Project Overview
Project Location
The project is located within the Tonto Hills Community within Maricopa County.
Project Background and Purpose
The residents in Tonto Hills recently provided Maricopa County Department of Transportation (MCDOT) with
signed petitions requesting that the County pave 17 roadway segments of dirt roads within the community. The
roadways require frequent maintenance to repair erosion caused by the numerous ephemeral washes that run
along and across existing roadways. The Tonto Hills Low Volume Roads project will design and reconstruct
17 roadway segments to comply with MCDOT’s PM-10 requirements and meet the local community’s
expectations. The project is located at the northeastern edge of the City of Scottsdale on the outskirts of the
Tonto National Forest within the jurisdiction of Maricopa County.

The scoping recommendations included paving the unpaved segments within the Community in adherence to
the MCDOT Low Volume Roads Guidelines and MCDOT Roadway Design Manual for the established 25
mph design criteria.  The proposed roadway typical section will be either 24-foot or 20-foot wide with curb
and gutter, similar to the 2016 improvements completed by MCDOT within the Community.
As part of this contract (2020-14), WSP is scoped to complete the final design in accordance with the Project
Development Manual (PDM) and other relevant design documents, providing 60%, 95%, 100% & Sealed
Plans, specifications, and estimate.
After the 60% submittal in April 2021 and in advance of the planned 95% submittal, the project was put on
hold. Following a public virtual meeting, the Community asked MCDOT reconsider the proposed design and
modify it to provide 20-foot roadway sections throughout the Community in lieu of the proposed 24-foot
roadway width. While the 24-foot roadway is consistent with the MCDOT Guidelines for Low Volumes Roads
and has been approved by MCDOT during scoping, MCDOT asked WSP to perform a preliminary evaluation
of the impacts of the requested design change.
In May 2022 after a second public meeting with the Community, MCDOT directed WSP to implement the
design change to include revising all the typical sections to a consistent 20-foot AC pavement with roll curb,
6-foot bench and slopes that adhere to the geotechnical recommendation for the project. This contract
modification includes added work to be done by WSP to update the design (roadway, traffic, drainage, water
line, structures) as detailed in the following sections. These changes were included with Contract Modification
No. 2.
Contract Modification No. 3 included the preparation of TCE exhibits with aerial background and an allowance
for the preparation of 15 new legal descriptions as well as the preparation of RW plans.
Contract Modification No. 4, included updating driveway details based on direction from MCRED, additional
coordination with MCRED and MCDOT, the separation of the water line design plan sheets and estimate to
be a stand-alone project and preparation of clearing and grubbing exhibits for a JOC in advance of utility
relocations.
This Contract Modification No. 5 includes work associated with the TT609 Roadway and TT752 Water Line
projects:
TT752 tasks include preparing and submitting three ATCs for the project thru the ADEQ portal, attending
meetings with ADEQ to review submittals, and fees associated with the three ATC applications. In addition,
this CM includes funds for post design services for the TT752 Water Line project.
TT609 tasks include work associated with preparing alternatives to eliminate potential R/W condemnations,
redesign as agreed to avoid R/W acquisition from several parcels and post design services for the TT609
Roadway project and continued project coordination.
In addition, this CM also includes an update to three classification rates for the PM, Designer and CADD rates
as this project will extend beyond the original anticipated duration, and based on the actual rates of staff that
will continue to support its delivery.

This Scope of Services associated with this contract modification is as follows:
Task A: TT0752 Water Line Work
The following tasks are associated with the water line project:
WSP prepared and submitted three ATCs via ADEQs portal. Three meetings were held with ADEQ to discuss
the project scope and requirements of the ATCs.
WSP paid for the three ATC applications on behalf of MCDOT.
WSP will provide post design services for the water line project. Services will include responding to RFIs and
questions from MCDOT/Contractor. Hours have been allocated for attendance of weekly meetings for the
duration of construction.
Task B: TT0609 Design Updates and Coordination
WSP provided the following services in order to assess whether redesign can eliminate the need for
condemnation for 13 parcels that MCRED has not been able to secure land rights:

Prepared alternate design options for 13 parcels, with exhibits, documented in a summary matrix.

Met with MCDOT management to review the alternate designs.

Met with MCRED and MCDOT weekly to discuss RW acquisition concerns and updates.
Based on an anticipated resolution for the above, the following tasks will be completed as part of this CM:
