1 MEMORANDUM OF UNDERSTANDING For partnership of Intelligence Analyst Between Maricopa County Department of Emergency Management (MCDEM) and Maricopa County Sheriff’s Office (MCSO) C-15-26-008-X-00 This Memorandum of Understanding (“MOU”) is entered into by and between the Maricopa County Department of Emergency Management (MCDEM) and the Maricopa County Sheriff’s Office (MCSO) [XX Division] (collectively, the “Parties”). This MOU is effective retroactive to January 1, 2026 and shall remain in effect through June 30, 2036, unless terminated earlier as provided herein. Purpose: The purpose of this MOU is to outline the responsibilities, expectations, and cooperative framework associated with an Open-Source Intelligence (OSINT) Analyst position supporting MCDEM. The OSINT Analyst will collect, assess, and disseminate actionable intelligence related to threats, security incidents, and risks impacting County Departments, personnel, facilities, operations, or events. This position strengthens situational awareness, supports proactive threat mitigation, and enhances information sharing between MCDEM, MCSO, and other County partners Deliverables: The OSINT Analyst will provide, at a minimum, the following deliverables: OSINT Summaries: Regular updates detailing relevant events, developments and threat indicators. Event-Specific Intelligence Briefs: Pre-event and operational briefs supporting County Threat Trend Reports: Monitor for and provide analytical reviews of emerging risks to County Departments, personnel, facilities, operations, or events. Situational Awareness Alerts: Timely bulletins distributed when immediate or actionable intelligence is identified. Intelligence Sharing: Documented information-sharing and liaison activities with MCSO, Emergency Management, and other key County partners. Assist law enforcement personnel with criminal investigations involving County personnel, facilities, operations, or events Costs and Billing: Labor Ledger Transactions (LLT). MCDEM shall be responsible for creating and submitting all Labor Ledger Transactions (LLTs) associated with payroll for the OSINT Analyst position. 2 Payroll Reconciliation – Journal Vouchers (JVs). To ensure accurate reconciliation of leave-related payroll expenses, MCDEM shall prepare and process two (2) Journal Vouchers (JVs) to reconcile Holiday, Vacation, and Sick time associated with the OSINT Analyst each pay period (or as otherwise required by County financial procedures). Cost Allocation. MCSO will be responsible for creating and maintaining the Position Control Number (PCN). All payroll, benefits, and related labor costs shall be allocated in accordance with County financial policies and reflected through the LLT and JV processes described above. MCSO will be solely responsible for purchasing and maintaining the PCN’s technology, equipment, and software needs to achieve agreed deliverables. Entire Agreement and Amendments: This MOU constitutes the entire agreement between the Parties. Any amendments or modifications must be made in writing, signed by authorized representatives of each Party, and approved by the Maricopa County Board of Supervisors. This MOU contains the entire understanding and agreement of the parties. Proposed change to this MOU must be made via a written amendment authorized by each party and approved by the County Board of Supervisors. The Parties to this MOU have chosen attorneys employed by the Civil Services Division of the Maricopa County Attorney’s Office (“Civil Services Division”) to act as their attorney for the purpose of reviewing this MOU. In so doing, by their signature below, each party acknowledges that it is aware that the Civil Services Division will represent both Parties to this MOU, and each party expressly waives any conflict created thereby.
