This agreemont is made this l't day of October 2022, between the United States Dopartment of
Justicg Drug Enforcornont Administration (hereinafter "DEA'), and the Maricopa County
Sheriff s Oflice ORI#AZ)07000 (horcinafter "parcnt agency"), The DBA is &uthorized lo enter
into this coopemtive agrcemont ooncefiling the use and abuse of controlled substances under tho
provisions of2l USC $ 873.
WHERBAS there is evidence that traffioking in narcotics and dangerous drugs exists in thc statc
ofArizong area and that such illegal aotivity has a substantial and dctrimental effect on the health
and genelal welfare of the pcoplo of Arizona, the parties hereto agrc€ to the following:
L The Phoenix Task Forue will perform tho aotivities and duties desoibed below:
a, disrup the illicit drug tLaftic in the Arizona area by immobilizing targetcd violators
and traffi oking organizations;
b. gather and rcport intelligence data relating to tmffrcking in narcotics and dangorous
drugs; and,
o. conduct undercover opemtions whcre apptopriate and engage in other traditional
methods of investigation in order that the task forcc's activities will rcsult in etrective
proscoution bcfore the courts of the United Statcs and the statc of Arizona.
2. To accomplish the objeotives ofthe Phoenix Task Forcc, thc parcnt agcncy agtecs to
dctail thrce (3) oxpcrienccd officcrs to the Phoenix Task Force fol a pcriod ofnot less
than two years. During this period of assignmenq the trmrcnt agoncy offrccrs will be
undo tho direct supervision and control ofDEA supervisory personnel assignod to the
task forcc.
3. The parott agenoy ofticers assigned to tho task fotc€ sball adhere to DEA polioies and
procedurcs. Failurc to adher€ to DEA policies and procedures shall be grounds for
dismissal fiom the task fonce.
4, The par€nt agency offrcels assignod to the task for.co slrall be dcputized as task force
offioers of DEA pursuant to 2t USC $ 878.
5. To aocomplislr the objectives of the Phoerdx Task Forco, DEA will assign up to oight (8)
speoial agents to the task force, The parent agency agrces to provide and maintain a
vehicle for use for cach of its assigned task force officus. DEA will also, subjeot to the
availability ofannually appropriated funds or any continuing resolution thereof, provide
necessary funds and equiprnent to support the activitios ofthe DEA spccial agents and
parent agonoy olficers assigned to tlre task force. This support will include: office space,
ollice supplies, travel funds, funds for the purchase ofevidence and information,
invostigative equipmont, training and other supporl items.

6. Duling tho poriod of assignmeut to lhe Phoenix Task Force, the parert agenoy will
rtmain rcsponsible for establishing tho salary and benefits, including ovsrtimo, ofthe
offrcers assigned to dre task force, and for making all paym€nts due them. DEA will,
subject to availability of funds, rcirnburse the parent agorcy for overtime paymonts.
Annual overtime for eaoh state and local law enforcement offioor is capped at the
equivelent to 25% oftho salary ofa GS-12, step l, ofthe gureral pay scale for the rest of
the United States. Reinrbursement for all types of qualificd expenses shall be contingent
tupon availability of funds and submission of a proper request for reimbursoment whioh
shall be submitted rnonthly or quarterly on a fisoal year basis, and which provides the
names ofinvestigators who incurred overtime for DEA during invoiccd period, the
numbel of ove$imo hours incuned, the hourly regular and ovortime rates in elfect for
eaoh investigator, and the total cost for the invoioed period. The parcnt agcncy will bill
ovcrtime as it is pcrformcd and no later tlran 60 days after tbc end ofcach quarter in
uihich tho overtime is performed. lVole: Task Force Otficer's overlime shall nol lncluile
an! cosls for benefits, such as rellrcment, FICA, and other expenses,
7. In no evont will the parent agenoy oharge any indirect cost rate to DEA for thc
administration or implemontation of this agreement,
8. The parent agonoy shall maintain on a cuupnt basis complete and accurate reoords and
accounts of all obligations and expsnditures of funds under this agrecmont in accordance
with ganerally aoccptcd accounting principles and instruotions provided by DEA to
facilltate on-site inspection and auditing of such r.ocords and acoounts.
9. Tho paront agency shall pcnnit and have readily available for oxamination and auditing
by DEA, the United Statos Department of Justice, the Comptroller General of the United
Statcs, and any of their duly authorized agents and representatives, any and all reconds,
doouments, accounts, invoioos, reooipts or expenditures relating to this agrecment. The
parent agency shall maintain all suoh reports and rccords until all audits and examinations
are completed and resolved, or for a period of six (6) years after tennination of this
agreemcnt, whiohcver is later..
10. Thc parent agency shall comply with Title VI ofthe Civil Rights Act of 1964, Section
504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, as amended,
and all requirements irnposed by or pu$uant to the rcgulations oftho Unitod States
Department of Justice implernenting those laws, 28 C.F.R. part 42, Subparts C, F, G, H
aud I.

The parent agenoy acknowledges that this agreement will not take effeot and no fedeml
funds will be awarded to the par€nt agency by DEA until the completed certification is
rcceived,

12, Wren issuing statements, press releases, requests for prnposals, bid solioitations, and
othor docurnents describing projects or progrums funded in whole or in part wiflr federal
mon€y, the parcnt agency shall clearly state: (l) the percentage of the total oost ofthe
prcgram or project which will be financed with federal money and (2) the dollar arnount
offederal funds for the project 01'progmtn,
13. The term ofthis agreement shall be effective from the date in paragraph uumber. ono until
September 30,2026. This agreement may bo terminated by either party on 30 days'
advanoo written notice. DEA's support to the task force, inoluding roimbusement of
overtime, is subject to tlrc availability offunds on a fiscal year basis (Ootober I tlurcugh
September 30 ofthe next year). Billing for.all outstanding obligations must be received
by DEA within 60 days ofthe end ofthe fiscal year.or within 60 days of the date of
teffiination of this agrcement. DEA will be rcsponsiblo only for obligations inouned by
parcnt agelcy duling the term of this agrcement on a fiscal year basis, subject to thc
availability of funds.
