REQUEST FOR COUNCIL ACTION

ACTION:  Ratify the staff approved utilization of an 18-month Houston-Galveston Area Council 
cooperative contract with Russ Bassett Corporation for consoles and furniture components for the Real 
Time Operations Center.
FISCAL IMPACT:  The total cost of this contract will not exceed $150,000. Sufficient funds have been 
appropriated in the CIP Fund, Cost Center 5511359 (Police Analytics Integrated Information System), 
for anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City 
Council approval of the City’s annual budget.
RECOMMENDATION:  Ratify the utilization of the cooperative contract.
 
BACKGROUND INFORMATION: (EC07-23) Houston-Galveston Area Council (HGAC) is a 
cooperative agency that publicly solicited and awarded a contract for office furniture, consoles, and 
furniture components that is part of the design for the Real Time Operations Center.  HGAC is a 
cooperative purchasing organization with the specific purpose of reducing procurement costs by 
leveraging group volume.  The furniture console and associated products are specially designed for 
Real Time Operation Centers.  
Due to the urgency of need stand up the City’s Real Time Operation Center coupled with the long 
delivery time for the furniture products, staff utilized its delegated authority to award this contract.  As 
allowed for by City Procurement Code, Lisette Camacho, Financial Services Director, has the authority 
to award and sign contracts exceeding one hundred thousand dollars ($100,000.00) when there are less 
than two (2) Council meetings scheduled in any month and the action is necessary to ensure operational 
efficiencies.  
Staff is seeking City Council’s ratification of this award action.
