Dear Corry,
Thank you for the opportunity to submit this fee proposal to provide architectural and
engineering services for the MCSO Durango Office and K9 Facility. The following is a
description of our understanding of the requirements for the design of this new facility based
on #250048-ROQ and the pre-proposal meeting held with FMD and OPS on September 22,
2025.
Project Understanding and Scope of Work:
Dekker understands that Maricopa County intends to construct a new multi-purpose facility
comprised of office and administrative space for multiple divisions within MCSO, as well as
specialty space(s) for the MCSO K9 division. The exact size and location of the new facility will be
determined as part of the overall design effort, and future phases/additions should be considered
throughout the design process.
We acknowledge that FMD Design Standards & Technical specifications have been downloaded
from the Facilities Management website and will be applied these during our design of the
project. This includes the following:

•
FMD Design Standards Table of Contents
•
FMD Technical Specifications
•
Appendix A - ETI Standards
•
Appendix B – Owner provided accessories
•
Maricopa County Space Standards
We understand that Maricopa County will provide written approval at both the completion of
each phase and once deliverables have been reviewed, allowing the design team to move forward
into the phase.
Scope of Phase 1 Services:
Programming Phase
Per our scope of work, we will carry out the following:
•
Design team will tour existing facilities to see how the departments currently function and
assess their current spaces and adjacency requirements.
•
Conduct one (1) in person project kick-off meeting to define and align the strategic goals
and desired outcomes and obtain information and/or standards regarding the current and
desired work environment, space utilization, work processes, key adjacencies, image, and
department identity.
•
Review existing programmatic information and develop baseline space needs and
overall metrics for circulation, densities, ratios of open to closed space, personnel,
support spaces, and services.
•
Conduct one (1) in person programming planning workshop with our subject matter
experts, FMD, and MCSO representatives to establish project goals and programmatic
requirements.
•
The team will reconvene, in person, with FMD and MCSO to review the developed
program document. This will include a detailed listing of all functions and spaces
together with the square footage of each assignable space, gross square footage, and
a description of the relationships between and among the principal programming
elements. The programming document will be used to establish headcount and
department specific support space for approval and use for the final design.
Schematic Design Phase
Dekker will establish an overall design direction, including preparation and submission of
Schematic Design (SD) documents illustrating the scale and relationship of project
components.
Per our scope of work, we will carry out the following:
•
Comprehensive preliminary drawings in sufficient detail to illustrate the size and character
of the project, including material selections, types of systems and construction, and any
other features specified by the County or as determined by the programming
requirements and test fits.
•
Assume one (1) major revision (more than 65%) and one (1) minor revision (less than 50%) to
schematic space plans.
•
Establish major building mechanical, electrical, and plumbing systems and
components.
•
Lead two (2) project review meetings with the project team for development and approval
of the SD before proceeding with further phases.
•
Provide SD book for approval and use in the final design.

Pursuant to your request, SCHRADERGROUP, A Hord Coplan Macht Studio (SGA) is pleased to provide
Dekker with this proposal for professional services. We look forward to being part of Dekker’s team.
PROPOSED SCOPE OF WORK
This proposal addresses the individual portions of proposed work to include; Law Enforcement
Programming, Planning and Concept Design and Schematic Design for the above-mentioned project.
We are prepared to support the project and summarize our proposed effort below:
Programming, Planning & Concept Design Scope
The SGA team has two visits planned for this portion of the effort. We will conduct all of our efforts below
in conjunction with Dekker.
Visit #1 - SGA will conduct interviews of law enforcement users and will hold a programming and
planning workshop. During that workshop we will present state-of-the-art police trends, then we will
guide the client through a live programming exercise. We will then return to our offices and develop the
overall program. We will also begin to develop individual space data sheets, flow and adjacency
diagrams to bring to a second visit. SGA will coordinate with Dekker on elements of design that they are
responsible for during this effort.
Visit #2 – The team will reconvene with the client to review the developed program document and will
review the adjacency and flow diagrams. This effort will solidify the overall programming and planning
and will allow us to return to the office to develop conceptual drawings to fit the law enforcement facility
into an overall concept for the site planning being developed by Dekker. SGA will coordinate with Dekker
on elements of design that they are responsible for during this effort.
Meeting #3 – This meeting will be a virtual meeting. The SGA/Dekker team will meet with MCSO to
review the concept design. During this meeting we will tweak the concept in order to have it ready for

