It resolves zoning violation (V202300645) for outdoor RV and Boat storage without proper zoning entitlement. The site has been repurposed from a previous private airstrip for RV and boat storage. The storage facility has 462 storage spaces for RVs, boats, and similar vehicles. The applicant is requesting to vary development standards (see condition ‘h’) due to the site’s the linear shape. This includes request for a 90% maximum lot coverage for open shade canopies only (where the Rural-43 zoning district permits a maximum 25% lot coverage for aggregate area under roof). There is no known opposition. Commission Recommendation: On 12/4/25, the Commission voted 8-0 (motion by Commissioner Leighton D4, seconded by Commissioner Toma D4) to adopt a motion recommending the Board of Supervisors approve SU250004 subject to conditions ‘a’ – ‘m’: a. Development of the site shall be in substantial compliance with the site plan entitled “Secure RV and Boat Storage” consisting of two (2) full size sheets dated October 20, 2025, and stamped received October 31, 2025, except as modified by the following conditions. Development of the site shall be in substantial conformance with the narrative report entitled “Buckeye Secure RV & Boat Storage” consisting of ten (10) pages dated October 20, 2025 and stamped received October 31 2025, except as modified by the following conditions. c. The following Planning Engineering conditions shall apply: 1. Engineering review of planning and/or zoning cases is for conceptual design only. All development and engineering design shall be in conformance with Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; and current engineering policies, standards and best practices at the time of application for construction. 2. Based on the conceptual design nature of the information submitted, changes to the site layout may be necessitated by the final engineering design of the site’s drainage infrastructure. 3. Detailed Grading & Drainage Plans and Final Drainage Report must be submitted with the application for Building Permit. d. Prior to issuance of building permits, a lot combination shall be processed for all four (4) parcels. e. Prior to issuance of a building permit, written confirmation will be required from the emergency fire protection jurisdiction that emergency fire protection service will be provided to the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction review and approval will be required. f. The Special Use Permit is valid for a period of 25 years and shall expire on January 28, 2051, or upon termination of the use for a period of 90 or more days, whichever occurs first. All site improvements associated with the special use permit shall be removed within 90 days of such expiration or termination of use. g. Shade canopies for RV storage shall be limited to a max. 25’ height. h. The SUP shall be subject to the following amended development standards: 1. Minimum Front Yard Setback – 3 Feet 2. Minimum Side Yard Setback – 3 Feet 3. Minimum Rear Yard Setback – 3 Feet 4. Minimum Lot Width – 48 Feet 5. Maximum Lot Coverage – 90% (Only allowed for the use of shade canopies) 6. Site Enclosure/Screening – Min. 6’ Chain Link Fence with 80% opacity 7. Permitted Uses – Outdoor RV and Boat Storage with ancillary uses. i. All lighting associated within the special use permit area shall be in conformance to the Maricopa County Zoning Ordinance Section 1112. All shielding must be proximate to and within one foot of the light source. Lighting shall be shut off by 9 pm nightly. j. All signage associated to the special use permit shall be in conformance with the Maricopa County Zoning Ordinance Section 1401. k. Non-Compliance with any Maricopa regulations will be grounds for possible revocation of this special use permit pursuant to the process set forth in the Maricopa County Zoning Ordinance. l. The property owner/s and their successors waive claim for diminution in value if the County takes action to rescind approval due to noncompliance with conditions. m. The granting of this change in use of the property has been at the request of the applicant, with the consent of the landowner. The granting of this approval allows the property to enjoy uses in excess of those permitted by the zoning exiting on the date of application, subject to conditions. In the event of the failure to comply with any condition, and at the time of expiration of the special use permit, the property shall revert to the zoning that existed on the date of application. It is, therefore, stipulated and agreed that either revocation due to the failure to comply with conditions, or the expiration of the special use permit, does not reduce any rights that existed on the date of application to use, divide, sell or possess the property and that there would be no diminution in value of the property from the value it held on the date of application due to such revocation or expiration of the special use permit. The special use permit enhances the value of the property above its value as of the date the special use permit is granted and reverting to the prior zoning results in the same value of the property as if the special use permit had never been granted. This request is for a Special Use Permit (SUP) for a recreational vehicle storage facility in the Rural–43 zoning district for approximately 8.77 acres. The site is located south of Durango Street and east of Tuthill Road in the Buckeye area. It is currently comprised of four (4) parcels. Two of the parcels, 502-46-044 and 502-46-045, are tract ‘C’ and ‘D’ of the Los Ranchitos de los Conejos Subdivision (MCR 159-20). The site also includes parcels 502-46-002C and 502-46-005C. The City of Buckeye corporate limits are to the immediate north along the Durango St. alignment. 