RESOLUTION R25-05-07
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF EL
MIRAGE, 
MARICOPA 
COUNTY, 
ARIZONA, 
APPROVING 
AND
ADOPTING THE CITY OF EL MIRAGE’S TITLE VI IMPLEMENTATION
PLAN
WHEREAS, the Federal Transit Administration (FTA) is responsible for ensuring that
its funding recipients fully comply with Title VI of the Civil Rights Act of 1964, which prohibits
discrimination based on race, color, and national origin; and
WHEREAS, the City of El Mirage is a sub-recipient of FTA funding for public
transportation programs (Dial-a-Ride and paratransit services), distributed through the City of
Phoenix Public Transit Department as the primary recipient of said funds; and
WHEREAS, all sub-recipients of FTA funds must develop, update, and submit a Title
VI Implementation Plan every three years to the primary recipient to assist in the primary
recipient’s respective Title VI compliance requirements; and
WHEREAS, the City has updated its Title VI Implementation Plan to comply with new
requirements, which were adopted by the FTA in October of 2012;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of El
Mirage:

The Title VI Implementation Plan, hereby attached as Exhibit A and incorporated
by reference, is approved and adopted as the City of El Mirage’s Title VI Implementation Plan,
effective May 6, 2025, to May 31, 2028.