Dekker to move the project into Schematic Design. SGA will coordinate with Dekker on elements of design
that they are responsible for during this effort.
Schematic Design and Peer Review Scope
SGA will work with Dekker to develop a cohesive schematic design. SGA will help to massage the
adjacencies into a design framework (interior and exterior) and will coordinate interior layout with the
exterior design being developed by Dekker. We anticipate two (2) in-person meetings with the client to
further develop the schematic design. We also anticipate up to six (6) additional virtual meetings to
complete this task.
Once the SD package is further refined, Dekker will send the Schematic Design Package to SGA who will
review all pertinent elements. We will conduct a virtual meeting with Dekker to review all law enforcement
design related items. SGA will develop a full itemized list of comments for Dekker to consider in the final
development of the SD package. SGA will then conduct a review in the offices of Dekker and the entire
design team in order to coordinate the efforts of all. SGA will coordinate with Dekker on elements of
design that they are responsible for during this effort.

PROPOSED SCHEDULE
We are prepared to proceed with this project under the schedule to be agreed on between Dekker and
the Owner. The current schedule anticipates six (6) weeks for Programming with one week of client review
and ten (10) weeks for schematic design with one week for client review.
FORM OF AGREEMENT
Given the limited nature of our services, we would propose utilizing an AIA Architect Consultant
Agreement for limited Scope of Services. If Dekker requires alternate agreements or wishes to investigate
other forms of AIA agreements, please notify us and we will work with you.

Dear Adrienne,
Thank you for the opportunity to submit this proposal for professional services to Dekker in
support of the subject project. We appreciate your confidence in our team to serve your
planning needs.
Scope of Project
This proposal is based on the request for proposal by Dekker for the MCSO Durango Office and
K9 Facility project and the scope requested of Crime Lab Design (CLD). We understand that the
County wishes to proceed only with the Programming and Schematic Design phases and that
CLD’s involvement will be limited to the Programming phase.
The project will consist of the design of a new facility that will be programmed for MCSO
divisions currently located in building #1920, and other recommended divisions, including Major
Crimes (Including CISM), SWAT/K9, and Fleet Management. Secondary consideration for
programming includes MCSO divisions currently located in building 1915/1916, which include
the Crime Lab, Firearm Examiner, Forensic Scientist, and Health & Wellness. For the purposes of
this proposal, these secondary considerations will be collectively referred to as the Forensic Lab.
A previous programming effort from several years ago yielded a facility sized at approximately
50,000 SF. The new facility should have the ability to expand.
The delivery method for the project will be Construction Manager at Risk (CMaR), which the
County plans to engage around Schematic Design.
Scope of Services
CLD will provide Programming services in support of the K9 and Forensic Laboratory portions of
the project. We understand that the K9 portion of the project is a primary division that will be
housed within the facility, and the forensic laboratory elements are secondary considerations
that the County would like programmed. We anticipate that CLD’s involvement in Programming
will occur for 6-weeks.

Crime Lab Design
Programming (6 Weeks)
1. Participate in one (1) in-person project kick-off meeting to participate in the project
kick-off, programming interviews/workshops, and assist in developing project goals and
milestone objectives.
2. Participate virtually in project meetings to be led by Dekker.
3. Perform analysis of space utilization for the K9 Division and the forensic lab. Update the
overall program of spaces to outline the required spaces, their area requirements, and
commensurate support and circulation spaces.
4. Identify critical adjacencies and conceptual blocking plans based on the outcome of user
meetings.
Schematic Design
1. Attend in one (1) in-person meeting at the beginning of the SD phase to assist in
transitioning the program and conceptual diagrams into the eventual Schematic Design
deliverables to be created by Dekker and its other consultants.
Fee Proposal
Crime Lab Design's proposed fees below include the lump sum for basic services and the
anticipated cost of reimbursable travel expenses based on the included assumed trip unit cost.

