This project will provide up to twenty (20) Emergency Management staff from across Maricopa 
County with the opportunity to attend two premier national conferences—the International 
Association of Emergency Managers (IAEM) Annual Conference or the National Homeland Security 
Conference. Participation in these forums will expose staff to cutting-edge research, emerging 
national standards, and proven practices that directly support the National Preparedness Goal and 
Homeland Security mission areas, closing critical capability gaps while enhancing resilience across 
local, regional, and state levels.
These conferences will enable Maricopa County’s emergency management professionals to 
strengthen operational plans in alignment with Homeland Security Core Capabilities, including family 
reunification, mass care services, continuity of operations, and long-term financial recovery following 
terrorism incidents or catastrophic disasters. Learning from recent national and international case 
studies will help staff identify innovative solutions to evolving threats and enhance readiness for both 
conventional hazards and emerging security challenges.
By sending multiple emergency managers from Maricopa County, this project will foster sustained 
collaboration, strengthen interoperability, and promote shared learning across jurisdictions. Unified 
participation will reinforce the countywide homeland security framework, ensuring a more 
coordinated and effective response to terrorism, that threaten the safety of Arizona communities.
The cost will be capped at $3,000 for each attendee per conference.