2. The subject site is a rectangular shaped, with a north-south dimension of approximately 164 feet and an east-west dimension of approximately 2,275 feet. There are no existing physical or topographic features that appear to have an impact on development of the site. This request would rectify an existing zoning violation (V202300645) for outdoor RV and boat storage without proper zoning entitlement. The site was previously an airport (special use permit Z 77-062) but that use was discontinued The site is zoned Rural-43. 3. The site will have 462 parking spaces for the storage of recreation vehicles, boats, and similar vehicles. Parking stalls may vary from 20 feet to 40 feet in length with a minimum of 10 feet in width. The stalls will be delineated via use of heavy-duty all-weather ground straps which are secured by large pins/nails that are set directly into the ground. Parking is proposed to be shaded with canopies throughout the site, with a maximum height of 25 feet and will be designed for solar panels. The applicant states in their narrative that the lighting will be in compliance to the MCZO Section 1112. The lights will be motion-activated sensor that will operate dusk to dawn and will be placed and oriented so as to reflect light away from any adjoining rural or residential zoning district or from any adjacent property. 4. Access and exiting the site will be via two (2) one-way driveways onto Tuthill Road. Parking occurs by “backing” into an individual space. Both driveways and internal parking/storage areas will utilize a dust-free surface such as asphalt milling (compacted with a liquid binder or emulsifier). 5. Tenants will not be allowed to store inoperable RV’s, boats, or other items. The owner will provide onsite minor maintenance services on an as-needed basis via a mobile service. 6. The property is currently enclosed with a chain-link fence, with view obscuring fabric along all four sides (with a maximum 80% opacity), which the applicant states to upkeep. There are two (2) gates along Tuthill Road that allow and secure access into the facility. The gates are remotely controlled via an electronic code reader (or keycard) for access. Video surveillance cameras are utilized for added security. Due to the electronic access and video surveillance, the facility will provide 24/7 access to tenants. 7. The applicant is requesting to vary development standards for the Rural-43 base zoning and/or commercial use adjacent to rural/residential zoning in order to make the existing use work with the linear shape of the site. This narrowness necessitates lesser setbacks. Increased lot coverage from 25% to 90% will allow for shade structures over all parking stalls throughout the site at 25 feet in height and widths ranging from 26 feet to 46 feet. Imagine Buckeye General Plan (adopted 2018): The site is within the Buckeye Municipal Plan, and it is designated Rural which denotes areas that have large-lot residential development in natural desert areas, agricultural areas, or surrounding open space areas. The proposed use would be in compliance with Buckeyes General Plan, as clustering and mixtures of densities are acceptable if the overall project does not exceed 1 du/ac. Public Participation Summary: 14. The applicant complied with the public participation requirements according to MCZO Section 304, including notification of property owners within 300’ of the subject site and posting. Registered areas of interest were contacted by the applicant and staff regarding the Special Use Permit request. The applicant has provided three (3) letters of support, and no opposition has been received. Outstanding Concerns from Reviewing Agencies: 15. Staff has not received any comments from reviewing agencies. Staff Analysis: 16. The proposed RV storage facility with minimal enclosed building development is an appropriate use for this area and is well suited for this particular site due to the narrowness of the property. The applicant is proposing an increase of lot coverage for the shade canopies with future solar use, which would be used for the site’s lighting. Staff believes the shade structures are appropriate for the use of the site due to the damage the sun may cause to vehicle roofs or boats, but development of the site should not include any additional structures/buildings and should specifically be use just for storage of vehicles (including recreational vehicles). 