The estimated travel expenses assume three (3) days for planning workshops per trip based on
the above Estimated Trip Unit Cost.
Additional Services shall be provided for the project if authorized by Dekker. Crime Lab Design's
fee for additional services beyond the scope of basic services outlined above and which is in
addition to the basic services fee amount will be a lump sum amount as agreed at the time
additional services are requested.
Assumptions and Clarifications
1.
If the Forensic Lab portion of the project moves forward into future phases beyond
Programming, CLD will provide a proposal to Dekker for related design services.
2.
In person meetings will be attended by one (1) CLD subject matter expert. Virtual
meetings may be attended by other CLD staff if required.
3.
While CLD may include nominal time from its Forensic specialist MEP engineers to
provide input on programming and conceptual layouts, it is understood that any effort
beyond this general consulting will not be required.
4.
An MEP engineer other than CLD will be the engineer for the project and will be the
eventual Engineer of Record.
5.
CLD will work under the direction of Dekker.
6.
A BIM model will not be required as part of CLD’s scope of services, but CLD, at its own
discretion, may elect to create one to convey conceptual layouts and programming
diagrams.
7.
Electronic form deliverable documents will be provided to Dekker for reproduction and
distribution.
8.
We assume that a consolidated OFOI (Owner Furnished, Owner Installed) equipment list
will be provided by the Owner. Therefore, Equipment Planning is not included in this
proposal. If Equipment Planning is ultimately required from CLD, we will provide a
proposal for the additional services.
9.
Detailed reviews of equipment cutsheet information and/or surveying and
documentation of existing Owner equipment is/are not included.
10.
CLD does not have specialized training or expertise in the specification, treatment
and/or handling of new and/or existing asbestos-containing, asbestos-contaminated, or
other toxic and hazardous materials, above or below surface, and our professional

liability insurance policy does not include coverage of these services. Therefore, CLD
cannot provide these services. It is our understanding that the Client will retain, if
necessary, a qualified remediation consultant, industrial hygienist, and/or contractor to
provide these services.

FFE services are not included.
Crime Lab Design will begin work on the project immediately upon receipt of your authorization

Survey & Civil Engineering Services Proposal

Thank you for the opportunity to submit this proposal to provide survey and civil engineering services. This proposal
has been prepared based on our understanding of the project as described in the Project Understanding and Scope
of Services sections. We look forward to partnering with your team for a successful project.
PROJECT UNDERSTANDING:
Project summary
•
An approximately 50,000 sf office building for Maricopa County Sheriff’s Office including multiple
departments and facilities for K9
•
The anticipated site location is approximately 6.5 acres as shown in the attached exhibit on the Maricopa
County owned Durango Campus, the exact location may change based on coordination with owner. The
proposal assumes a maximum 6.5 acre site will be chosen within the Durango Campus.
•
Existing site is currently mostly cleared, being previously a jail facility demolished in 2023-2024
•
Adjacent developments include county use facilities including a parking garage to the north, Towers Jail
beyond an empty lot directly adjacent to the east, vehicle parking/impound lots to the west, and Lower
Buckeye jail beyond an irrigation channel to the south.
Grading & Drainage
•
Retention will be provided for the 100-year, 2-hour rainfall event within above ground or underground
retention
•
The MC Durango Campus is almost entirely located within a FEMA Special Flood Hazard Area (SFHA)
designated as Zone AE with established base flood elevations with some exceptions around existing
buildings designated as Zone X where no flooding is expected, including portions of the proposed site.
•
Finished floor and pads for new equipment will need to be set above the base flood elevation plus 1.2’ to
meet City of Phoenix requirements, and any site improvements will need to maintain the floodplain without
causing an adverse impact to adjacent buildings or property.
•
The City of Phoenix provides floodplain management for the Durango Campus, and permitting for
construction within a FEMA designated flood zone is required through the City of Phoenix.
•
The City of Phoenix and FEMA require a Letter of Map Revision Based on Fill (LOMR-F) for new buildings in
FEMA Special Flood Hazard Areas.
Existing/proposed utilities:
•
Fire service will be provided with a connection to the private main within the adjacent Gibson Lane
•
Domestic water service will be provided with a connection to the private main within the adjacent Gibson
Lane
•
Sanitary sewer service will be provided with a connection to the private main within the adjacent Gibson
Lane
•
Utility relocations are not expected
•
Off-site utility improvements are not expected

