ACTION:  Award Job Order No. 19 to Cactus Asphalt for the Pavement Preservation - University Drive, 
Farmer Avenue to Ash Avenue project.
FISCAL IMPACT:  The Job Order No. 19 amount is $842,595.50 and the project contingency amount 
is $84,300.00.  Funds to cover this contract and related costs are appropriated for fiscal year 2023/24 
in the Capital Improvement Project No. 5499741 - Roadway Mill, Overlay, Recons.
RECOMMENDATION:  Award Job Order contract to Cactus Asphalt for project number 5499742H.
 
BACKGROUND INFORMATION:
Project History: To determine the order and priorities of which streets will receive a pavement 
treatment, Transportation Maintenance utilizes a pavement management system. This system includes 
performing an assessment of pavement distresses. From this assessment, a PQI score is developed for 
each street segment, which is measured 0-100 (Poor to Excellent). This assessment is used to 
determine when, where and how we repave the pavement network in the City of Tempe. The 
assessment of University Drive between Farmer Ave and Ash Ave has determined that a pavement 
treatment is needed to extend the life of the existing pavement. This project will allow the city to advance 
its goal of achieving a PQI score of 70 out of 100.

Contract Type:  Job Order Contract.
Procurement Method:
Pre-Qualified Contractor Selection:  In February 2020, Cactus Asphalt was one of three construction 
companies selected through a qualifications-based process consistent with Arizona Revised Statutes 
§§ 34-601 through 611 for job order contracting.  The qualifications-based selection process for job order 
contracting is conducted every five years and includes evaluating each contractor’s statement of 
qualifications, in response to our request for qualifications (RFQ), holding selection panel interviews with 
qualified firms based on approved selection criteria and relative weights, and how their expertise relates 
to the City’s upcoming project needs.  Once contractors are selected, Master Job Order Contracts are 
awarded and work is performed as a series of individual job orders.
For this project Cactus Asphalt was selected from the Master JOC list based on current spend 
distribution for each of the contractors on previously awarded JOCs, complexity and scope of the project 
compared to each firm’s experience, and the contractor’s availability for the expected schedule.  Staff

worked Cactus Asphalt in clarifying the project requirements, reviewed their proposal, and found it to be 
reasonable for the scope of services.
