ACTION:  Award a professional services contract to Carollo Engineers, Inc., for the Asset Maintenance 
2023 - South Tempe Water Treatment Plant project.
FISCAL IMPACT:  The professional services contract amount is $691,958.84. Funds to cover this 
contract and related costs are appropriated in fiscal year 2023/24 from the Capital Improvement Project 
No. 3208099 - WTP Asset Maint + Upgrades.
RECOMMENDATION:  Award the professional services contract to Carollo Engineers, Inc. for Project 
No. 3208023A.
 
BACKGROUND INFORMATION:
Project History: The South Tempe Water Treatment Plant (SWTP) is located at 6600 S. Price Road 
and has been in operation since the late 1970s with several expansions and improvements throughout 
the years. STWTP is rated to treat up to 50 million gallons of water per day; however, the plant has 
some operational challenges that many times limit the City from being able to treat to its full capacity. 
This project intends to address those challenges. Moreover, many of the systems and treatment basins 
the plant are original and need rehabilitation and improvements to increase the reliability and efficiency 
of the plant.
 
Carollo was selected to design the rehabilitation and improvements at STWTP. 
Scope of Work: The scope of work under this contract includes design related to the following items:

Sodium hypochlorite tank replacement

Fluoride tank replacement 

Valve replacement associated with the ultraviolet disinfection system 

New valve vaults associated with the sedimentation basin sludge blowdown system

Dosing channel improvements and upgrades

Filter underdrain system rehabilitation

Sodium hypochlorite generation system replacement
Contract Type:  Professional Services Contract.
Procurement Method:
Request for Qualifications: Carollo Engineers, Inc. was selected by a review committee as the most 
qualified firm for these services using a process pursuant to Arizona Revised Statutes § 34-603. The 
qualifications-based selection process includes evaluating each firm's statement of qualifications in 
response to the City's RFQ; holding selection panel interviews with the firms based on selection criteria 
and relative weight of selection criteria as outlined in the RFQ, including evaluation of the consultant’s 
expertise, qualifications of key personnel and project experience; and selecting the final list of 
consultants in order of preference. Staff has negotiated the professional services fee with Carollo 
Engineers, Inc. and considers it reasonable for the scope of services.