Adjacent roadway infrastructure:
•
Adjacent roadway (Gibson Lane) is fully developed. It’s not anticipated that Gibson Lane will be widened
beyond any local improvements for access to the site.
Parcel summary
•
Replat/Lot Combo/Easements new or abandonment are not expected
CONDITIONS:
•
Architect will provide electronic files (AutoCAD) of the proposed site and building improvements for use as
the basis of the civil design
•
The Client will provide a Geotechnical Report with recommendations for pavement sections and percolation
rates to complete the civil design for this project. If underground retention is proposed report will include
underground retention corrosion protection recommendations, and bedding & backfill design.
•
Submittals will be made via pdf documents and printing if required will be done by others or reimbursed at
cost to Dibble
•
Submittal and review fees will be paid by Owner/Architect at the time of submittal
•
The design team will utilize the aerial topographic survey and ALTA surveys conducted in early 2024 for the
electrical infrastructure campus upgrades for the programming and schematic design phases. Additional
survey will be required to capture more detailed information regarding utilities and hard tie in locations.
•
Site plan changes received less than two weeks prior to SD (30%) will not be incorporated until the next
submittal in order to allow Dibble to perform our typical QA/QC process on these submittals prior to making
our submittal.
•
Meetings are as noted in each section. Should the required meeting attendance exceed the expected
number of meetings additional compensation will be requested.
DESIGN STANDARDS/PERMITTING AGENCY
Design will conform to the following Authorities Having Jurisdiction (AHJ).

Dibble will provide schematic design level drainage analysis including:

Coordinate with the City of Pheonix to determine all project specific floodplain permitting

Review existing floodplain modeling developed as part of the Maricopa County Library
Distribution Center project to determine existing condition flood risk
•
Determine FEMA base flood elevation relative to the proposed building footprint based on
the FEMA effective Flood Insurance Rate Map
•
Establish minimum building finished floor and pad elevation for each piece of equipment
per FEMA and City of Phoenix requirements
•
Run floodplain modeling of the conceptual proposed condition to ensure no adverse impact
to adjacent buildings or property

If the Consultant/Engineer is required to perform services in addition to those outlined in the Scope of Services, by
reason of substantial changes ordered by the Owner or Architect or for any reason beyond the
Consultant’s/Engineer’s control, they are to receive compensation for such services. Compensation for additional
services not included in the Scope of Services for the basic services shall be based on time expended. Additional
services must be approved by the Owner prior to the start of such work.
Invoices will be submitted monthly based on the percentage of the survey and civil engineering services that are
complete. These invoices will be due and payable upon receipt and will be considered past due if not paid within
seven days after Client’s receipt of payment from the Owner.

Dear Ms. Lewis:
This will confirm our fee to provide structural engineering and drafting services as required for a new MCSO Office and
K9 facility. Services are anticipated to include:
•
Programing and Schematic design only a new multi-purpose facility comprised of office and administrative
space for multiple divisions within MCSO as well as specialty space(s) for the MCSO K9 division. The exact
size and location of the new facility will be determined as part of the overall design effort.
•
New facility will primarily be programmed for MCSO divisions currently located in building #1920, and other
recommended divisions. These divisions are as follows:
o
Major Crimes - Including CISM, SWAT/K9, and Fleet Management
•
Secondary consideration for programming includes MCSO divisions, which include:
o
Crime Lab, Firearm Examiner, Forensic Scientist, and Health & Wellness
•
The facility should have area and/or the ability to expand.
•
K9 facilities are planned to house up to 24 animals (TBD) with inside / outside access with shade awnings or
roof overhangs, and an exterior fenced exercise yard.
•
Phase 1 deliverables to include a narrative on proposed building materials. Sketch level framing plans may be
provided if appropriate.
•
The construction delivery method will be Construction Manager at Risk (CMR), which FMD plans to engage
around Schematic Design.
•
Services anticipate up to two (2) meetings during programing and Schematic Design
•
Design Development Documents, Construction Documents, Permitting, Construction Administration and
Special Structural Inspection Services (SSI) are excluded.
•
Services excluded cost estimating of the structure, these services are to be provided by others on the design
team.
Our Basic Services will be billed at a Fixed Fee per the attached break down.

