JX Advanced Metals USA, Inc. is applying for Foreign Trade Zone (FTZ) Subzone designation for 
the property located at 10036 E Germann Road, Mesa AZ 85212, parcel # 304-63-979 to be 
included in the City of Mesa Foreign Trade Zone No. 221. Parcel #304-63-979 is currently owned 
by JX Advanced Metals USA, Inc.. FTZ designation will allow reclassification of this property from 
Class 2 with a tax assessment ratio of 15% to Class 6 with a tax assessment ratio of 5% under 
A.R.S. §42-12006. 
JX Advanced Metals USA, Inc. produces sputtering targets and compound semiconductor wafers 
for the semiconductor industry to the North American and European markets from their location 
in Chandler, AZ. They are expanding their operations and have invested in a new facility in Mesa, 
AZ.
The new facility will consist of a 273,000 square-foot building on a 65-acre site. The project 
involves a total capital investment of $256.1 million, consisting of $173.5 million in real property 
and $82.6 million in personal property. Over a 10-year period, the JX Advanced Metals USA, Inc. 
facility is expected to generate approximately 193 direct jobs, with a cumulative total payroll of 
$126.1 million.

JX Advanced Metals USA Inc. operations will create approximately 193 direct and 212 
indirect jobs over the next 10 years.

Estimated $126.1 million in direct personal income and $106.7 million in indirect personal 
income for a total of $232.8 million over a 10-year period.

Estimated $2.3 million in direct tax revenues and an additional $0.6 million in indirect tax 
revenues for a total of $2.9 million in tax revenue to Maricopa County over a 10-year period.

Estimated $571.0 million in direct economic output and an additional $299.4 million in 
indirect output for a total of $870.4 million to Maricopa County over a 10-year period.

Property Tax Impact 

Property taxes currently collected for this parcel are approximately $83,391 annually for 
Maricopa County’s portion as a Class 2 property. When the project is completed, property 
taxes will increase to approximately $118,000 annually for Maricopa County’s portion as 
a Class 6 property.
