REQUEST FOR COUNCIL ACTION

ACTION:  Approve one-year contract renewals with Arizona Water Works Supply, American Backflow 
Products, and Browns Partsmaster, Inc., for FEBCO backflow parts and assemblies for the Water 
Utilities Division of the Municipal Utilities Department.
FISCAL IMPACT:  The total cost of these contracts shall not exceed $200,000. Sufficient funds have 
been appropriated in the Water and Wastewater Fund, Cost Centers 3013 (Johnny G. Martinez W.T.P.), 
3014 (South Tempe W.T.P.), 3016 (Water Field Facilities), 3028 (Environmental – Compliance), 3034 
(Kyrene Water Reclamation Plant) and 3035 (Wastewater Field Facilities), for anticipated expenditures 
during the current fiscal year and next fiscal year, contingent upon City Council approval of the City’s 
annual budget.
RECOMMENDATION:  Approve the contract renewals.
 
BACKGROUND INFORMATION:  (WUD23-051-01, 02 & 03) On November 5, 2023, Procurement 
staff awarded contracts for FEBCO backflow parts and preventers. The contract awards were made 
under the Procurement’s delegated authority of $100,000. The initial contract period was for one year, 
with four, one-year renewal options. Since the contracts were awarded the amount of parts and 
assemblies needed has increased. Planned purchases of the contracted equipment are anticipated to 
exceed the delegated threshold contract amount and require City Council approval. If approved, this will 
be the first of four, one-year renewal options that are available under this contract.

Renewal Cost
American Backflow Products, Co., and Browns Partsmaster, Inc., agreed to renew the contracts with no 
price increase. Arizona Water Works Supply has requested a 5% price adjustment for the renewal 
period. This increase is a result of higher costs related to raw materials passed on to Arizona Water 
Works Supply by the manufacturer. Staff considers the price increase reasonable based on current 
market conditions and uses Arizona Water Works Supply as a local and expedient source for supplies.
