RESOLUTION AUTHORIZING BOARD CHAIR TO EXECUTE CERTAIN UTILITY EASEMENTS 
Action Requested: 
Approve and execute a Resolution authorizing the Chair to execute, upon approval by the Directors of 
the Facilities Management and Real Estate Departments, certain utility easements, necessary to advance 
the construction of the new West Valley Animal Care and Control shelter, without further Board action. 
Maricopa County, through the Facilities Management Department (FMD) is constructing a new Animal 
Care and Control facility at the southwest corner of Northern Avenue and New River Channel. This 
action takes place in Supervisory District 4. 
Additional Information:
November 6, 2025, the Maricopa County Board of Supervisors approved the Construction Management 
at Risk Professional Services Agreement Phase I Pre-Construction Services Contract #250024-CMR with 
Kitchell Contractors, Inc. of Arizona. (C-73-25-031-X-00) for Phase I Pre-Construction Services for the West 
Valley Animal Care and Control facility. Maricopa County Facilities Management Department will manage 
all construction and improvements.