In rendering professional services Caruso Turley Scott (CTS) shall apply the skill and care ordinarily exercised by
structural engineers at the time and place the services are rendered. Schedules and timely available information from
the architect, owner and other design consultants contribute to the completeness of the structural drawings. As such, all
projects should carry a contingency for potential coordination and value-added items. It is recommended that final bids
not be taken until city review comments and coordination comments have been incorporated. If documents are bid prior
to city and coordination comments, the owner assumes the risk for associated additional costs. Client agrees that the
liability of CTS, its agents, and employees, in connection with services hereunder to the Client and to all persons having
contractual relationships with them, resulting from any negligent acts, errors, and/or omissions of CTS, its agents, and/or
employees is limited to the total fees actually paid by the Client to CTS for services rendered by CTS hereunder. CTS
maintains a current professional liability insurance policy. As a consultant we shall neither have control over or charge
of, nor be responsible for, the construction means, methods, techniques, sequences, or procedures, or for safety
precautions and programs in connection with the work, since these are solely the Contractor’s rights and responsibilities.
At the commencement of engineering services, a “Preliminary Notification” may be forwarded to the property owner
and/or tenant. The “Preliminary Notification” is not a lien, but state law requires the distribution of a “Preliminary
Notification” issued at the commencement of engineering services to maintain the option of filing a lien for nonpayment
of engineering services at a future date. This “preliminary notification” is customary and routine in the construction
industry and informs the recipient of their legal rights and obligations. Payments for Services as described above shall
be made upon the presentation of the Engineer’s invoice based on time expended. Interest at 1.5% per month,
compounded monthly, will be paid on all invoices after 30 days from billing date. In the event any portion of an account
remains unpaid 90 days after billing, the Client shall pay the cost of collection, including reasonable attorney fees. If any
portion of the account remains unpaid 30 days after billing, this office may, without waiving any claim or right, and without
liability whatsoever to the Client, suspend or terminate the performance of all services.
This proposal is valid for 120 days from the date of issuance. After 120 days, please contact our office for updated fees.
If this contract meets with your approval, please sign, date and e-mail (MMcClinton@ctsaz.com) back to our
office for authorization to proceed.

Thank you for the opportunity to submit this proposal to provide consulting engineering services
for the referenced project. This proposal includes the Project Description, as we understand it,
B&P’s proposed Scope of Services, Compensation, and our Terms & Conditions.
Project Description
Maricopa County Sheriff’s Office is looking to build a new building and K9 facility that will be located
on the Durango Campus. The anticipated construction budget is $55 Million. The design of the
facility will be developed in phase 1 which includes programming and schematic design. The general
scope is to provide offices for the MCSO department which may include up to 30 user groups, K9
kennel facilities, and K9 training areas.
Information to be Provided by Client
•
Client shall provide the following information to B&P:
o Criteria, constraints and definitions applicable to this project
o Electronic REVIT files.
o Design and construction standards.
Included Services
B&P proposes to provide consulting engineering services for the above referenced project. Our

mechanical room sizes.