17. The proposed use will not generate heavy traffic volume or other adverse impacts. Therefore, staff recommends approval for the reasons noted above. Staff notes there has been no opposition registered to this specific case. The site was previously used as an airport and has been used for vehicle storage in recent years. SUP approval will resolve a zoning violation. Recommendation: 18. Lower Buckeye Road SU250004 – Buckeye Secure RV & Boat Storage Narrative Report October 20, 2025 Page 2 of 10 Introduction & Purpose of Request: This is a request for a Special Use Permit (in the Rural-43 zoning district) in order to develop a 462-space commercial outdoor recreational vehicle (RV) and boat storage facility on approximately 8.78 acres located between Yuma and Lower Buckeye Roads, along the east side of 203rd Avenue/Tuthill Road (alignment), in the eastern Buckeye area of unincorporated Maricopa County (the “Property”). The associated Maricopa County Assessor Parcel Numbers (APN’s) are 502-46-005C, 502-46-002C, 502-46-045 and 502-46-044. These parcels may be combined into one parcel, pending the approval of the requested Special Use Pemit. APN’s 502-46-044 and 502-46-045 are also Tracts ‘C’ and ‘D,’ respectively, of the Los Ranchitos de los Conejos Subdivision (MCR 159-20). The street address is identified as 2001 South 203rd Avenue, Buckeye, AZ 85326. The bulk of the Property is being utilized for outdoor RV and boat storage due to a misconception based on the prior use of the property. There is presently a zoning violation under Case #V202300645; this Special Use Permit is intended to negate that violation and bring the Property into compliance if approved. The Property is rectangular in shape, with a north-south dimension of approximately 164- feet, and an east-west dimensions of approximately 2,275-feet. There are no existing physical or topographic features that appear to affect development (there is an existing and utilized irrigation ditch that runs along the 203rd Avenue / Tuthill Road alignment, between the roadway and the entrance. A Pre-Application Meeting was held with Maricopa County on April 23, 2024, under application #PA2024059. Maricopa County, as part of the Pre-Application Meeting review process, noted a possible issue with underlying plat/deed restrictions (“CC&R’s”) which may affect usage of the site for the portion of the Property identified as Tracts ‘C’ and ‘D’ of the Los Ranchitos de los Conejos Subdivision (MCR 159-20; APN’s 502-46-044 and 502-46-045. Our research indicates that the possible issue is related to Lots within the subdivision, not Tracts, and therefore no such issue exists; however, should such an issue exist or arise, this will be addressed through possibly amending any such deed, plat or CC&R restriction or otherwise working to negate the issue. SU250004 – Buckeye Secure RV & Boat Storage Narrative Report October 20, 2025 Page 3 of 10 Description of Proposal: As noted above, a Special Use Permit (within the Rural-43 zoning district) is being requested to allow for the use of the Property as a commercial outdoor recreational vehicle (RV), boat storage and other items per Section 1301.1.15 of the Maricopa County Zoning Ordinance, which states the following: “1301.1.15. Commercial storage, or impoundment (not to include salvage operations, dismantling or sale of parts) of automobiles, motor vehicles, mobile homes, manufactured homes, travel trailers, recreation vehicles, boats and aircraft on sites of not less than one acre.” A time limit of 25 years is requested for this Special Use Permit. Proposed within the Project are 462 spaces for the storage (parking) of recreational vehicles, boats and similar vehicles. Internal parking/storage areas vary from 20-feet to 40-feet in length, are generally a minimum of 10+ feet in width, and are delineated via the use of heavy-duty all-weather ground straps which are secured by large pins/nails that are set directly into the ground. This method is superior to painting, which degrades rapidly when run over by vehicles/trailers and/or due to direct sunlight. Access to the Property is via two (2) one-way driveways onto 203rd Avenue/Tuthill Road (alignment), as depicted on the Site Plan included with this Special Use Permit submittal. Parking occurs by “backing” into an individual space. Perimeter spaces are limited in the types of storage item (those along the south) or are excessively deep (those along the north). Both the driveway and internal parking/storage areas will utilize a dust-free surfacing such as asphalt millings (compacted with a liquid binder or emulsifier) or other material as acceptable by Maricopa County. Tenants are not allowed to store inoperable RV’s, boats or other items. The operator of Buckeye Secure RV & Boat Storage does provide onsite minor maintenance services on an as-needed basis via a mobile service. The Property is presently enclosed with a chain-link fence, with view-obscuring fabric along all four sides (with a minimum 80% opacity); the height of this fence is 8-feet along the south (adjacent to existing residential uses) and 6-feet on the