ACTION:  Award the construction contract to Haydon Building Corporation for the Tempe Municipal 
Operations Center - GMP #6 - Phase 2 project.
FISCAL IMPACT:  The total construction contract amount is $38,273,373.00 and the total contingency 
amount is $3,827,337.30. Funds to cover this contract and related costs are appropriated in Fiscal Year 
2023/24 from Capital Improvement Project No. 6711269 - TMOC - Phase 2.
RECOMMENDATION:  Award construction contract to Haydon Building Corporation for Project No. 
6700130.
 
BACKGROUND INFORMATION:  Project History:  The Tempe Municipal Operations Center 
(TMOC) will feature the development of an open, city-owned 24-acre site located along the south levee 
of the Salt River, between the East Valley Bus Operations and Maintenance (EVBOM) facility and the 
State Route 143 freeway. As summarized below, Guaranteed Maximum Price (GMP) proposal #6 
includes the remainder of construction efforts that are necessary for the full completion of the TMOC 
project.
 
Scope of Work:  GMP #6’s scope of work includes the construction of 4 additional buildings, as well as 
other supporting infrastructure:
•
Building 2 - a wash bay building
•
Building 3 – a 2-story, 64,000 square foot maintenance building for Fleet and Solid Waste
•
Building 4 - IT Tech Center and Solid Waste Container Shop building
•
Building 5 - a container paint shop building.
•
Associated parking lots, lay down areas, site utilities, electrical work, and sitework to provide the 
City of Tempe with a complete and functioning facility.

Procurement Method:
Request for Qualifications:  Haydon Building Corp. was selected by a review committee as the most 
qualified firm for these services using a process pursuant to Arizona Revised Statutes § 34-603.  The 
qualifications-based selection process includes evaluation of each firm's statement of qualifications in 
response to the City's request for qualifications (RFQ); evaluating each firm based on the relative weight 
of the selection criteria as outlined in the RFQ, including evaluation of the contractor's expertise, 
qualifications of key personnel and project experience; and selecting the final list of contractors in order 
of preference.  Staff has negotiated the construction services fee with Haydon Building Corp. and 
considers it reasonable for the scope of services
