WORK SESSION PRESENTATION
 
1.
Presentation of Police Department Study Conducted by the Center for Public Safety
Management.  (POLICE)
Police Chief Paul Marzocca introduced Robert Handy who presented information on the Police
Department Study conducted by the Center for Public Safety Management.  The Center
reviewed several aspects of the department and noted the department is running smoothly with
only a few areas in need of improvement.  Councilmember Hutchinson asked if 5,000 square
feet would be a large enough addition to the building for the next twenty years and Mr. Handy
stated it would be sufficient if utilized correctly.  Councilmember Norton stated the study was
very well done, and it appears that many of the suggestions can be implemented.  
Councilmember Delgado asked if it would be possible to add a second level to the facility and
Mr. Handy stated his organization does not handle architecture and the city would need to
determine that with a professional evaluation.  Mayor Hermosillo stated she would have liked
more data to support the recommendations but believed the study was well done.  
Councilmember Shapera stated there is a concern with traffic stops taking forty-three minutes
to handle and asked Chief Marzocca to look into this matter.  Councilmember Shapera asked
Mr. Handy why his organization evaluates traffic stops differently than other organizations and
Mr. Handy stated that traffic stops should be focused on traffic enforcement not necessarily
traffic control.
