Available, the State of Arizona hereby exercises its option to renew Agreement No. GR-STOP-GOYFF-010124-
11 for a third year of funding. A new award amount for the third year of this Agreement is provided from the
Arizona STOP Violence Against Women Formula Grant Program (CFDA No. 16.588). Grantee agrees to adhere
to the goals, strategies and activities related to Agreement No. GR-STOP-GOYFF-010124-11 and the approved,
updated grant activities in the Grantee’s renewal application for Year Three funding. The attached Swmmary of
Award — Year 3 Renewal is incorporated into this Agreement as if fully set forth herein.

Section 7. PERFORMANCE PERIOD
The performance period for Year Three grant activities shall be effective January 1, 2026 through December 31,
2026.

Section 15. AWARD INFO

Grantor shall provide up to $149,927.00 as a new contract award amount for reimbursement of Year Three costs
approved in the Grantee’s renewal application for Year Three funding in accordance with Attachment

E- Year 3 Budget & Scope of Work, incorporated into this contract in its entirety. The budgeted match amount is
$49,975.67.

Personnel:

SAFE Domestic Violence Investigator, Valerie Bribiescas. Total Salary: $103,230.00

Detective Bribiescas was hired in year 1 to work full-time on this grant project. 100% of her salary will be
paid through grant funding. The number of hours worked is based on 2080 hours worked per year. This
grant covers two fiscal years (FY26 and FY27) for MCAO. It is anticipated that Detective Bribiescas will
receive a salary increase in FY27. We are budgeting this at 5% hourly increase. Overtime work is
expected with this project. Overtime hours are paid at time and a half. We are budgeting 127.86 hours of
overtime.

FY26 Salary (January to June 2026): $44.33/hour
Salary: $46,103.20 (1040 hours x $44.33/hour)
Overtime: $4,246.64 (63.86 hours x ($44.33/hour x 1.5)).

Fringe Benefits:

Maricopa County benefits are divided into two parts: variable and fixed. The variable benefits include
MCAO’s Social Security, Medicare, and retirement contributions. The variable rate benefits for FY 2026
for investigative staff are 32.03% of salary. The variable rate benefits for FY 2026 for other staff are
19.65% of wages.

The fixed benefits include an agency’s average contribution for employee medical insurance, dental
insurance, life insurance, and medical waiver reimbursements (if applicable). The Maricopa County

Office of Management and Budget set the Annual Fixed Benefits rate per full-time employee at $13,632.

These benefit rates may change for FY27, but we are using the same rate for budgeting purposes.

Victim advocates are critical in supporting DV victims through the judicial process, ensuring their safety,
and assisting in accessing needed services for themselves and their families. The Advocate is vital to
ensure the victim feels supported in working with the prosecutor and the investigator. MCAO will use
Nathan Milanowski, a Victim Advocate in the Family Violence Bureau, as a match for this project. His
position is funded with MCAO general funds.

The total annual salary for the advocate is estimated at $56,680.00 (2080 x $27.25).
The total ERE for the advocate is estimated at $24,769.62.

Variable benefits total is estimated at $10,963.33 (19.65% x $56,680).

Fixed benefits total $13,632.

The required match of $49,975.67 will be approximately 61.3577% of the salary and benefits of the

SAFE Domestic Violence Investigator Project (CY26, Year 3)

1. Scope of Work

A: The Arizona Coalition to End Sexual and Domestic Violence (ACESDV) received 4,863 calls, chats, texts,
and emails to the helplines in 2024 (https://acesdv.org/annual-reports/). Sixty-one (61) Arizonans were
killed in 2024, with more than half of the deaths occurring within Maricopa County. Violent domestic
violence cases make the news headlines almost daily; many involve multiple victims and endanger the
public and law enforcement officers. One case required traffic to be stopped along a busy roadway in
Maricopa County (https://ktar.com/arizona-traffic/officer-shooting-suspect-us-

In many domestic violence cases, the responding patrol officers complete the initial investigation and
submit the case to MCAO before completing the full investigation. Because MCAO must make charging
decisions within 48 hours after arrest, cases may be returned to the law enforcement agency to
complete the investigation before charges can be filed. This has the potential to increase the danger to
the victim and for the abuser to continue intimidating the victim. Witness intimidation and manipulation
are major factors in many domestic violence cases. Abusers engage in these tactics because they work. If
that payoff can be eliminated, additional cases will be successfully prosecuted.