Schematic Design:

Provide recommendations regarding existing HVAC equipment and Electrical
Distribution Equipment
•
Preliminary Engineering for Mechanical, Electrical, Plumbing and Fire Protection
(performance based) systems within the building and to 5 ft outside the building
footprint.
Mechanical:
1. Preliminary heat /load calculations to determine HVAC equipment
2. Determine mechanical room space requirements
3. Provide design narrative.
4. Provide typical schematic design room layouts for supply & return ductwork, grilles and diffusers.
Plumbing:
1. Prepare preliminary domestic water demand calculations.
2. Prepare preliminary waste and vent piping calculations.
3. Coordinate fixture types and provide cutsheets.
4. Coordinate invert location with Civil Engineer.
Electrical:
1. Coordinate primary service with the Durango Electrical Infrastructure project.
2. Coordinate primary service with Arizona Public Service.
3. Calculate preliminary one-line diagram and service requirements
4. Develop site plan electrical distribution layout.
5. Provide electrical room dimensions and equipment layouts.
6. Provide typical schematic design layouts for lighting and receptacles.
Allowance: Energy analysis and life cycle cost studies of Mechanical HVAC systems.
Excluded Services
B&P proposes to provide consulting engineering services for the above referenced project. Our
services DO NOT include:
•
On-site civil utility design beyond 5'-0" from the building, including domestic water, fire main,
sanitary sewer, storm sewer, natural gas and all associated meters, backflow preventers,
vaults, structures and enclosures (to be provided by Civil Engineer to extent as may be
necessary
•
Technology design will be provided by CDT. CDT will provide Audio Visual,
Telecommunications cabling systems, security systems, acoustics, noise & Vibration
Controls, all pathways (including but not limited to cable tray, conduit, outlet boxes),
division 27 and 28 specifications. B&P will not be providing any services in reference to
technology.

Services for Design Development, Construction Documents, Bid & Award and Construction
Administration.
•
Providing Opinions of Probable Construction Costs.
•
Design of off-site utility system improvements or expansion including connections to utilities
beyond the property line and/or within the public right-of-way (to be provided by Civil
Engineer to the extent as may be necessary).
•
Special on-site observation/inspection which may be required by the City of Phoenix,
County or State Building Department/Officials.
•
LEED participation and documentation for typical MEP credits.
•
Preparation of any additional work typically included as "Additional Services" in the standard AIA
Agreement between Architect and Consultants. This includes life cycle cost analyses.
•
Extensive revisions to our work due to changes outside B&P’s control, including redesign of
systems after approval by the Owner or Owner’s Representative.
Compensation
We propose to provide these services for a lump sum fee as indicated in the attached task
breakout. We will invoice monthly during design and construction. If you request additional
services, we could provide them either on a lump sum fee basis or hourly per our attached
hourly rate schedule
We anticipate the following milestones: Phase 1: Programming and Schematic Design.
Terms & Conditions
This proposal is based on our understanding of the project and the Owner’s expectations.
Please forward us a copy of your prime agreement when it becomes available. We reserve
the right to modify this proposal if your prime agreement differs significantly from our
expectations.
By signing this proposal document, client agrees to all attached Terms and Conditions and all
included sheets prior to this signature sheet.
This proposal is considered valid for 90 days from date above.

PROJECT UNDERSTANDING
Convergent Technologies Design Group, Inc (CTDG) has been asked to provide telecommunications cabling
systems, audiovisual system electronics, access control/video surveillance systems, room acoustics, interior
sound isolation, HVAC noise control design services for Maricopa County Sheriff’s Office (MCSO) Durango
Office and K9 Facility located in Maricopa County, AZ. We have been asked to include deliverables for a
design project commencing with the Programming & Schematic Design phase and concluding with the
Programming & Schematic Design phase Our basic services scope addressing programmed needs exclude
paging/public address and intercom systems, Distributed Antenna Systems (DAS) and LAN/PBX/Wi-Fi
electronics.
SCOPE OF WORK – BASIC SERVICES

