annual reoccurring, non-competitive basis for service delivery of the Community Action program activities. Receipt of funds from DES does not require in-kind or match funds and no future or ongoing contributions by the County are required at the end of the Agreement term. The services provided under this Agreement are not a mandated service but provide a benefit to the citizens by providing eligible low-income residents with community services which may include eviction prevention services, rent, and utility assistance. The Human Services Department approved indirect rate by the U.S. Department of Health and Human Services for FY2026 for salaries and employee related expenses is 24%. The total Agreement funding amount is now $3,676,282.30, of which $419,525.93 is for salaries and employee related expenses. The total indirect costs are $100,686.22 and are fully recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the revenues is not prohibited by the budget law. IGA WITH CITY OF TEMPE FOR WORKFORCE DEVELOPMENT AND TRAINING SERVICES (Supervisorial District: 1) Approve a revenue Intergovernmental Agreement (“Agreement”) between City of Tempe (City) and Maricopa County (County), administered by its Human Services Department. The City and the County are collectively referred to herein as the “Parties” and individually as “Party.” The purpose of the Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. Service activities shall be delivered within Escalante Community Center (Community Center) located at 2150 East Orange Street, Tempe, Arizona 85281 and within Tempe Public Library (Tempe Library) located at 3500 South Rural Road, Tempe, Arizona 85282. Two Workforce Development staff will be utilized to provide services under this Agreement, a Workforce Development Youth Career Advisor (YCA) and a Workforce Development Coordinator (WDC). The Parties shall share in the costs for the service delivery, the City Shall compensate the County for service delivery, retroactively and beginning to July 1, 2025, to June 30, 2026, in an amount not to exceed $52,199.54. The Agreement term is July 1, 2025, to June 30, 2026. The Agreement may be extended for two (2) additional one (1) year terms upon acceptance and approved by the Parties. The Agreement is entered by the Parties through a non-competitive process. Cash, match, or in-kind are not applicable. The County does not have any obligations after the Agreement term. The services provided under this Agreement are not mandated services but provide a benefit to residents in the Tempe area as residents can receive job-seeking services and local employers are assisted with filling vacancies. The Human Services Department indirect rate for FY2026, approved by the U.S. Department of Health and Human Services is 24% for salaries and employee related expenses. The total Agreement funds are $52,199.54 of which $42,096.40 is for salaries and employee related expenses. The total estimated indirect costs are $10,103.14 and are fully recoverable. The services administered by the Maricopa County Human Services Department Workforce Development Division ARIZONA@WORK - Maricopa County are not mandated services but provide a benefit to Maricopa County residents by providing assistance to job seekers with career and training opportunities, youth, dislocated workers, veterans and to employers that need to fill vacancies. GRANT APPLICATION TO THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR HEAD START/EARLY HEAD START PROGRAMS (Supervisory District: All) Request approval for the Maricopa County Head Start program to submit a grant funding application to the U.S. Department of Health and Human (HHS)/Administration for Children and Families (ACF), Office of Head Start (OHS), for the five (5) year project period beginning July 1, 2026, Fiscal Year 2027, through June 30, 2031, Fiscal year 2031 (FY27 - FY31 or project period). The grant funding application is due on April 1, 2026. The Grant application is to request estimated funding in the amount of $22,323,586 and the funding period of availability is July 1, 2026, through June 30, 2027 (budget period), which is the 1st year of a five (5) year project period for the Grant, awarded under federal Assistance listing number (ALN) 93.600. The Maricopa County Human Services Department administers the Head Start/Early Head Start programs. The County is the current recipient of the stated grant, and the funding opportunity is non-competitive. The Head Start Program goals are: 1. Better physical, cognitive, and social and emotional development in children 2. Improved Parent and Child Interactions that lead to Decreased Rates of Child Abuse and Neglect 3. Increasing Parent Self-Reliance and Empowerment 4. Expand and Improve the Quality of the Early Childhood Workforce Also request authorization for the Chair to sign documents related to the funding application, including the application SF-424, upon Board approval to submit this application. The Office of Head Start requires the Maricopa County Board of Supervisors Chair to sign all grant applications, applications for additional funds, as well as amendments and budget revisions to the Grant. Amendments are required if the program needs to transfer funds between budget line items in an aggregate amount of $250,000 or more. The Grant requires a 20% non-federal share (NFS) match of the total approved project costs. The total required NFS for FY2027 is $5,580,897 for the budget period of July 1, 2026, through June 30, 2027. NFS is generated through in-kind donations of goods and services as well as parent volunteering. The services provided under this grant are not a mandated function but provides a benefit to the citizens by providing eligible children with high quality care and education by integrating federal Head Start performance measures. Maricopa County has been providing Early Head Start services since 1997. The purpose of the Maricopa County Head Start Program is to promote school readiness by educating children and supporting families. ACCEPT GRANT FUNDS FROM THE HEALTH RESOURCES AND SERVICES ADMINISTRATION FOR ENDING THE HIV EPIDEMIC: A PLAN FOR AMERICA- RYAN WHITE HIV/AIDS PROGRAM PARTS A AND B Approve the retroactive Notice of Award (NOA) 5 UT8HA33944‐07‐00 and acceptance of grant funds from Health Resources and Services Administration (HRSA) in the not-to-exceed amount of $668,787.00. The grant will provide continued lifesaving medical and support services to people living with HIV/AIDS (PLWHA). The NOA was received from HRSA on March 3, 2026. The NOA period began on March 1, 2026, and will continue through February 28, 2027. The original term of the grant award is March 1, 2025, through February 28, 2030. The grant award is reoccurring and has been awarded to the department for the last six years. This is a non-competing continuation and there is no cash or in-kind match required. This is not a mandated service but provides a benefit to our citizens with the provision of health related and support services for approximately 5,000 PLWHA. Should the grant cease, on-going contributions should not be required. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10%. The full indirect costs are estimated at $101,473.23 of which $60,798.82 recoverable and $40,674.41 is unrecoverable. Program costs not covered by the grant will be subsidized by the MCDPH indirect cost pool. Departmental indirect rates are re-established at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-20-010-3-06)

The term of this contract is 04/01/2026 through 03/31/2027 with two (2) one (1) year renewal options. The total budget for the first year is $568,409 and Contractor has agreed to provide $400,000 of in-kind services consisting of confidential therapy and care coordination for school-based staff ($250,000 value) and expert-led professional learning workshops for educators and families ($150,000 value) during the year. The purpose of this contract is to launch a regional telehealth initiative focused on improving youth mental health in schools with the aim of reaching 50,000 students per year. Cartwheel Health Services P.C. will deliver short-term virtual therapy sessions to students and provide referral pathways for longer-term treatment. These services shall be made available during and outside of school hours to connect with a licensed provider from school or home. Contractor shall be responsible for recruiting schools, delivering services, and tracking program impact. While this funding is dedicated to students in Maricopa County, the contract will be structured to allow other government agencies across Arizona to contribute funds and expand the service in their own regions. The PO was issued by ADHS on February 25, 2026. The PO’s not-to-exceed amount is $606,358.72 for the budget period January 01, 2026, through December 31, 2026. The IGA term is January 01, 2024, through December 31, 2028. The Nurse Family Partnership grant award is reoccurring and has been awarded to the Department in previous years. The grant funds an IGA that provides services to eligible citizens of Maricopa County for maternal, infant, and early childhood home visitation. This grant is non-competitive and does not require an in-kind match. Indirect costs are fully recoverable, and ongoing contributions will not be required as this is not a mandated function. As such, there will be no costs that will need to be absorbed by the Department’s operating budget. MCDPH's indirect rate for FY26 is 16.69%. The indirect costs are estimated at $86,726.60, all of which are recoverable. Departmental indirect rates are established at the beginning of each fiscal year, and the future indirect rates will be collected at the corresponding rate. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. Road File A0758 A roadway having a width consistent with the existing right-of-way and appurtenant rights, together with additional right-of-way and permanent and temporary easements to provide for construction, operation, and maintenance of the highway as designed and constructed by the Maricopa County Department of Transportation. AMENDMENT TO DETERMINATION OF RELOCATION BENEFITS DUE AND ENTITLEMENTS FORM (Supervisorial District: 5) Request the Board of Directors amend the Determination of Relocation Benefits Due and Entitlements form (Item D3) previously approved on February 11, 2026, to increase the total approved relocation benefit amount from $258,258.36 to $288,095.82, representing an increase of $29,837.46. The increase includes the cost of necessary commercial moving services. As an owner-occupant, the displacee is unable to safely perform or coordinate the relocation without professional assistance. The original Relocation Determination benefits, which were made as part of the Floodprone Property Assistance Program (Gila Bend), were originally approved with a self-move per the displacee’s initial request.
