ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor Monica Dorcey; Councilmember Roy Delgado;

CALL TO ORDER - The meeting was held online and publicly with limited access; called to
order at 6:00 pm.

CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up
on the matter, and/or (3) direct that the matter be put on a future agenda.
There were no public comments received.

CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted
on separately.
 
1.
Consideration and action to approve the minutes of the Council Work Session and the Regular
Council meeting held Thursday, February 18, 2021.  (City Clerk)
  
 
2.
Consideration and action to approve a contract with Corporate Technology Solutions for the capital
improvement project (62117), Fiber-Optic Cabling Building Tie-In Services, utilizing the State of
Arizona cooperative contract ADSPO17-169123 in an amount not to exceed $186,000.  (Information
Technology)

3.
Consideration and action to award a contract to B&F Contracting using the City of Peoria JOC No.
ACON53218 for the purpose of installing flashing yellow arrow improvements at eight signalized
intersections in the amount of $149,909 including a 10% contingency. (Project No. 62112)

Consideration and action to approve a contract with M.R. Tanner Construction for a spring 2021
pavement maintenance project in an amount not to exceed $36,000 and to approve the finance
department to make any necessary budget transfers.  (Public Works)

Consideration and action to approve the use of Sunstate Recreation to complete FY21 CIP 62104 in
an amount not to exceed $50,000 and authorize Finance to make any necessary transfers.  (Public

6.
Consideration and action to request, and accept if awarded, a public safety grant from the Arizona
Governor's Office of Highway Safety (GOHS) Grant Program in an approximate amount of $49,180
to support Selective Traffic Overtime & Enforcement and authorize Finance to make necessary
budget transfers. (Grants/Police)

Consideration and action to approve a request and acceptance of grant funds, if awarded, from the
Governor's Office on Highway Safety in an approximate amount of $67,074 as funds for DUI
Overtime and Enforcement for the El Mirage Police Department and authorize Finance to make
necessary budget transfers. (Grants/Police)
  
 
 
Vice Mayor Dorcey moved to approve items 1-7 on the Consent Agenda as presented; seconded by
Councilmember Shapera. 
 
Vote: 7 - 0 Passed - Unanimously
 
8.
Consideration and action to approve a request, if awarded, from the Governor's Office on Highway
Safety in an approximate amount of $65,000 as funds for extrication equipment for the El Mirage
Fire Department and authorize Finance to make the necessary budget transfers. (Grants/Fire)  (This

REGULAR AGENDA
 
1.
Consideration and action to authorize the City Manager to enter into a multi-year agreement with
Policy Confluence, Inc. for the National Citizen Survey and Performance Plan Subscription in an
amount not to exceed $15,615 plus tax for fiscal year 2020.  (Finance)
Financial Analyst Macy Walker presented this item and explained that a community survey will
provide a more comprehensive picture of City resident perspectives on local government services,
policies and management.  Information garnered from the survey will allow City staff to prioritize
and best align with City strategic plans, departmental work plans, and budgets. She listed the eight
facets of a community survey and stated the National Community Survey (NCS) was utilized across
the nation by City Managers and Local Government; locally, that includes Goodyear, Gilbert, Mesa,
Peoria, Surprise, and Sedona.  Benefits of the NCS include the ability to engage safely and
effectively with City residents, free up staff time, inform budget priorities and capital investments,
measure performance, make evidence-based decisions, and guide economic recovery and growth. 
NCS provides advanced interactive reporting through an online community engagement platform
known as Policy Confluence (POLCO). NCS further provides benchmark comparisons with more
than 500 communities nationwide, wider online access, expert analysis, scientific survey methods to
best reflect characteristics of the Community, and in-depth results by tracking response rates by

geographic area and basic demographics.
Councilmember Hutchinson asked what would be the approximate survey size and Ms. Walker
responded the City was initially doing a hybrid approach that should reach about 2700 households
divided equally between paper and on-line. Ms. Walker further stated the process is approximately
12 and 14 weeks between pushing out the service and analyzing results.  Councilmember Norton
asked when the survey would begin and when could Council expect to see results. Ms. Walker stated
that on approval by Council and completion of a purchase order and signed contract, the process will
begin (estimated two-week timeframe), with six weeks for pushing out the services and six weeks to
analyze.  A formal virtual presentation with the findings will be held with the company, and staff
will report those findings to Council; the process is estimated to take three months for final results.  
Councilmember Delgado asked if this survey was being completed every three years and Ms.
Walker responded as long as the City has an active subscription they are able to continue doing
surveys. She also mentioned that the surveys will be in both Spanish and English.  Councilmember
Norton asked if a sample of the survey questions could be provided and Ms. Walker stated yes,
Council would be provided that information.
 
 
Vice Mayor Dorcey moved to authorize the City Manager to enter into a multi-year agreement with
Policy Confluence, Inc, for the National Citizen Survey and Performance Plan Subscription;
seconded by Councilmember Shapera. 
 
Vote: 7 - 0 Passed - Unanimously
 
6.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have
general comment or questions.
City Manager Dyches informed Council she would be sending out an invitation for the upcoming
March 15, 2021 Council Work Session with the revised time and congratulated the Mayor on her
birthday.
 
7.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Councilmember Delgado announced COVID vaccination shots are available at the Safeway
Pharmacy on Litchfield Road and individuals over the age of 55 are now eligible. 
Councilmember Shapera expressed his appreciation for the Veteran's Park memorial which he
stated is coming together nicely.  He also recommended the Recreation Subcommittee review adding
porta-pottys to Basin Park on El Mirage Road and Cactus Road due to the high volume of sporting
activities taking place there.  Vice Mayor Dorcey echoed Councilmember Shapera's comments and
expressed her concerns regarding field maintenance and whether those activities were even allowed
in that park.  Councilmember Delgado stated that in the past, sporting clubs outside the City would
utilize El Mirage parks without paying and caused additional wear and tear to the parks.
The Council and staff wished the Mayor a Happy Birthday.
