ACTION:  Adopt a resolution authorizing the Mayor to sign Sub Contract Agreement (Agreement) 
between the City of Tempe (City) and Tempe Community Action Agency (TCAA) to provide Expanded 
Food Security programming (the “Initiative”) to expand access to food and nutrition in the Tempe area. 
Food pantry services will be targeted to a minimum of 200 vulnerable households to increase nutritional 
skills, improve economic security, and improve physical health and wellbeing. The term of this 
Agreement is November 1, 2023 through June 30, 2024. (Resolution No. R2024.01)
FISCAL IMPACT:  The total amount of the Agreement is $62,500 with a required cash match 
contribution by TCAA of $16,985 totaling $79,485.  The City of Tempe will pass through $62,500 of 
Maricopa County CSBG funding to TCAA (C2023-292).  Sufficient budget for anticipated expenditures 
under this Agreement have been appropriated in the Human Services Governmental Grants Fund (Fund 
46), Cost Center 46980 (Expanded Food Insecurity) as part of the Fiscal Year 2023-2024 adopted 
budget.
RECOMMENDATION:  Adopt Resolution No. R2024.01.
 
BACKGROUND INFORMATION:  Maricopa County Human Services Department, Community 
Services Division released a competitive Notice of Funding Opportunity and accepted applications from 
local cities and towns, within Maricopa County, for Service Initiatives funded with the Community 
Services Block Grant (CSBG) funds.  This funding is made available through an Intergovernmental 
Agreement with Arizona Department of Economic Security (ADES) provided by the U.S. Department of 
Health & Human Services (HHS), Office of Community Services (OCS), administered by the Maricopa 
County Human Services Department.  The County sought proposals to implement CSBG Services 
initiatives that will lead to measurable, long-term impacts for populations with low income as they related 
to safe and affordable housing, safe temporary shelter, and food and nutrition security.   TCAA, through 
the City, submitted a proposal whereby grant funds would help ensure emergency food is available to 
an increasing number of Tempe households, while also adding an expanded focus on high-frequency 
customers of the program. Specifically, through the City’s subcontractor TCAA, 200 households who 
are in dire need of emergency food will be served over a 12-month period under this grant. 
TCAA will identify 200 of the most frequent utilizers (households) of Food Pantry services and will 
introduce new services to this unique population. The new services will include access to nutrition 
education, community resource navigation, assistance with public benefits enrollment, transportation 
assistance, and follow-up tracking.  For seniors included within this population, screening for home-
delivered meal or congregate meal eligibility will also be performed.
By working through TCAA, Tempe residents will continue to have a reliable, affordable source for 
nutritious food within a neighborhood setting and a site where comprehensive human services 
programming is available, such as Community Action Program, workforce development, and 
programming for young families and aging adults. The Food Pantry program has been operated by 
TCAA in Tempe for more than five decades.