other three sides. There are two (2) gates that both allow and secure access into the facility from Tuthill Road/203rd Avenue that are located at the western end of the Property and is also of chain-link construction and is 6-feet in height. These gates are remotely controlled via an electronic code reader (or keycard) to enter/exit the property. Video surveillance cameras are utilized for added security. SU250004 – Buckeye Secure RV & Boat Storage Narrative Report October 20, 2025 Page 4 of 10 Because of this electronic access and video surveillance, the facility can be accessed 24 hours per day / 7 days a week. Shade structures (canopies) are proposed throughout the site in order to provide shading over all storage spaces/areas. These will have a maximum height of 25-feet and will be designed – where appropriate – to be “solar ready” for the possibility of solar panels. There is presently not an office, an onsite Caretaker, nor an associated Caretaker’s Quarters; however, this Special Use Permit includes these as possible accessory uses. In addition, there is the possibility of the use of “pod”-type(Conex) individual storage containers on a temporary basis. Permanent placement of these types of storage will require an amendment to this Special Use Permit. There is outdoor pole security lighting with surveillance cameras strategically located throughout the Property. The lights are motion-activated sensor lighting that operate dusk-to-dawn. All lighting, as well as any additional/other outdoor lighting, shall be in conformance with the provisions in Chapter 11, Section 1112, of the Maricopa County Zoning Ordinance, and shall be placed and oriented so as to reflect light away from any adjoining rural or residential zoning district or from any adjacent property. Water will be provided by an onsite well. Wastewater will be addressed through a proposed septic system if necessary (there are no restroom, washing facilities or other need for wastewater disposal). Development Standards: The underlying zoning is Rural-43; the Development Standards of the Rural-43 zoning district apply to this project unless specified differently with this request for a Special Use Permit. In addition, certain requirements of the General Regulations (Chapter 11) of the Maricopa County Zoning Ordinance also apply. This request for a Special Use Permit proposes the following development standards that vary from the standard Rural-43 development standards in order to address items such as setbacks, screening, parking, access, etc., as well as the following development standards to certain Chapter 11 requirements. SU250004 – Buckeye Secure RV & Boat Storage Narrative Report October 20, 2025 Page 8 of 10 Relationship to Surrounding Properties: The site and surrounding area is largely rural and agricultural in nature, with large swaths of vacant and agricultural land, properties with quasi-commercial and industrial uses (auto repair, outdoor storage, etc.) and scattered large-lot residential uses. The City of Buckeye is to the north, and the Property is within Buckeye’s planning area. The proposed zoning and use are compatible with the adjacent and area uses. The zoning and uses of the adjacent parcels are as follows: North: Within the City of Buckeye; zoned Planned Residential (PR) and vacant South: Under the jurisdiction of Maricopa County; zoned Rural-43 with scattered quasi- commercial and industrial uses (auto repair, outdoor storage, etc.) and large lot residential uses West: Under the jurisdiction of Maricopa County; zoned Rural-43 with scattered quasi- commercial and industrial uses (auto repair, outdoor storage, etc.) and large lot residential uses East: Under the jurisdiction of Maricopa County; zoned Rural-43 and vacant As noted above, the subject site is also located within the boundary of the City of Buckeye 2040 General Plan. Within the Land Use Plan, the subject site and immediate area is identified for “Neighborhood” land uses, which includes “…other integrated land uses that support neighborhood functions and contribute to the health and livability of neighborhoods…” This requested Special Use Permit for RV and Boat storage is designed to meet and support neighborhood functions and the livability of neighborhoods by providing for storage of their recreational vehicles, boats and similar materials. Further, the Buckeye 2040 General Plan notes that several related mixed-use zoning districts (which could include the proposed use) are acceptable within the Neighborhood land use designation. The Property is also located within the boundary of the Maricopa County White Tank / Grand Ave Area Plan and is designated for Small Lot Residential (2-5) uses. However, per Maricopa County policies, the Buckeye 2040 General Plan takes precedence. In regard to justification for the proposed development, we note that due to the significant amount of residential growth to the west, north and south of the subject site – mostly single-family residential with lot sizes of 10,000 square feet and under – there is a significant need for those existing and future residents to be able to store items too large for their own lots (such as RV’s, boats, etc.), and/or where their lot/home may have restrictions on the storage of these items due to CC&R’s, as well as a need for additional storage of recreational vehicles, boats and similar materials. SU250004 – Buckeye Secure RV & Boat Storage Narrative Report October 20, 2025 Page 9 of 10 Location and Accessibility: Access to the Property is via two (2) one-way driveways onto 203rd Avenue/Tuthill Road (alignment), as depicted on the Site Plan included with this Special Use Permit submittal. 