Complete, thorough, and expedited investigations are imperative for successful prosecutions. The
addition of a dedicated investigator working with local law enforcement agencies to collect strong,
admissible evidence has strengthened cases prosecuted by MCAO. With the investigator's assistance,
defendants have changed their pleas to guilty, the length of sentences has been impacted, and victims
and the public are safer.

B. In 2024, the Governor's Office of Youth, Faith, and Family (GOYFF) provided funding to allow the
MCAO to create a dedicated investigator position within its Family Violence Bureaus. The SAFE Domestic
Violence Investigator supports the prosecution, acts upon the evidence, facilitates multidisciplinary
connections to further investigations, and empowers victims impacted by domestic violence.

The creation of this position addresses several issues impacting domestic violence cases. With this
position, MCAO started the project by focusing on reducing the number of cases sent back to the local
law enforcement agency before filing charges. This quickly evolved to assist law enforcement agencies in
investigating the most severe cases where weapons and/or strangulation are present to strengthen cases
for prosecution and work cases with victims who recant or are being coerced into silence by their
assailants. It is these two efforts that have become the focus of our project.

MCAO wishes to continue the SAFE Domestic Violence Investigator project without changing its overall
goals and objectives, but it will adjust the year three numbers to better reflect the work that has proven
most supportive of case prosecutions: investigation assistance in cases involving weapons and
strangulation, and those cases where the defendants continue to intimidate their victims to prevent
being held accountable.

Our project goals and objectives are:

Goal: Reduce the number of domestic violence cases returned to local law enforcement for additional
investigation before charging can occur. By the end of the year, the investigator will be assigned at least
25 cases for investigation. Those cases that are not furthered before charging meet the goal. The
detective has been assigned to 23 cases and prevented them from being returned to local law
enforcement before charging.

Goal: Increase the number of domestic violence cases investigated where victim intimidation has
occurred. The investigator will investigate 50 cases where forfeiture by wrongdoing or victim intimidation
issues are present. Each case where evidence of intimidation-related activity is brought forward to
prosecutors demonstrates progress toward the goal. The investigator provided investigative support for
30 cases in nine months.

Goal: Augment evidence collection to ensure cases involving strangulation or weapons are provable,
increasing the likelihood of conviction. The investigator will work with local law enforcement to collect
strong and admissible evidence to strengthen the prosecution's case. Each case where evidence is
provided demonstrates progress toward the goal. We expect that the investigator will provide
investigative support in 50 cases involving strangulation or weapons. Through three quarters of 2025, the
investigator provided support for 46 cases.

Goal: The Family Violence Bureau’s prosecution, investigative, and advocacy staff will be 100% trained in
victim-centered, trauma-informed approaches. Staff training is vital in assisting victims served by MCAO.
Staff will participate in a minimum of 100 hours of training collectively. Staff attended 27.25 hours of
training in 2025.

Cand D. MCAO will use the same strategies/approaches and evaluation plan as in years one and two for
this grant renewal.

The Family Violence Bureau Chiefs assign cases to the investigator, who tracks them in PBK, our case
management system. The investigator will work with local law enforcement and prosecutors to collect
necessary evidence for prosecution. Each case investigated and prosecuted demonstrates progress
toward our project goals.

New prosecutors are regularly added to the Family Violence Bureaus resulting from staff promotions,
retirements, and resignations. MCAO will continue to ensure its prosecution, investigation, and advocacy
staff participate in training opportunities to improve their victim assistance skills. MCAO Bureau Chiefs
track staff training.

If awarded renewal funding for the STOP grant, the project funding will be used strictly for victims aged
11 and older. Victim age is an element that local law enforcement includes in the report submitted for
charging. The Family Violence Bureau Chiefs will ensure the victim's age exceeds 11 before assigning the
case to the funded Investigator.