TELECOMMUNICATIONS CABLING SYSTEMS w/ INFRASTRUCTURE
Programming & Schematic Design
•
Review existing programmatic requirements and MCSO standards for the telecommunications
cabling (voice, data, video) systems. Identify and communicate to the design team the general
locations throughout the project in which telecommunications cabling systems should be
housed. Examples of these areas, where tight coordination is required, include
telecommunications rooms (Main Cross-connect (MC), Horizontal Cross-connect (HC)), duct
spaces, equipment rooms, and raised floor areas.
•
The scheduled deliverable for the Schematic Design phase of the project will be a basis for
design narrative report outlining desired:
1. Telecommunications Cabling Systems & Associated Infrastructure
2. Telecommunications Cable Distribution Rooms (MC/HC)
3. Outside Plant Cabling (OSP) Connectivity for Telecommunications Utilities
Inclusive of this report shall be preliminary budget estimates for the specified systems on a per
space/system type basis.
•
Other deliverables in this phase shall be in the form of verbal conversations, written notes and
email communications.
AUDIOVISUAL SYSTEMS ELECTRONICS w/ INFRASTRUCTURE
Programming & Schematic Design
•
Review existing programmatic requirements and MCSO standards for the audiovisual systems.
Identify and communicate to the design team the general locations throughout the project in
which audiovisual components should be housed. Examples of these areas, where tight
coordination is required include audiovisual equipment rooms, ceiling heights, control rooms,
and raised floor areas.
•
The scheduled deliverable for the Schematic Design phase of the project will be a basis for
design narrative report outlining desired audiovisual systems. Inclusive of this report shall be
preliminary budget estimates for the specified systems on a per space/system type basis.

ROOM ACOUSTICS
Programming & Schematic Design
•
Recommended room reverberation times will be outlined in the form of a narrative report for
the following spaces:
1. Training Rooms
2. Briefing Rooms
3. Conference Rooms
4. Office Areas
5. Lobby Area
6. Kennel/K9 Areas
•
Room shaping will be evaluated to determine adequate reflected sound levels and the control
of flutter and delayed echoes from side and rear wall surfaces. Recommendations will be given
in the form of a narrative report.
INTERIOR SOUND ISOLATION
Programming & Schematic Design
•
Recommended Sound Transmission Class (STC) ratings for various partition types and floor
slabs will be outlined in the form of a narrative report.
•
Partition type details will be provided and selected based on the recommended acoustical
design criteria.
•
Recommended partition types will be keyed on architectural floorplans.
•
Acoustical requirements for floor/ceiling construction will be provided in the form of a narrative
report and/or detail drawings.
•
Other deliverables during this phase shall be delivered as verbal comments, meeting notes,
product literature, and e-mail communications.
HVAC NOISE & VIBRATION CONTROL
Programming & Schematic Design
•
Recommended Noise Criterion (NC) levels will be outlined in the form of a narrative report for
the following spaces:
1. Training Rooms
2. Briefing Rooms
3. Conference Rooms
4. Office Areas
5. Lobby Area
6. Kennel/K9 Areas
•
Radiated noise generation from mechanical/electrical equipment will be reviewed and
compared to the design criteria. Recommendations for architectural sound isolation will be
provided.

ACCESS CONTROL/VIDEO SURVEILLANCE SECURITY SYSTEMS
Programming & Schematic Design
•
Review and establish baseline security requirements for the video surveillance and access
control systems for the project, including areas of coverage, concentric zones of security, and
perimeter monitoring.
•
The scheduled deliverable for the Schematic Design phase of the project will be a basis for
design narrative report outlining the desired access control/video surveillance security system.
Inclusive of this report shall be a preliminary budget estimate for the specified systems.
MEETING SCHEDULE
Based on our existing knowledge of Maricopa County Sheriff’s Office (MCSO) standards, previous
experience with projects of similar size and scope plus the proposed project design schedule, we anticipate
a moderate number of design and construction administration meetings will be needed. Included in this
scope & fee proposal is support for several virtual or on-site meetings in Maricopa County, AZ as follows:

Project Management and Schedule
Convergent Technologies Design Group, Inc. can meet a Programming deliverable date for the first phase
of the scope in the month of November 2025.
Brian Whitlock, CTS-D, RCDD will serve as Design Principal. Mr. Whitlock is a Certified Technology Specialist
and Registered Communications Distribution Designer experienced in the design and integration of state-
of-the-art technology systems at higher education and medical institutions across the country.
Nathaniel Holland will serve as primary technology designer. Mr. Holland is a multi-faceted Technology
Consultant and Designer with a strong foundation in the principles of electronic systems and operations. With
hands-on experience and a deep theoretical understanding, he began his career in integration and embedded
systems programming, developing a technical rigor that continues to inform his work.