203rd Avenue/Tuthill Road (alignment) lies along the western frontage of the Property and is paved with one-lane in each direction with existing major irrigation lines running along both sides of the roadway. It follows a north-south Section-line alignment. As such, it is designated as an arterial roadway. However, in this particular area, 203rd Avenue/Tuthill Road (alignment) does not fully extend between the two east-west intersecting arterial/Section-line roadways from the south (Lower Buckeye Road) to the north (Yuma Road), primarily due to a major Irrigation District Canal located to the north of the Property which would require a bridged-crossing. The east-west mid-section line for Section 17 (T1N-R1W) runs through the Property. Mid- section-lines are typically classified as future collector roadways, with a typical half-street right-of-way dedication of 40-feet/full-street dedication of 80-feet. In this particular instance, this east-west mid-section line follows an alignment named “Durango Street.” However, there is no dedication for Durango Street through the Property (nor is any intended), nor is there any dedication of right-of-way for Durango Street to the east of the Property (going towards Jackrabbit Trail). The dedication of any rights-of-way and/or roadway improvements will be as agreed to by MCDOT and the developer. Circulation System (on & off-site): As noted above, access to the Property is via two (2) one-way driveways onto 203rd Avenue/Tuthill Road (alignment), as depicted on the Site Plan included with this Special Use Permit submittal. There is also a gated emergency exit on the eastern end of the Property which would only be utilized in an emergency. The development has been designed for “one-way” onsite circulation; entry is via the southern gate, and exiting of the facility is via the northern gate. There is a “turnaround” area located approximately in the center of the site so that vehicles can more conveniently turn around to exit the development without having to travel the entire length of the development. Note that stored items “back” into a given space so that they always face forward and head out. The gates onto 203rd Avenue/Tuthill Road (alignment) are electronically controlled: the one on the south is external to the gate, for entry into the facility, and the north gate has a code reader that is located internally to the development for exiting the facility. SU250004 – Buckeye Secure RV & Boat Storage Narrative Report October 20, 2025 Page 10 of 10 Parking and loading are both temporary in nature (while leaving or picking up a stored item) and occurs adjacent to/near the respective space or unit. Both the driveway and internal parking/storage areas utilize a dust-free surfacing such as asphalt millings (compacted with a liquid binder or emulsifier) or other material to be in compliance with Maricopa County Air Quality requirements. Development Schedule: The initial phase of 277 spaces is already being used for RV and Boat storage; the area with the existing/remaining air strip and hangar building are included with this Special Use Permit request and – upon approval of this Special Use Permit – will be removed and replaced with 185 spaces, for a total of 462 storage spaces. A time limit of 25 years is requested for this Special Use Permit. The developer/owner of this property will maintain the site. Community Facilities and Services: As a non-residential use, development and use of the site will have no impact, adverse or otherwise, on any area or community-type facilities or services, nor on any schools in the area. Public Utilities and Services: Water will be provided by an onsite well. As there are no restroom or washing facilities, no wastewater treatment is necessary. If required, it will be addressed through a septic system. Refuse collection will be addressed by a private provider. Police protection is provided by the Maricopa County Sherriff’s Office, and fire protection is provided by the Buckeye Valley Fire District (a part of the Arizona Fire & Medical Authority). A copy of the “Will Serve” letter from the Arizona Fire & Medical Authority is included with this resubmittal. In addition, the Fire District is aware of and will continue to work with this project to ensure that the District can continue to serve it. Electricity service is provided by Arizona Public Service. Telecommunications service (phone, internet and television) is available from numerous sources but is generally not needed. Natural gas is not needed by this development.
